after coa, ang ako nahibaluan, sa ombudsman na.. adto mo ni director virginia palanca santiago sa ombudsman-visayas kay dili na corrupt.. sikat na sijas cebu.. sa dihang isuspend unta na kay gisudlan sa pamolitika sa mga garcia, nagprotesta ang mga tawo.. wa madajon ia suspension.. lol

sa pagkatinuod lang kung maghisgot tag corruption sa mga government agencies, ibutang ta lang nga ang COA ang least corrupt.

sanu, ang meaning sa COA is "Commission OR Audit".
that explains why our system is corrupt from top to bottom.

murag naa say pagkatinuod na imong gisulti attorney da. pero sa akong nahibaw-an, audit una kung naay anomalya tingalan dayon aron di masaba. akong iyahaan usa sa mga notadong auditor sa COA in the 80's to early 90's. in fact sa bohol siya nagdugay isip auditor ug daghan to siya nahibaw-ang mga pangurakot sa mga opisyal sa probinsiya ug sa mga kalungsoran. dili lang mabulgar kay saw-on sa iyang hepe kay naay dakong politico moabogar. wala siya'y mahimo under lang siya maong tak-om lang hasta iyang mga kauban. wa kaagwanta, sibat sa US adtong 1992 ug wala na jud nibalik bisan gisigihan ug suwat sa COA. hangtud karon iyang mga close associates sa bohol, cebu ug sa tibuok region naa pa sa COA pero hapit na mang retire.

kung NIA kurakot, tungod pod kay ang mga tawo mosugot na man sa sistema. di lang kay NIA, bisan gani ubang hospital sa bohol. naa koy amiga miadto aning hospital
kay abi nako og nasakit kay magpa-admit man. dili diay. ang hinungdan kay naay evaluation sa hospital, gikan sa awtoridad; kinahanglan sila og pasyente aron modako-dako ang subsidy sa gobyerno (something to that effect)...tiaw mo na, nagpasakit-sakit tong akong kaila ug  didto siya "gi-admit" pila ka adlaw.

as far as i know, just about anyone can start/trigger an initiative towards an investigation of corrupt practices commited by public/government officials by sending a complaint letter to the office of the ombudsman. there have been instances that the  ombudsman acted on the basis of an anonymous letter. and lisud lang is if the people at the ombudsman are paid off to not act and keep silent.

bolingitboy: i've been told that as much as the office of the ombudsman wanted to investigate every complaint that comes their way, they lack the manpower to do so.. they have a very limited resources so they end up focusing on bigger issues na lang..

calle: as a top 10 lister of the most corrupt countries in the world, it would not be surprising at all that the ombudsman would ran out of manpower to run after all grafters. from another perspective, it could be that government functionaries who are the known top grafters deliberately kept the office of the ombudsman with minimum resources to minimize its reach in trying to catching them.

The office of the ombudsman is supposed to be independent of the other branches of the government. The only time the executive branch intervenes with matters of the Office is when the President appoints the Ombudsman and his Deputies. on the other hand, the Office also enjoys fiscal autonomy. Its approved annual appropriations are automatically and regularly released.

But this is not happening now. the current ombudsman is a former classmate of the FG in the elitist Ateneo law school. you don't need an iq of 145 to think how bias the ombudsman towards malacanang. appropriation i think is also subject to approval by Congress.

 the ombudsman may have found an official chargeable for corruption, but the long and sometimes the threatening-to-life road to conviction of an official takes its toll on both the financial and moral conviction of our justice system...if only our justice system is solid, these problem could have been avoided or lessened...

Close this MANILA, Philippines -- The tandem of Vice President Noli de Castro and Defense Secretary Gilberto Teodoro Jr. for the 2010 elections is in the works, Senator Juan Miguel Zubiri said Tuesday.

Zubiri, who is secretary general of the administration party Lakas Christian Muslim Democrats, said it was a “toss up” between De Castro and Teodoro for the nomination.

De Castro and Teodoro were invited to attend ceremonies formalizing the merger of the Lakas and the Kabalikat ng Malayang Pilipino (Kampi) parties at the Manila Hotel on Thursday, which will be presided over by President Gloria Macapagal-Arroyo, Zubiri said.

While other presidential aspirants in the administration ticket are still being considered, Zubiri said: “But early indications are that the nomination for the administration’s bet would be a toss-up between Teodoro, who enjoys the party members’ support, and De Castro, who has much better ratings.”

“The vice president’s consistent showing in recent poll ratings is of prime consideration among party leaders. But Secretary Teodoro’s known competence, qualifications and track record as a three-term congressman and the country’s youngest defense chief are also being weighed carefully,” Zubiri said.

Without pre-empting the scheduled selection process, Zubiri said: “I must say both Vice President De Castro and Secretary Teodoro are enjoying slight advantage among other presidential hopefuls within the administration coalition.”

“The medium is the message,” said Ray Roquero, executive director of Lakas, when asked about the implication of the possible attendance of De Castro and Teodoro at the merger ceremony.

Practically all politicians allied with Arroyo are expected to attend the Manila Hotel event, Roquero said in a separate interview.

De Castro and Teodoro showed up at the Cabinet meeting on Tuesday wearing identical attire -- long-sleeved shirt with green stripes.

This easily caught the attention of the other Cabinet members, who then raised the hands of the two presidential aspirants as if to proclaim their tandem for the 2010 presidential derby.

