Chatto ends 9-year
legacy governorship

Edgar Migriño Chatto caps his three full capitol terms that have spanned across nine years of legacy performances when he steps down from office as the 25th Bohol governor at noon today, June 30.

Many consider the governorship to be yet the most demanding of his public career.

But Chatto has accomplished what are too important and monumental to be negated even by the most calculated poundings on his competence from harshest critics.

“As I end my term today as 25th Governor of the Province of Bohol, let me say thank you for all the support and prayers. Nine years breezed through quickly and will always be treasured memories to keep. Padayon Bohol! God bless us all!” said Chatto this morning before their inaugural oathtaking at the Bohol Cultural Center.
Also this noon, Chatto’s fellow Padayon Bol-anon pillars, Arthur Yap and Rene Relampagos, officially take over as the governor and vice governor, respectively, for the next three years.
Reputably Bohol’s most awarded public servant and government official, Chatto returns to Congress as representative of the First District.

He had ably served as congressman of the same district also for three terms before sitting as governor.

The Bohol Panglao International Airport has been finally constructed and done in Chatto’s time under two presidents, Benigno Aquino III and Rodrigo Duterte.

Finally built and operational after 30 years since it was conceptualized, the modern airport is regarded to be the biggest most important singular economic infrastructure in this part of the country to date.

The airport may start its night flight operation in the fourth quarter this year, according to a source who is privy to an upcoming meeting of aviation authority officials with the new governor.

Chatto’s administration has given Bohol an imposing new provincial capitol which, according to regional public works and socio-economic planning officials, is Central Visayas’ largest government building.

Once its surrounding structures are completed as planned, the capitol complex will be a total one-stop shop.
Services are accessed fast right in the convergence of provincial offices and other vital government offices to the ease and comfort of the public.
The spaces at the vacated old capitol building in the downtown of Tagbilaran City will be occupied by essential national agencies which are interested to put up Bohol offices.

Among them are the Professional Regulation Commission (PRC), Department of Foreign Affairs (DFA), and Land Transportation Franchising and Regulatory Board (LTFRB).
Fronting the old capitol is the original capitol built in Spanish time which has been restored, upgraded and converted in to the National Museum in the Visayas.

In Chatto’s time happened the concreting and improvement of most number of kilometers of provincial roads, including bridges, longer than all those concreted in the past combined.
This was mainly through the tourism convergence program of the Department of Public Works and Highways (DPWH) and Department of Tourism (DOT); Roads Leveraging Linkages of Industry and Trade (ROLL IT), also a convergence but between the Department of Trade and Industry (DTI) and DPWH; KALSADA / CMGP (Conditional Matching Grant Program); Philippine Rural Development Project (PRDP); 20% Development Fund (DF), exclusively a provincial resource; and road nationalization laws.

The improved roads have gained greater economic importance as they lead or connect to existing farm productivity areas, new economic growth areas, and tourism potential areas.

The First District congressman by noon today will also prioritize in his legislations an education that regains the love for farm enterprise, the enhancement of tourism, and acceleration of information communications technology development for Bohol’s catching entry to the call center industry.
DESPITE LIMITED
LOCAL RESOURCES

Chatto proved that leaders who know get their plans done despite limited local resources.

The DOT-DPWH convergence is nationally-funded pursuant to the National Tourism Act of 2009, which principal author is Chatto when he was first congressman.

The KALSADA/CMGP is a fund counterparting scheme, with the bigger amount contributed by the national government to pave well the local roads in the provinces.

The KALSADA was a brainchild of Chatto based on Bohol’s model implementation of the Provincial Roads Management Facility (PRMF).
It was pushed by the governors’ league, supported by the Department of Interior and Local Government (DILG), and adopted by the national government under then Aquino for annual budget.

Provinces hailed the program as it would make them save their limited funds because of the big national counterpart to help repair and improve the provincial roads.
The Duterte administration sustained the program, but under the new name CMGP.

Bohol as the “origin” of the CMGP was loudly cited in the recent multi-region construction industry forum initiated by the DILG-CMGP Central Office in Cebu City.

KALSADA/CMGP LAW
Once back in Congress, Chatto will craft KALSADA/CMGP into a law---separate from the annual General Appropriations Act (GAA) where the program’s yearly allocations are not fixed---but even reduced.

His intent is for the KALSADA/CMGP to have an assured, secured budget that will even instead increase every year.
In the prevailing practice, its annual budget is not fixed and was even lately halved because it only depends on how much is approved in the GAA, also known as the national appropriations law.

Former provincial roads have been improved because of their nationalization by laws then also authored by Chatto, with the support of fellow Bohol solons then.
These include the Panglao circumferential road, Abatan-Maribojoc-Antequera-San Isidro-Tubigon road, and Balilihan-Hanopol-Batuan road.
San Isidro already belongs to the Second District and Batuan to the Third District.
In Chatto’s time was conceived the ambitious offshore connector bridge or the third Tagbilaran City – Panglao island bridge via Dauis, which project implementation has already started.
The most anticipated establishment of a full Bangko Sentral ng Pilipinas branch in Dauis has been generously credited to the stubborn lobby of Chatto, along with the local banking and business sector.
Bohol’s economic growth in last five years had averaged higher and faster than the national average, according to the Central Bank.
KEEP POVERTY
DROPPING

Chatto asked all to support the incoming provincial administration as he cited the need to sustain the strategies to keep poverty incidence dropping to its lowest level possible.
Bohol’s poverty incidence of over 50% in the past has fallen, significantly and dramatically to only 21.7% in Chatto’s time, according to the national statistics authority.
Greater poverty indicators have still been in the Second District side of the province.
During Chatto’s administration,  the projects in the district have included the following: Bohol earthquake assistance implemented by the provincial government, P147.6 million; earthquake assistance downloaded to the LGUs, P666 million; PRDP, P221.8 million; aid to barangays, P41.5 million; hospital improvement thru regular budgets, P28.8 million; hospital modernization, phase 1, P24.3 million; school buildings, P47.7 million; provincial 20% DF for roads, P174.2 million; rehabilitation and minor improvement of roads / barangay road development, P7.2 million; financial aids to support various infrastructure projects, P16.4 million; and agricultural programs, projects and activities, P100.9 million.
Programs for poverty alleviation have been recognized, though, by the LGUs and barangays as indicated in the HNU survey, which shows that Second District gave Chatto a net satisfaction rating of +92.

INSTITUTIONAL AND
‘ACCIDENTAL’ LEGACIES

On institutionalized services, many regard as among Chatto administration’s legacies the Telephone and Radio Integrated Emergency System (TaRSIER 117), continuing modernization of government hospitals, Countryside Development Program – Purok Power Movement (CDP-PPM), Community-Based Drug Rehabilitation Program Without Wall (CBRP-WoW), HEAT IT Caravans, and fiscal management reforms at capitol itself.
But Chatto may be longer appreciated for his extraordinary leadership in the province’s overly-tasking rehabilitation and recovery from the epic earthquake in 2013, even according to the outsiders.
He was greater than his physical difference when Chatto, a victim of childhood polio and near-death car accident when he was youth leader, led the Boholanos crush the terrorist try in 2017.
