Panglao airport project needs more land area

NEXT on the line of coordination for the local task force on the Panglao Bohol International Airport Project (PBIAP) is for the detention pond lot acquisition, reports Atty. Handel Lagunay Friday.

The detention pond, a necessary place to collect excess water run-off from the soon to rise facility is also a basic requirement in the complex to maintain sub-base integrity, says an engineer who is privy to international requirements in building airport infrastructure.

Allowing run-off water to seep just anywhere jeopardizes the structural integrity of runways and much more, the water collection pond also allows easy treatment so the water can be reused for several purposes, he explained.

As for the Presidential pilot project in Bohol, the talks about acquiring the water collection (detention) pond for the facility surfaced when the local task force came to Barangay Danao in Panglao last week, to meet land-owners for the additional acquisition program.

From the looks of it, Atty Handel Lagunay said, majority of the landowners are amenable to the plan while he admitted some needs more thorough explanation to convince them to give their lots up for sale.

Saying he doesn’t believe it would come to the touchy expropriation proceedings, Atty Lagunay also hinted that the unified support by the local government would facilitate the government acquisition.

Lagunay bared during the weekly Governor Reports that he was elated of the turn-out after informing land-owners of the plan, despite noting that some landowners did have reservations.

This as the PBIAP project costing has coasted through the NEDA Board as the President promised it would two weeks ago.

The NEDA board was the final validating government body to see to the project before the bidding documents could be released and the normal government implementaion procedures for infrstructure projects start, sources said.

By its timetable, the PBIAP would start its civil works with the runway construction by December this year.

It may not be thoroughly completed as President Gloria Macapagal Arroyo ends her term in June 2010 as promised, but it would have substantial developments already by that time, Lagunay summed.

Ang Kai-tak airport (Hong-kong), bukid ilang gipatag ug partly landfilled, best engineers, technicians and up to-date technology was used but at the latest report it is not really stable and they can not predict if it is still in good shape after 50 years!

The latest update is that Aumentado has requested for a meeting with stakeholders on October 6 at Malacanang to speed up the start of the construction and apprise them about the upward cost adjustment (76 percent more than original estimate). Given our state of calamity, I wonder if this meeting will push through. Aumentado has admitted that the Panglao International Airport will be a major electoral issue for the administration candidates next year. They have set themselves up into their own trap--empty promises.

TAGBILARAN CITY – Expenses in constructing the new Panglao International Airport has escalated to almost 80 percent and its chief proponent, Bohol Governor Erico  Aumentado is asking Malacañang to help him address such a cost overrun.

Aumentado has set a luncheon meeting on October 6 for stakeholders of the Panglao Bohol International Airport to address a cost overrun of around 76 percent. Aumentado, who shepherded the project from conception until the approval of its initial outlay, has been following up with Malacañang his call for assistance on the matter after the Philippines Japan Airport Consultants, Inc. (Phil.JAC, Inc.) submitted a revised detailed engineering design which substantially increased the project’s budget.

He announced over his weekly radio program, The Governor Reports, which is aired live simultaneously over two radio stations in Tagbilaran City, that Malacanang has agreed to meet with him over the problem and that the Palace, through Secretary Gabriel Claudio, has agreed to meet with him on October 6.

The Bohol governor had earlier communicated with President Arroyo, asking her to convene a meeting with the Panglao airport project stakeholders to solve the funding deficiency.

The National Economic and Development Authority-Investment Coordination Committee (NEDA-ICC) Technical Board had earlier approved a P4.2 billion outlay for the airport.

Aumentado said for one thing, the runway has been reoriented 32 degrees in order to avoid plowing into the Alona Beach resort. As such, there is need for engineering intervention, otherwise the airport would hit many crevices and depressed areas.

Price escalations due to engineering, administrative and land preparation aspects have raised the airport project cost to around P7.5 billion, the Bohol governor said.

cancel the airport in panglao. instead modernize the airport in tagbilaran. then divert the remaining funds to solve the drainage system of tagbilaran as well as the bad roads in some barangays specially those in the mountain barangays.

Gobut pas lokot nang airporta na? gi unsa man intawun na pag gama ug feasibility study sa mga consultants ana? how come nga sa ila feasibilty report wa man na maapil nila? unja paghuman sa feasibility study e review pa gud na sa concerened agency wa pud na nila makita? karun migawas na pud na kulag and land area? hehehe sakto si olintaha ... jamuy KLARO NA.

Mao bitaw akong gi ingon nga ang airport project sa panglao magpabilin ang "AIR" pero nawala ang "PORT"

To Panglao Administration:

1. Solve first water supply problem. Alangan naman ug dagat ang imnon sa mga residents/tourist diha.
2. Prioritized to repair Provincial/Barangay roads
3. Insufficient power supply (Electricity)

Para nako, mas maayo dili na madayon ang airport sa Panglao. Mas mo uyon pa ko ipadayon ang plano sa Cebu-Bohol Friendship Bridge kay halos tanan maka benefit gawas pa dili man sad kwarta sa Pilipinas ang gamiton pag gasto.

Kana 3 major problems akong gi-mention maoy angay hatagan ug pagtagad kay grabe diri sa Panglao kong naa kay business, hasol kaayo kay sige low voltage nya random power interruption nya kong tawagan ang Boheco, NAPOCOR daw ang guba.

Problema sa tubig sa Panglao dugay na kaayo na. Kong mo bisita mo ug Panglao, swerte lang kaayo kong naay mo agas tubig bisan ug udtong tutok from Poblacion to Doljo or Tawala to Danao. Mao napugos ang mga businessman sa Panglao nga mopalit nalang ug tubig para e-supply sa ilang resorts/businesses. Nya kong naa man gani tubig, dili sad nimo magamit ug lung-ag kay dali kaayo mapan-os tungod kay parat.

On going na ang pag cemento sa kalsada from Dauis to Panglao National Road pero ang mga barangay roads sa Panglao like Tawala, Liba-on, Bolod ug Danao labi na jud diha sa may Daorong, ambot lang grabe ka bati ang dalan kay anupog pa.

from the very beginning until now, i was and will never be convinced that we really need to have an international airport... cebu is just 2 hours away from us.. mura ra pud og nagbyahi ta padung Ubay... so i cannot see any reasons gyud ngano gi-push through gyud ni nga project...

their reason? they wanted the tourist to go directly to panglao from their place of destination without passing cebu or manila. im not sure what they are up to though the reason seems valid enough but they are not thinking what will happen to the tiny island. boracay, which is by far more lucrative than panglao doesn't even have its own domestic airport. but tourist still keeps on coming.
