CHED Chair Licuanan asserts the time for reform in higher education is now.

CHED Chair Licuanan delivered the first plenary talk, ?Redefining SUCs Role Towards National and Global Change.? In her speech, Chair Licuanan stressed the role of higher education in national development. She said that government funds poured into the SUCs should be considered as investment for national development.

She pointed out at least two areas where SUCs can very well align with  the goals at the national level?poverty alleviation and economic  development. With quality education, Filipino students have more access  to career opportunities and choices. SUCs can also directly provide  critically-needed social services and other interventions that can lead  to higher productivity and better quality of life. Among the issues raised by SUC participants during the open forum were SUC land problems, possibility of uniform implementation of NBC 461 among SUCs, standardizing faculty benefits, CHED support for faculty development, etc. Generally, Chair Licuanan recognized the wide room for improvement in addressing various concerns of SUCs. She said that some of these problems are of national scale and therefore have to be addressed within such context. Nevertheless, she believes win-win solutions can be arrived at. She expressed her plan to work more closely with PASUC in the common effort of rationalizing the role of the higher education system in the country?s development.
She ended her speech by urging the SUCs to work harder for more reforms in higher education and pointed out five key result areas that SUCs should focus on, namely, rationalization, quality assurance, access, transparency and accountability, and organizational development.
