Bohol Capitol MediaThe Economic Development Cooperation Fund (EDCF) of South Korea is keen on funding the P1.7-billion Bohol Circumferential Road Improvement Project Phase 3 (BCRIP3).
President Jeong Sup Shim of Hanjin Heavy Industries Corp.-Philippines who helped broker the meeting between Gov. Erico Aumentado and EDCF in South Korea in October last year relayed this to the governor Friday while he was inspecting the Anda Peninsula in southeastern Bohol that comprises Phase 2 of BCRIP 3.
“Only one hitch remains though: the provincial and city roads need to be converted into national roads for them to qualify for improvement using Overseas Development Assistance (ODA) funds,†Aumentado said.
With the favorable response from EDCF the governor is calling on Bohol ’s three congessmen – Reps. Edgar Chatto, Roberto Cajes and Adam Relson Jala of the 1st, 2nd and 3rd districts – to work doubly hard on the conversion process.
The coastal road of the Anda Peninsula traverses the towns of Guindulman, Anda, Candijay including Barangay Cogtong, and Mabini in the 3rd district and on to Ubay in the 2nd district.
On the other hand, while the Panglao Circumferential Road and the Panglao Spur or Central Road have been converted into national roads, the two causeways linking the resort island to the Bohol mainland and the Tagbilaran City Bypass Road as well as the Baclayon Diversionary Road all in the 1st district also need conversion.
It is mandatory that roads to be improved using ODA funds be converted into national roads, the governor cited the basic rule.
“I am urging the three congressmen to work harder on the conversion of the city and provincial roads into national roads. It will be easier sailing when the bills reach the Senate because Senate President Manuel Villar has committed to help Bohol . But the bills need the approval of the Lower House first and of the Senate Committee on Public Works,†Aumentado said, hence the request tossed to the representatives.
