Gov. Art Yap shared the following insights:
“We realized early on, that the provincial government structure was not prepared to deal with this crisis. We had to create a special emergency management task force, which later developed into an inter-agency task force that mirrored our national agencies. To date, various sectors are brought in for weekly consultations and information sharing and decision making as we confront this Pandemic. There is no playbook for finding solutions to this Crisis, it is a day to day problem solving challenge.â€
“This Pandemic attacked health and economic issues at the same time. We cannot sacrifice one for the other. We must find those who have been most hit and address their concerns especially on their medical and food/survival issues first. That is the challenge because most if not all, are demanding assistance at the same time. Making everyone understand that we must prioritize some over others is a great challenge. Holding everybody’s hands at this time of fear and tragedy is a great need we must fulfill.â€
“The level of police, military, medical, coast guard, health, medical and local government coordination must be seamless and well coordinated. It is a work in progress and a challenge every day. Most importantly, information dissemination is very critical and the link to the local media is very important. People just need to know and we must provide up to date news and instructions which are relevant, timely while respecting privacy issues of all concerned.â€
“In facing a crisis, fast action is necessary. It is better to act and err on the side of conservatism than pay the price for inaction.“
