DILG Bohol attended the Training on Camp Coordination and Camp Management (CCCM) and Internally Displaced Persons Protection (IDPP) on November 19-22, 2024 in Cebu City. In attendance were LGOO II Meah Hecell Nisnisan-Genovia, DRRM Provincial Focal Person, together with the Municipal Local Government Operations Officer (MLGOO), the Local Disaster Risk Reduction and Management Officer (LDRRMO), and the Local Social Welfare and Development Officer (LSWDO), of eight selected Local Government Units (LGUs) from the province of Bohol namely: Corella, Danao, Duero, Lila, Loboc, Maribojoc, Trinidad and Ubay.
The training was a successful collaboration of the Department of the Interior and Local Government (DILG) Region 7, Department of Social Welfare and Development (DSWD) Region 7 and Office of the Civil Defense (OCD) Central Visayas. It was anchored on the National Program on CCCM & IDPP Version 2.0 that highlights Humanitarian Standards, Roles & Responsibilities of Key Actors and Information Management in CCCM and the protection of IDPs. The Philippine Disaster Risk Reduction and Management Act of 2010 mandated the DSWD to lead the CCCM Cluster including the IDPP during emergencies and disaster response operations with the support of the OCD and DILG especially in strengthening the capacity of LGUs to ensure streamlined coordination of responses with stakeholders, resource optimization, swift service delivery, accountability in protective responses for IDPs, and foster community resilience amidst internal displacement crises.
The resource speakers of the training were Ms. Mildred F. Abela, CCCM & IDPP Focal Person of DSWD Region 7, Engr. Rhafael R. Luche, Head of Operations of the OCD Central Visayas and Ms. Christine A. Escolano, Section Head of the Disaster Response Management Division, DWSD Field Office VII.
The highlight of the training was the Functional Exercise in the Evacuation Center/Camp to simulate real-word scenarios during disasters. It allowed the participants to apply theoretical knowledge in practical, immersive settings. It paved the way to evaluate the effectiveness of existing response mechanisms of the participating LGUs and identify gaps and areas for improvement. The participants were able to practice critical thinking, decision-making, and problem-solving under pressure while fostering effective communication, coordination, and collaboration among teams and stakeholders. It also developed leadership and teamwork skills, essential for efficient camp management and IDP protection.
Moreover, the CCCM Cluster aims to provide timely and well-coordinated humanitarian assistance and augmentation support in the management of Evacuation Centers/Camps (ECs). It ensures the availability of safe, secure, and accessible ECs for emergencies and disasters.