“The ... shirts have striking similarity,” Secretary Gabriel Claudio, the presidential adviser on political affairs, said in a phone interview.

“Teodoro’s green stripes were lighter compared to Noli’s,” Claudio said, but he refused to say if this meant that Teodoro would eventually slide down as De Castro’s running mate.

Besides the signing ceremony, the first meeting of the national executive board between Lakas and Kampi will take place on Thursday.

Zubiri said the merger would solidify the ranks of the ruling coalition in the next year’s elections and significantly increase the chances of its standard bearer in winning the presidential derby “in the face of a divided opposition.”

Roquero said that the merger “gives birth to a political powerhouse likely to dominate the 2010 election and set the course of its politics and economy in the next decade.”

He said the merger was “more than a political marriage of convenience.”

“We are a party of principles and ideology. And we are proud of Lakas-Kampi’s program of government, because the bottom line is, politics must serve the people and articulate the national aspiration, not personal ambition and quest for power,” said Roquero.

MANILA, Philippines—Joseph Estrada sees a battle royal between himself and Vice President Noli de Castro if they both make a pitch for No. 1 in the 2010 presidential election.

Estrada Tuesday told the Philippine Daily Inquirer that only De Castro could rival him when it came to winning the support of the Filipino poor, who, he claimed, “comprise 80-90 percent of the voters.”

“Only Noli and I have masa (mass) appeal,” the deposed President said in a telephone interview. “I can feel that he also appeals to the D and E sectors.”

In case both he and De Castro seek the presidency, “Noli would be a tough candidate to beat,” Estrada said, adding:

“He would make for a formidable opponent.”

The two men have similar backgrounds. Both enjoyed massive media exposure—Estrada as a movie star and De Castro as a radio/TV journalist—before entering politics.

Estrada started his political career as a mayor of the municipality of San Juan and went on to become a senator. De Castro ran for senator as an independent candidate in 2001. He topped the race with more than 16 million votes.

De Castro was elected vice president in 2004. Like him, Estrada served as vice president for six years before running for president in 1998 and winning by a landslide.

Estrada, who was ousted in 2001, was tried for and convicted of plunder, and was swiftly pardoned by President Gloria Macapagal-Arroyo, has been threatening to run again for president in 2010 if the opposition fails to unite behind a standard-bearer.

He has commissioned a “legal study” to determine whether he could do so, and was told, he said, that the constitutional ban on the reelection of presidents did not apply to him.

Substitution

De Castro himself has raised the sinister possibility of candidate substitution in the 2010 polls.

He called on lawmakers to revisit an election law provision that allows for the substitution of any candidate in the event of his/her death, disqualification, or withdrawal from an election

i was watching the news last night, may 27, 2009, and there was this item about the study-now-pay-later program of the deped. it was reported that so far there has been some 70,000 college students who have availed of this program and the repayment rate has been very disappointing. do you know how many percent of the total number of program recipients actually paid their dues? only one (1) percent! grabe noh? deped officials expressed dismay over the fact that even with the 2-year grace period given to students after graduation to settle their bills, a lot of them refused to pay. a good number of graduates could not even be contacted and many turned out to have provided fictitious addresses in their applications when they signed up for this program. clearly, there was premeditation to cheat on the part of these students who provided fictitious information, and the deped was also very lax in not conducting background check prior to release of money... it reminds me of an american friend who, after living in the philippines for more than 20 years, commented that filipinos -- if given a chance -- is likely to cheat. sad, but true.

Beware of those who sneak in at night! While the Filipino people were deeply asleep on the evening of June 2, 2009, sinister forces, consisting of Gloria Macapagal-Arroyo’s allies in Congress, once again launched a sneak attack to steal what was left of the little democratic space that the people still enjoyed. Under the leadership of Speaker Prospero Nograles, the House of Representatives forcibly rushed the passage of House Resolution 1109, thus paving the way for the convening of a constituent assembly to effect “Charter carnage.”

In spite of loud protests from the people, Ms Arroyo, through her cohorts, stubbornly maneuvers to pursue Charter change. Cha-cha is meant just to perpetuate an immoral and illegitimate regime. Ms Arroyo should instead pursue as her priorities genuine agrarian reform, employment generation, liveable wage, affordable education and services and all the other popular issues.

Ms Arroyo’s and her minions’ insistence on forcing Cha-cha clearly manifests their dictatorial bent. True sovereignty emanates from the people, not from mercenaries.

As a parliamentary form of government does not guarantee a solution to the sickening political crisis, Cha-cha will only make our economy and patrimony more vulnerable to unbridled foreign exploitation and plunder, thus further degrading our nation’s sovereignty and trampling the constitutional provisions on human rights and civil liberties. Therefore, the claim that Cha-cha will lead to substantial change is an outright lie meant to deceive the people.

Cha-cha, like its dance version which is performed with forward-backward steps, has been attempted in the past but ended up in failure due to massive protests. It is destined to fail again this time.

We, in the Promotion of Church People’s Response, call on all faithful to stand firm and defend our democratic rights and sovereignty.

if GMA files for candicacy for a position in the house of representatives in the elections next year, it is obvious what this will be leading to... the ONLY way and the SUREST way to ensure that another dictatorship under GMA is railroaded before it can even start is NOT to vote for any candidate under the administration ticket. if all administration candidates lose in the coming elections, the charter change issue will likely become moot and academic. even if GMA pulls off a miracle in her district, she will be nothing but a lonely minority voice in the lower house.
