By Merly D. BantuganThe Hugpong sa mga Mag-uuma sa Bohol (HUMABOL) strongly supports the extension of the Comprehensive Agrarian Reform Program (CARP) after the end of its implementation on June 15, 2008, provided it is not within the context of Republic Act 6657. This was bared during a dialogue conducted between HUMABOL and the Department of Agrarian Reform (DAR), Bohol provincial office last September 5 at Meridican Hotel, this city.
Humabol farmer leaders Danilo Olaivar, Walter Balonga, Camilo Tabada and John Ruiz of Bayan and the rest of the farmers who attended made a stand and promise to issue a manifesto of support for CARP’s extension after they extensively review Republic Act 6657 because accordingly, there are provisions in the said act that are not applicable/favorable for the farmers.
In the said dialogue, lawyer Johnson Sinco, DAR Bohol provincial head made a power point presentation of DAR Bohol accomplishment in terms of land distribution, program beneficiaries development and the delivery of agrarian justice. The said dialogue allows the farmers to know and understand comprehensively DAR’s contribution to the Poverty Reduction Program of the provincial government and its economic impact to the farmers in general.
Moreover, the farmers’ problem with their landholding in the towns of Alicia, Carmen, Dagohoy, San Miguel, Sierra-Bullones and Trinidad were heard and answered by the concerned Municipal Agrarian Reform Officers (MAROs), Atty. Aida Langcamon, chief of the Legal Assistance Division, Teofilo Enoc, Acting Chief of the Operations Division and Judge Josephus Baterna, DAR provincial adjudicator, among others.
Lawyer Roberto Maligmat, DAR’s Acting Provincial Officer I in his closing statement said that the Humabol plays a vital role in the implementation of CARP. He encouraged the same kind of unity, determination and active fight for its cause so that their rights must be easily heard and protected.
