Panglao Airport Finally Starts Work In October 2009

The much delayed construction of the Panglao Bohol International Airport (PBIA) will finally commence in October this year, according to Gov. Erico Aumentado who wants to leave a legacy of mega projects during his nine-year incumbency as chief executive of the province.

As if wanting to seal the new timetable, Gov. Aumentado will personally present the sequence of work for the modern airport during his 10-minute powerpoint presentation before Pres. Gloria Macapagal Arroyo and her Cabinet on Tuesday at the Imperial Resort
in Mactan, Cebu.

Panglao airport committee
wants runway bidding now

THE Inter-Agency Committee tasked to oversee the implementation of the Panglao International Airport Development Project (PIADP) has decided to push for the runway bidding, in a move that would finally make visible the development of the dream airport.

Governor Erico Aumentado, during his weekly The Governor’s Reports bared that in its recent meeting dated May 5, the committee has decided to bid the runway development apart from the terminal building and its peripherals.

In its development timetable provided by the PIADP secretariat, the preparation of the project’s detailed engineering works would be on from February to July.

The runway bidding then would mean, the component runway was taken ahead of the full project preparations to show substantial development when the target bidding dates in October would be opened. 

Observers see this as an indication that, like many who doubt that the tourism super-region support infrastructure promised by President Gloria Macapagal Arroyo would really be realized, the committee could not bear to keep the people waiting.

And after more than a year of no apparent visible development since the President launched the project in May, the runway bidding may be the biggest bang to herald the flurry of building activities soon to come.

The runway and its allied facilities, Aumentado explained, would cover some 2.5 kilometers and would be designed in such a way that it can be upgradeable to accommodate the biggest plane of the Airbus fleet.

He added that the runway would soon be extended to 3.8 kilometers but the initial bidding would yet cover the construction of 2.5 kilometer strip.

Moreover, Aumentado, who sits as the Committee Chair revealed that Philippine Japan Airports Consultants have asked for 16 hectares more of lot, a thing already approved by the inter-agency committee.

He added that during the May 5 meeting, the Department of Budget and Management through Boholano representative Mario Relampagos has okayed the use of the funds allotted for land acquisition pending its disbursement, while the project funders have yet to put in the additional funds for the 16 hectares.

Aumentado insisted that the airport should be operational by December 2010, even if it would still be operating on temporary terminal hub, a tent city as he proposed.

Day, murag duolan 30 yrs naman siguro nakadungog ko nga maghimo ug airport diha sa Panglao, everytime election is coming. Well, its not bad to have this dream pero naman to our politicos cmmon make this dream come true. Dili kay magsigig gama ug elephant project then kutob ras katunga then its gonna be a sure eyes to the public.

Pang dugang pusta ra diay ni sa mga politicians Nong during elections na sugdan na ang airport?  Di ba daghan man pod to ning oppose ani basin mao pod nakalangay.  Naa na ba kahay tarong funding ani na hungihong sa una, apil sa budget aning airporta ang receivables from Lucio Tan.  Tiaw ug di mobayad si Lucio Tan, basin ang runway ra ang mahimo unya one way pa jud! hahaha  Bitaw, if this airport is for the good of our Province, sana matupad na kini.

ang ako man gud, panglao is one of bohol's major tourist attraction. and i think tourists don't like noisy vacations.

ikaduha, they are building a huge airport that cost billions of pesos when they could have a modest one just enough for the growing tourist industry.

Yeah, I dont think tourist want to have a noisy airport around, not either all traffic to a airport. its mean of course more tourism to Panglao, but still they have big problem with the water system even if its had been better. Its breakish salty water still. Anyway, for its give more tourism to Bohol. A small charming island can easy been destroyed by pollution and all traffic.

But Bohol have so many hidden pearls who soon other also have a chance to see.  :)

