Study Medicine through the PGNS Medical Scholarship Program!
The Provincial Government of Northern Samar is reopening its Medical Scholarship Program (MSP) for indigent and deserving Nortehanons who wish to become doctors of medicine.
Governor Edwin Ongchuan approved the program in 2020 to help deserving Nortehanons pursue their dream of becoming doctors, and at the same time address the need for more doctors to serve the province. Medical scholars will eventually render return service in government hospitals in the province when they become licensed doctors of medicine.
In a meeting of the PGNS Medical Scholarship Board, it has set the opening of applications on April 1, 2021 for the next batch of applicants. Deadline is on May 31, 2021 for upper class men, while for first year medical students, application is open until June 18, 2021. This is to give applicants ample time to complete their requirements.
Those who will be granted the medical scholarship will be entitled to a benefit package of tuition/review fees, living, book and uniform allowances.
First year to fourth year medical students will be entitled to:
1. Tuition fees of up to 100,000 pesos per semester, to be paid to the school;
2. Stipend of P35,000 per semester, which will be paid to the scholar,
3. Book allowance of P30,000 per semester and
4. Uniform allowance of 5,000 per semester.
Those taking review classes for the Medical Licensure Examination will be entitled to review fees of up to 60,000 which will be paid to the review center, stipend of P35,000 to be released to the scholar, plus book allowance of P30,000 and uniform allowance of 5,000.
To be eligible for the scholarship, the applicant must be indigent and has the following qualifications:
1) A Filipino citizen and a resident of Northern Samar;
2) Not have been found guilty of any administrative or criminal offense
3) Has no pending administrative or criminal case
4) Must have good moral character as certified by the dean of the last school attended
5) Must be physically and mentally fit as certified by a government physician
6) Must not be more than 30 years old, if incoming first year; not more than 40 years old for upper class men
7) Must have passed NMAT and admitted to the medical degree program of a medical school accredited by CHED, and lastly

Not related by affinity or consanguinity within the 4th civil degree to any owner of a pharmacy or laboratory operating in Northern Samar
Additional qualifications for 2nd, 3rd, 4th year, post graduate internship and review class applicants:
1. Must have passed all the medical subjects that he/she has enrolled in the previous semesters;
2. Full load of subjects in every school year
Grantees of other medical scholarship program with unserved return of service will not be accepted to the program.
How to Apply
Applicants must submit a complete set of the following documentary requirements:
1) Accomplished medical scholarship application form. This is available at the PGNS MSP Secretariat
2) Certified true copy of NMAT result
3) Notice of Admission from the medical school
4) Certified true copy of Transcript of Records for the pre-medical course
5) Certificate of Good Moral Character
6) PSA-issued Birth Certificate
7) NBI Clearance

Income Tax return of the parents for the immediately preceding year, or the tax exemption certificate of the parents. For indigents, submit a Certificate of Indigency issued by the MSWDO where the applicant’s parent is a resident.
9) Certificate of residency issued by the barangay where the applicant is a resident
10) Voter’s Certificate from the Commission on Elections
11) Medical Certificate issued by a government physician within the last 3 months
12) Drug test result within the last 3 months
13) Psychological test result within the last 12 months
Additional requirements for 2nd, 3rd, 4th year, medical intern or review applicants:
1. In lieu of the notice of admission, Certificate of Registration or other proof of enrolment or internship
2. Certified true copy of grades
3. Evaluation from the chief of hospital where the applicant has undergone on-the-job training, if applicable
