MGA CONGRESSMEN, NANINDIGAN SA PAGBAWAS NG BUDGET NG DEPED
NEWS | Pinanindigan ng Kamara ang desisyon ng Kongreso na bawasan ng P10 billion ang pondo ng Department of Education sa 2025 para sa computerization bunsod ng alegasyon ng maling pamamahala ng pondo.
Sinagot ni 1-Rider Party-list Rep. Rodge Gutierrez, ang ilan sa kritisismo sa naturang hakbang.
Giit niya, hindi ito panggigipit ng pondo sa edukasyon, bagkus pagtiyak lang na magagamit ng tama ang pondo at may pananagutan.
“Secretary Angara may argue that education funding is sacrosanct, but Congress cannot keep throwing good money after bad. This is not about depriving education; it’s about ensuring proper fund use and accountability,” giit ni Gutierrez.
Bagamat nakakalungkot aniya na maraming minanang problema si DEPED Sec. Sonny Angara mula sa mga iskandalo ng nakaraang pamunuan, malinaw aniya ang nakasaad sa batas na ang mga hindi nagamit na pondo ay kailangan muna ma-account bago mapaglaanan ng bagong pondo.
"While it's unfortunate that Sec. Sonny inherited the problems and scandals left behind by his predecessor, Vice President Sara Duterte, Sec. Angara knows that the law is clear: unused funds must be accounted for before new allocations can be made. Now that he's education secretary, he should focus on fixing DepEd’s internal mess instead of crying foul about budget decisions,” saad pa niya
Tinukoy ng mambabatas ang mababang track record ng DEPED, batay sa ulat ng Commission on Audit’s (COA) kung saan lumabas na P2.075 billion lang ng P11.36 billion 2023 budget para sa ICT equipment ang nagamit.
“This isn’t just inefficiency—it’s negligence,” diin ni Gutierrez.
Dagdag pa niya, na ang kabiguan ng DEPED na tuparin ang mandato nito ay sapat na katwiran sa desisyon ng Kongreso na i-reallocate ang pondo.
Tinukoy pa niya na mismong si DepEd ICT Director Ferdinand Pitagan ay inamin sa budget hearing noong Setyembre na hindi pa rin na-deliver ang 12,022 laptops para sa teachers at ang 7,558 para sa non-teaching personnel.
“The excuses are wearing thin. We know it's extremely difficult for Secretary Angara to defend DepEd’s lack of action when the Philippines is already at rock bottom in global education rankings. A teacher-to-computer ratio of 30:1 is unacceptable and we have VP Sara to blame for it.” sabi pa ng party-list solon
Pumang-76 ang Pilipinas sa kabuuang 81 bansa sa reading at mathematics sa 2023 PISA assessment, bagay na pinalala ng delay sa delivery ng ICT resources ayon sa mga analyst.
Magsisilbi aniya ito na wake-up call sa DepEd na gawing prayoridad ang epektibong pamamahala kaugnay sa malaking pondo.