Noisy? Yeah right noisy! Tell that to the marines... Tourist volume is increasing and it will become more so in the coming years. So how do you expect to cope up if you have an airport that's only capable of smaller crafts. Our house is very close to the present airport but does it bother us as well as the expats who live even much closer than ours? NOPE!!! Panglao Island is saturated and there's a problem there that's is unfortunately I can't divulge about it because it was emphasized that "it's off the record" Our fellow Bol-anons in the North also hunger for development and the benefits that tourism brings to the province thus the development of beaches in the North Eastern as well as North Western part of the province. BUT SORRY!!! Wa nay chance mong maka palit og mga properties dito kay developed napud didto and mas nindot pa didto kaysa Panglao. So kon mas motuo mo anang mga taw nga mga negative lang ang ipanulti unya diay to way hanaw sa ilang gipanulti pun-an pa gyus mga kaigsuonan nga nagpa tuo-tuong suhito unya otro pud diayng way alamag, naa pa gyuy kina raang Boholano attitude nga "WAIT and SEE", naa lagi's abroad pero taga BUK-I.D. man gihapug mentalidad.. na hala sige, way airport mahimo.. og manguli mog Bohol adto ramo sa Mactan Airport ha, pag fast craft lang mo padulong Bohol o ba kaha via Tubigon kay patyanay sa presyo didto sa pamasahi sa barko. Naa pa gani oras nga libre sakay padulong Cebu. O adto lang ba kaha mo dunggo sa Talibon City kon taga Norte mo dapit. Paminaw lang mo anang sigeg panaway og pagarpar, ampay man sad tingali ninyo noh? Well, it's one of the traits that can identify a Filipino anyway.."THE CRAB MENTALITY" Amen? Maayo pa nang kwartaha nga ilang giplano para sa pagtukod ug Airport  ibutang na lang ug proyekto nga dakong tubo sa tubig para sa isla.  Louy baya pod ang mga trysikol driver nga wa nay mosakay nga turista padulong sa isla. Nganong tukuran paman ug international airport nga mas nindot baya nga mosakay pa ta ug Weesam ug Super Ferries...makalipay!

Kung naay airport sa Panglao, wala nay thrill akong bakasyon kay diretso na man lang. Dili na ko maka kita ug Manila or Cebu. Dili na ko makasakay ug barko ug supercat. Dili na hanoy.

Gusto ko ug bakasyon nga daghan akong makit-an, mao nga mo stop over ko sa Hong-kong, Manila, Cebu ug mag Supercat ko para Adventure ang bakasyon.

Ang mokita ana nga airport ang mga contract retailers langsa Duty Free Philippines Inc. Contolled ug exclusive ang sales para ma benefit ang management. Ang mga local vendors dili ka sulod kung gusto sila maninda. Ang puede lang matinda sa mga local vendors Ice Candy lang para sa mga driver nga naghulat sa pasahero.

The airport project is not only an airport project, the bridges linking will be rehabilitated/refurbished/enhanced so that it will not only carry people, vehicles but also energy, communications-FOCs (Fiber Optic Cables) and most importantly water. The works for the improvement of three major watersheds have already began even early last year and 3 nations are involved as well as the private sector.  Panglao will not only be a tourist destination but also become a part of the ICT highway aside from Tagbilaran, Ubay, certain parts of the interior towns which the backbone FOCs will be traversing. That's why things have already been set in motion for the Cebu-Bohol Friendship Bridge as well as the Bohol-Leyte connection (I am not referring to the submarine cables currently in place but about another bridge) mainly because of power-requirements, water, and communications and also transportation (sooner or later you can just ride your car or motorbike to Leyte, Samar and maybe even to Manila without having to board a ship).

Naa na man gyud ni nga Airport ug dili na man ni kapugngan, so ang ato na lang discussion is how Panglao and the Boholano community could benefit from it, how to minimize the negatives and maximize the positives.

It is now too late since nobody was bold enough to stand at the battle field during the initial stages. So, the blame game will only worsen the damage.

So, I will start with some suggestions that will make this airport beneficial instead of an eyesore to Panglao and the Boholanos.

1. Panglao should create a sort of ordinance that 50% of the airport's workforce will be residents of Panglao. Workforce shall be management staff/regular employees like customs official, security, catering, airport management, etc) having birth certificates from Panglao.

2. Duty Free Market shall be established inside the terminal which shall be managed by the municipality of Panglao.

3. Fair Taxes shall be established to benefit Panglao.

4. Toll fee shall be imposed on Causeway and Dauis Bridges.

5. Modern garbage disposal and recycling facility (solid & liquid wastes) shall be incorporated in the budget. All wastes shall be disposed out of Panglao Island, perhaps a landfill somewhere in Bohol Mainland.

3. Customs office for Export/Import shall be established with Laboratory/Testing facility which include medical and quarantine.

4. Import/Export of Industrial, Chemical or Hazardous materials shall be restricted. With this, we can import/export food, garments, ornaments but not industrial products.

These are just some of the positives that I could think of right now.

Moreover, nobody is anti-progress. The concerns refer to proper implementation, location, anti-corruption, proper management, planning and proper feasibility before implementation.

In case a project will only bring more harm than good, then its advocates are the anti-progress to our tourism industry.

