The Panglao Bohol International Airport Development Project (PBIADP) Task Force eyed to tap the Gawad Kalinga (GK) in establishing a resettlement area for the lot owners affected by the project.
   During the regular meeting of the PBIADP Task Force on December 12, former Tagbilaran City mayor Jose Torralba, the task force chairman, suggested to tap GK to facilitate the construction of houses of the affected lot owners at the property that the government had secured for those who opted for barter scheme.
   In GK project, the affected lot owners only have to provide sweat equity, while the Couples for Christ provides the materials. This will give assurance that the displaced lot owners will have an immediate home after the government takes over their property for the PBIADP.
   Torralba cited that in his knowledge, first district Representative Edgar Chatto had allocated P5 million for GK which the affected lot owners can avail.
   Provincial Board Member Alfonse Damalerio II has been tasked to coordinate the plan.
   For the PBIADP, the DOTC had provided P66.5 million of the P100.6-million requirement.
   Meanwhile, Provincial Legal Officer Handel Lagunay of the Committee for Acquisition of Properties of the PBIADP task force reported during the meeting that of the 195 hectares requirement, they had already secured 147.3 hectares or 75.5 percent of the requirement.
   Lagunay said that of the 147.3 hectares comprising 232 lots, 142 lots equivalent to 104.8 hectares were already paid, 35 lots equivalent to 18.5 are on now process and 55 lots equivalent to 23.8 hectares are for barter.
   â€œSome of those who earlier submitted letters of intent to barter their land opted to sell and were, in fact, already paid. The aggregate area of the remaining landowners proposing barter totals to 23.8 hectares,” Lagunay added.
   This led to the estimated available area for barter and relocation site from previous acquisition at 40 hectares.   
   Lagunay also said that some lots were found to be already subdivided and portions sold by the original landowners.
   Only 2.4 percent of the total land area acquired will be for expropriation totaling to 4.8 hectares for seven lots.
   Most of landownerss who received the five-day final written remarks have started processing for the sale of their lots, Lagunay added.
   For the technical survey of the properties acquired for the PBIADP, the survey contractor had already accomplished 90 percent of the scope of work. (AV-PGMA)
