Tourist Van in Bohol Robbed Along the Highway

Sunday Post: Two Bohol town mayors have expressed alarm yesterday over reports that an armed robbery was pulled off involving a tourist van loaded with domestic tourists en route to  a heart-rending attraction in the municipality of Danao. 

Mayors Jose Jumamoy, Jr. of Inabanga and  Louis Thomas Gonzaga of Danao sounded the alarm bells after the tourist van was waylaid by at least seven armed men in the boundary of the two towns.
 
Reports reaching the Sunday Post indicated that the men armed with short and long firearms robbed the passengers of the tourist van with undetermined amount of cash and other personal belongings.

The robbery took place in sitio  Boho, barangay San Jose, in Inabanga. The barangay shares a common boundary with Danao via the Sagbayan provincial road.

According to Mayor Gonzaga, the San Jose getaway is the shortcut entry point to the town’s famous EAT Danao tourist attraction from Sagbayan. The tourist site is famous for its zipline rides.

In expressing alarm about its effect to Danao’s tourism traffic, Mayor Gonzaga said he coordinated with Mayor Jumamoy and Sagbayan Mayor Ricardo Suarez for a possible cooperation to stop another  occurrence of similar crime.

Although it may be an isolated incident, Mayor Gonzaga said that it cannot be discounted that it may discourage tourists from visiting Danao for fear that the vehicles they will be riding will be waylaid along the way.

The Danao mayor proposed to Mayor Jumamoy along with the mayor of Sagbayan to mount a joint police outpost in the robbery-prone area.

It was gathered that the suspects may have operated with impunity in the area including robberies, extortion, among other incidents, because they apparently knew that the barangay captain identified as Ely Socorin may have been looking the other way every time they committed a crime in  the place frequented by vans hired by tourists.

Increasing tourist traffic in the area makes it vulnerable to crimes like hold-ups.

In the case of the latest heist, it was gathered that the seven men which was also reported to be armed with long firearms flagged the van and announced the hold-up.

Of the 19 passengers on board, six of them were divested of cash and other personal belongings.

One of the victims was identified as Gemma Pilapil, 55 of barangay Ilijan, Tubigon town who was robbed of P8,000 and a necklace worth P18,000.

Another victim was identified as Marissa Congson, 48 of Consolacion, Cebu whose P7,000 was carted away and a cell phone valued at P3,000.

Other victims were identified as Elinita Manatad,44 of Consolacion, Cebu, who was robbed of P12,000 cash, a P15,000 watch and cell phone worth P5,000; Rona Pilapil, 32 of Ormoc City who was divested of an expensive cell phone valued at P8,000 and bracelet worth P3,000; Angelita Pilapil, 59 of Ormoc City who lost a gold plated watch worth P2,000 and Almaria Labarios, of legal age of Tubigon who lost her wallet with P200.00 in it.

Meanwhile, also on Friday, a delivery truck bound for Talibon was also held up by five unidentified men who were also armed.

Loaded with rice, the delivery truck was owned by Talibon Councillor Epifanio Quimson.
 
According to a police report, the delivery truck was speeding towards barangay Magsaysay when flagged down by the armed men and announced the hold-up.

The truck ignored the presence of the armed men but one  of the suspects shot the fleeing vehicle hitting the truck boy in the process.

Question: Why the Bohol Chronicle did not report this highway robbery?

Oh'owwww tinood diay jud ni?! naa jud diay mangatang diha...nga lain ug tuyo?? I've been to Danao with guests/tourists and family 4 times since month of May2010 tru Sagbayan route and mas gusto naku mo try ug agi sa Inabangga coz mas maau daw ang road ngadto kaysa Sagbayan route.
I thought alibi lang sa driver nga dili mo agi sa Inabanga(kay mas layo naman ug agian), ang iya reason naa daw xa kaila nga driver nga nabiktima sa Inabangga....and mahadlok xa moagi ngadto labi na ug naay mga puti ug panit coz makaingon jud daw ang motira...ug "jackpot"! LOL

bisan asa may hol up, ok lang na basta dili lang pamatyon, kwarta ug mga butang makita rana ug balik. May negative effect lang sa mag tourist sa bohol. Kung mo tour mo sa bohol dili mo mag-dala ug daghan nga cash ug mga mahalon nga butang.

Hi John,

I've recently visited Cebu and have heard of the high incidences of 'tulising' of taxi cabs and jeepneys where the robbers not only take the money but also shoot the driver(s) and passengers, resulting in high cases of homicides. Tho we can be thankful that Bohol is yet to become as 'dangerous' in this aspect, the new provincial government as well as the local governments, augmented and aided by the efforts of the DILG (department of interior and local government) should implement strategies and work efforts to reduce cases of highway robbery and theft such as these; the PNP and or some military units should be implemented since that region was the center of rebellious activity some years ago. I did remember hearing from my uncles in our cross-bohol drives that Carmen, Bilar, and Danao regions were ripe with NPA activity some years ago and that area was site to many fatal military ambushes.

