Carmen Municipal Councilor Nathaniel Binlod, chairman of the Sangguniang Bayan Committee on Health, has recently introduced a priority health program to alleviate malnutrition among Carmenanon children.
Binlod sponsored Ordinance 32, series of 2007 or an "Ordinance Providing the Creation of "Utak" program which stands for Utanon sa Tugkaran Alang sa mga Kabataan to be adopted as the municipality's health and nutrition program.
The ordinance is in consonance with the municipal government's battle cry, "Bright Child, Yaman ng Pamilya, Yaman sa Bansa".
The program encourages each household to develop a backyard garden to sustain the nutritional needs of children and alleviate economic crisis.
