Sec. Cerge M. Remonde, director-general of the Presidential Management Staff will keynote this year's observance of Rizal Day.
He will speak to pay tribute to national hero, Dr. Jose P. Rizal whose 111th anniversary of martyrdom is commemorated today.
Sec. Remonde will speak during the commemorative Rizal Day program at the
