Bohol Jail Warden to Stay Here

“Warden Torreon stays,” thus confirmed Bohol Governor Edgar M. Chatto when asked about the status of Bohol District Jail (BDJ) Warden J/SINSP Rynan Torreon after an inmate, Michael Guitteriez a.k.a. Garry Curay, escaped from the facility.

Chatto said he was really dismayed when Curay was able to pull his “Houdini act” inside the BDJ premises and escaped detention despite 24 jail guards and 8 security cameras guarding the Bureau of Jail and Penology (BJMP) grounds 24/7.

Curay is a theft convict and currently has an on-going case in Bohol courts for alleged rape.

It can be recalled that Curay was able to escape from the clasp of the authorities in early dawn of December 26 in which Gov. Chatto has urgently issued a pressing manhunt to the Bohol Provincial Police Office (BPPO) and 802nd Infantry Brigade for the escapee’s immediate recapture.

A bounty of P50,000.00 was then offered to whoever could give information leading to Curay’s re-imprisonment and consequently, Chatto also ordered Warden Torreon and Philippine Army 81ID Brigade Commander Col. John Bonafos to conduct a massive province-wide manhunt for the escapee. He (Chatto) also ordered PNP Provincial Chief Col. Constantino Barot, Jr. to alert all PNP stations regarding the situation.

When Chatto received reports that Curay was recaptured by the authorities in Iloilo through the concerted efforts of Iloilo and Bohol jail personnel through commendable intelligence networking and cooperation initiated by the Cabawan facility, the governor became positive that his earlier decision not to automatically relieve Insp. Torreon was right.

“I wanted to give Warden Torreon the chance to recapture the escapee and hence, save the face that he has lost,” Chatto said. “Everyone deserves a second chance to prove himself,” Chatto added.

Furthermore, Chatto said, it is Torreon’s responsibility to correct any wrong that happens within his area of responsibility, especially when his staff become remiss in their duties and responsibilities inherent in their position. Besides, automatically relieving Torreon of his post before the recapture of the escapee might only worsen the situation for the new warden might not give his all in tracking down the convict for the incident did not happen during his watch.

Thursday of last week, the governor graced the culmination activities of BDJ’s 2-day Year-End Strategic Planning and Assessment Workshop and told the facility’s personnel that he is indeed very pleased about the recapture of the escapee and that he was ready to deliver his inspirational message which he did not feel like doing the day before because of the incident with Curay.

“I am very proud of your accomplishments despite your sporadic failures,” the governor said, beaming.

Chatto further inspired them by saying that the Bohol Provincial Government is planning on setting up more programs for the inmates and BDJ personnel alike which would focus on giving the inmates a new lease on life; and the latter to be more motivated in doing their jobs well.

The Bohol Governor believes that it is the responsibility of the jail system to give the inmates the life and the respect that they deserve after their term in jail.

The governor also instructed Provincial Administrator Alfonso “Ae” Damalerio II to sit down with jail authorities regarding the Chatto-Lim Administration’s upcoming programs for the BDJ.

Chatto assured all BDJ personnel that the Provincial Government supports their cause 101% for “we will not be here today if we are not supporting you.”
