Under the new Illinois law, however, buyers will be taxed on the full price of the new vehicle minus only up to $10,000 of tax-free credit. The basic result is that Illinois trade-ins are worth more in 2019 than they will be in 2020. The added tax could cost buyers thousands of dollars extra.