In the recent 2010 Sandugo, I did witness many theft going on--and assisted a friend to the police station to file a complaint. Upon our visitation to the PNP station in Tagbilaran, we noticed that there were dozens of hit and run / hit and steal incidents. Dozens of suspects were detained and I had the chance to see them as well--many of whom were not even from Bohol. Many were from Iligan, Dipolo, Cagayan De Oro, Negros oriental etc--as per what the head of the police station told me when asked questions.

Bohol, as a high profile tourist destination definitely needs to spice up its defense capabilities and its law enforcement presence in far flung regions of the Province.

I believe that a joint effort between the Provincial Government and the DILG and the PNP can reduce cases like these considerably.

Crime is completely out of control in Bohol.  Forced entry armed robberies and shootings in homes, armed gangs robbing tourist vans, uncontrolled drub trafficking, etc.  This information will be shouted from the roof tops, so that the politicians will eventually see the monetary result of the lack of police protection in this province.
Until the police begin policing the province, with regular patrols clearly visible to all on a regular basis, like is done in the "real world" and get out of their barracks, crime will only continue to spiral, whether reported by the newspapers or not.

Even in Tagbilaran City proper, the police force is undermanned. I talked to the chief of police in the police station during the post-sandugo festival and was told that there are less than 70 officers to patrol the city alone. For a city with a population that is over 100,000...it requires at least a police force of 250 or more. If the city is undermanned, we can only expect the same for the lungsods in the province.

I do hope that the Regional Director of the DILG (department of interior and local government) implements new protocol and discusses this issue with the governors of the provinces in Region 7.

Good point, but try to find 25 police officers any day of the week out on the city streets and seen actively patrolling, checking neighborhoods, actively enforcing traffic regulations.  I think that that would be a difficult task.  Maybe one would see 2 or 3 in front of BQ mall on certain days, another one or two entering the Clarin St. barracks.  Where are the other 20 officers on duty?( Presuming 20 per shift, less command officers. )

Yes, you're right. I guess that's the problem here--the police force in the province is undermanned. I drove plenty of times from Tagbilaran, to dauis, to baclayon, to loay, to lila, to dimiao, to Valencia, etc. and saw little patrol cars in the highway outside the town centers.

Undermanned, but more importantly invisible.  Why hesitate to commit a heinous crime if you know you never see police on routine patrols in your municipality.  I, too, have driven around the province on a motorbike and with the exception of a "seasonal" checkpoint, which could be easily evaded, never see routine police presence.  Visibility and active policing are essential.

Bad news! Hinaut nga dili ni modaghan nga klase sa krimen kay makadaut sa atong probinsya. Lisod na ug wanay mga turista nga moanha tungod sa kahadlok. Gi-swerte mi kay diha mi agi sa pag-uli na... mas maayo ang agi-anan pero mingaw jamo ang mga kabaryohan nga labyan.

Sakto ang giingon ni newpanay. Pero unsaon man lagi ning atong mga pulis nga sitting pretty raman pod!

Bambi, when i drove to Bilar, Carmen, Danao to Inabanga, to Alicia, to Ubay etc--I never had any problems with hold-uppers. On the contrary, the only thing i noticed were the fast San Pedro freight lines. The tricycles and the motorcycles that needed to be beeped because of their crazed driving skills. :P

And of course who could forget the sari sari stores that would have banners such as, "Load na Diri!", "Ari Diri!"

Bohol. How I miss it.

Kong motawag ta sa NAPOCOR, dili mao ang number gihatag sa taga Boheco I or ang tubag sa taga NAPOCOR, walay problema sa ilaha kay nagsiga daw. I drove to Danao this past July and had no problems, situations like these said should decrease if the provincial government sends sentries to patrol the high ways more actively. With increased law enforcement presence and enforcing of the law--then the incidences of robberies should decrease.

Best to travel in groups and be aware of the environment; evade stopping your vehicle for anyone in the highway--especially if they look suspicious.

Ang makatulog og tarong diay kay kadto rang way kabtangan. Ang mga turista pud, gawas nga makuhaan ang ilang kwarta, hubaghubagan pud sa kahadlok.  :P

Indeed. A serious issue like this should have reached front pages in Bohol's newspapers and should be addressed by the governor himself. This issue must be addressed immediately.

The current DILG Provincial Director needs to look into this as well as coordinate a strategic planning with the DILG Regional Director in Cebu--since this is something that is being observed in Region 7 as a whole.

Let's hope that Chatto finally stamps out these kinds of cases in our island.
