I vote for my very own Talibon. The Alturas secured thier market in Talibon since the Market economy seems to level their market income to!

Classification of municipalities in Bohol based on income of their repective LGUs:

Less than ten (10) municipalities belong to the First to Third Class level of income.

First Class: Talibon, Ubay and Tubigon
Second Class: Loon, Carmen, Inabanga
Third Class: Trinidad, etc.

The rest are fourth and fifth class. Panglao, despite the tourism boom thereat, remains a fourth class municipality.

Despite having quite a number of resorts, Panglao only earns from their business permits but does not have any share on their income. Since some of them have owners who are based elsewhere, they can also pay their taxes where they are based. Panglao has only 10 barangays. Compare that to 67 of Loon, 50 of Inabanga, 44 of Ubay, or 34 of Tubigon. Even if the barangays of these towns only have sari-sari stores, they can amass quite a sum from the collection of business permit fees. These towns also have high population. Imagine the income raised from civil registry certificates alone. Jagna, on the other hand, is a fifth or fourth class municipality despite its having 33 barangays and a busy port.

Dili market day ang basehan sa income classification of the municipality kon dili ang iyang kinatibuk-ang income sa tuig. Baga nang manaboay sa Inabanga kon market day. Very rich ang Inabanga in terms of rice and coconut production. The town is also the country's number one producer of raffia (saguran), which is exported as such or processed into other products (bags, accessories, furniture accents, etc.) before being exported.

despite of being a tourist attraction due to its pristine beaches, panglao doesn't have any improvement.

towns advantages based on what i had observed:

talibon - busy, vibrant and booming market, transportation, port, good infrastructure support, large land area and big population, (40% IRA DEPENDENT)(plus agriculture pa ug fishery)

tubigon - busy, vibrant and booming commercial and market environment, a busy port, strategic location, good infrastructure support, despite of not so large land area, its has a dense population(40% IRA DEPENDENT)(plus agriculture pa ug fishery)

ubay, loon, carmen and inabanga- very large town with vast agricultural and aquatic resources

panglao - tourism, murag mao ra
