Yes, that's true. That's how shameful it is. Aside from the five (5) NIA grafters who got sued for this mess, the boholanos should blame the following agencies:

1.) The Commission Or Audit (COA), kay dili kamao mo compute og "percentage accomplishment". Ang total project cost is 243Million; ang NIA migasto na og 165Million; apan ang na homan wapa kaabot og katunga (<50%) sa construction. Di ba sayon ra unta computon? 165M over 243M equals 0.679%! So kun migasto na og 165M, dapat almost 70% accomplishment na unta.

2.) The Ombudsman, kay labaw pa sa COA. Wa mag compute mituo lang pod dayon sa taga COA hook line and sinker.

Ang resulta, the five (5) grafters are now as free as the wind blows.

I know of this Calixto Seroje, from Mabini, Bonie Bitco, of Alicia, and Vic Cagampang of Tugas, Candijay. They are NIA boys. The two were the side kicks of Calix when I was still working with NIA way back 1976. Naunsa man ni sila imbis nagkatiguwang paurong man hinuon.

dili au ko sure, pero murag abswelto na man ang tawong nahilambigit sa talibon dam. naissue na ni estudyante ko, luoy au ko kay maapil man tawon ni sa mga daily newspapers sa cebu, muingun tawon ako mga classmates naunsa na ang bohol, ija-ija aho-aho na pud.. pakauwaw ra man na sila. i don't know though how the cases were dropped. lawyers always find ways to make senseless things look otherwise.. they can gloss over things to make it appear na innocente ang mga accused, then tabunan ang mga importante nga mga ebidensya.. what a shame.. shame on them.. shame on us.. (for doing nothing.. for being cynical.. for voting them to office..)

Ang COA makaingon ta nga least corrupt tungod kay dili man sila directly handling the funds from the government coffers to implement projects. Ang ilaha, i audit lang ang mga pondo kon gigasto ba sa insakto. Ug may nakita silang anomalous items, they have to raise questions to people involved to explain what, when, how, whom, and why before settling things out. Kasagaran dili na moabot sa insaktong tubag niini kay gitapalan naman sila sa mga corrupt. Mao nga lusot pa gihapon ang mga korakot. Ug way tapal, ila kining ireport sa tama bahala na kon kinsang Polano ang matamaan. Looy sab nang ubang empleyado sa COA kay hulgaon sab sila sa mga korakista aron dili nila ma audit ang records.

i have a professor in college.. she was formerly with COA.. dili daw nija matun ang style didto.. balhin sya sa laing agency sa government gihapon.. wala sad himoun sya mudetalye kung unsa ang style didto sa COA..

i might agree with bnc in regard to the opinion that COA is probably one of the least corrupt agencies of government. ang problema lang is after doing their primary function which is to conduct an audit, they can only report, period. if there is something irregular in their audit report, the COA does not do anything beyond reporting. there has been a lot of irregularities in government that have been reported by COA. if there is anyone who should pursue the investigation of irregularities reported by the COA, it should be the secretaries of the concerned agencies, or elected public officials if these iregularities occur in the LGU. dinhi nato makita nga ang atong mga officials dili molihok for a a variety of reasons. dapat we should have a law that punishes public officials who do not implement the laws of the land. this law should allow people to file these kind of charges in our courts. but more than anything else, we need a citizenry who will act, do something, to stop irregularities in government. without a citizenry of this kind, magpabilin lang gihapon ta forever nga corrupt country.