Noisy? Yeah right noisy! Tell that to the marines... Tourist volume is increasing and it will become more so in the coming years. So how do you expect to cope up if you have an airport that's only capable of smaller crafts. Our house is very close to the present airport but does it bother us as well as the expats who live even much closer than ours? NOPE!!! Panglao Island is saturated and there's a problem there that's is unfortunately I can't divulge about it because it was emphasized that "it's off the record" Our fellow Bol-anons in the North also hunger for development and the benefits that tourism brings to the province thus the development of beaches in the North Eastern as well as North Western part of the province. BUT SORRY!!! Wa nay chance mong maka palit og mga properties dito kay developed napud didto and mas nindot pa didto kaysa Panglao. So kon mas motuo mo anang mga taw nga mga negative lang ang ipanulti unya diay to way hanaw sa ilang gipanulti pun-an pa gyus mga kaigsuonan nga nagpa tuo-tuong suhito unya otro pud diayng way alamag, naa pa gyuy kina raang Boholano attitude nga "WAIT and SEE", naa lagi's abroad pero taga BUK-I.D. man gihapug mentalidad.. na hala sige, way airport mahimo.. og manguli mog Bohol adto ramo sa Mactan Airport ha, pag fast craft lang mo padulong Bohol o ba kaha via Tubigon kay patyanay sa presyo didto sa pamasahi sa barko. Naa pa gani oras nga libre sakay padulong Cebu. O adto lang ba kaha mo dunggo sa Talibon City kon taga Norte mo dapit. Paminaw lang mo anang sigeg panaway og pagarpar, ampay man sad tingali ninyo noh? Well, it's one of the traits that can identify a Filipino anyway.."THE CRAB MENTALITY" Amen? Amen... pag churrr mo oist..  ga ngaag lang agi ninyo..

anyway,  nobody is saying no against the airport.  nobody is anti development.   But do they know how large or small panglao island is?   ug wa na na gipugos didto, way storyang negative.  sige daw name a municipality that wants to have the airport kay hatag ra man na didto.

It is now too late since nobody was bold enough to stand at the battle field during the initial stages. So, the blame game will only worsen the damage.

So, I will start with some suggestions that will make this airport beneficial instead of an eyesore to Panglao and the Boholanos.

1. Panglao should create a sort of ordinance that 50% of the airport's workforce will be residents of Panglao. Workforce shall be management staff/regular employees like customs official, security, catering, airport management, etc) having birth certificates from Panglao.

2. Duty Free Market shall be established inside the terminal which shall be managed by the municipality of Panglao.

3. Fair Taxes shall be established to benefit Panglao.

4. Toll fee shall be imposed on Causeway and Dauis Bridges.

5. Modern garbage disposal and recycling facility (solid & liquid wastes) shall be incorporated in the budget. All wastes shall be disposed out of Panglao Island, perhaps a landfill somewhere in Bohol Mainland.

3. Customs office for Export/Import shall be established with Laboratory/Testing facility which include medical and quarantine.

4. Import/Export of Industrial, Chemical or Hazardous materials shall be restricted. With this, we can import/export food, garments, ornaments but not industrial products.

These are just some of the positives that I could think of right now.

On #1 More than 50% basta makamao, but the tough part is, do we have Panglao folks qualified for such technical positions. Unsaong toa man pud ang mga capable unta naglupad sa laing nasud. Okey rang mga vendors, waiters, bus boys...etc. kay tungod sas tourism industry didtry naa nay naka kat-on sa mga typical tasks

On #2. Sure! If they have people capable and qualified both technically and academically

On #3. Liquid waste, there is already an ongoing project and just last Friday the Panglao LCE was mandated to issue an order emanating from the LGU itself, so the ball is now in the hands of the LCE so siya nay dukdukunon ana. Solid waste, definitely no solid/hazardous waste in Panglao due to the clustered sanitary landfill which are in the mainland and the Province's thrust to maintain Bohol as an Ecology and Environment Friendly Province. The NGOs have been very helpfull in mainteaining this.

On #3. Sure! Basta magkasinabot na ang MAyor og ang SB dili na problema. Pero sige paman ilang bingkil karon so we can only hope and pray nga magkasinabot na sila

On #4. There will be export zones in other areas in the province but none on industrial products. Dugay naman ganin gi serado ang SIP didto sa Cortes unya modawat na hinuog industrial products? That would be insane! Mo ulbong kaspa sa mga countries og international organizations (EcoGov for example) nga supportive sa mga Environmental initiatives dinhi sa Bohol. That's why some expats stay here in the province much longer than they do in their own home countries. Statistical data can support that, you can get it... i.e. if you have the proper security clearance of course..

Fortunately, a golf-course is out of the question. Kalas yuta, kalas tubig, unya gamay ray Bol-anong maka trabaho in relation to area. Ang thrust is poverty-reduction, and employment generation is one strategy to reach that dream of being among the ten richest province's in the country. For now we are at # 52 among the richest (and climbing) which is way much better than being among the ten poorest a few years back as bared by UNDP study...
