After i had presented the shocking concern with documents of the accident, and the sketch of the police report, and the police report with a copy of the Americans death certificate the Mayor Dan Neri Lim was only left to "JOLT!"

What a slap in the face that an American writer in the local media would have the job to confront the mayor the robust has to have it his way mayor at that and then he reacts in a follow up interview with me that he and the local city government were totally negligent in the way the case was not handled by either the Mayor or the water department.
Last Friday in a discussion with mayor and a follow up to the story  that was also printed on the back page of Sundays The Bohol Standard edition Mayor admits to negligence resulting in the following disciplinary measures; The driver Peter Blanco was terminated for life to work there ever again.
The city water Dept. Eng. Wellington Pilongo was also suspended as of Monday for one month with out pay.
The police have filed a case against the driver.

When I had questioned the mayor on wether or not if Peter was his Barkada he shrugged his shoulders foreward and backwards and said "No thats not even true."

I am confident that i did a great job on aspects reporting everyone side that was involved.

Maybe I will do a follow up with the police tomorrow?

For next Sundays edition  of the news.

Good job on the interview. I agree. A follow-up is necessary. For Zach's case.

it was the american's fault why he died. it wasn't the fault of the dumtruck's driver. it's already a filipino culture that when an american died in the philippines though his/her fault, we always blame the poor filipino.



You can't say that. The fact that there was negligence on the municipal government's part in failing to send apologies for the death of Zach, and the coherent lack of action done on the said situation. The fact that it took couple of weeks for action to have been done? It is unfair and rather insensitive with regards to the family of the victim, all back in the United States.

Please be sensitive about this matter pood.

in a case like this, regardless of race, we have to look at the whole situation objectively. we should not easily point our fingers to anyone without a good and reliable evidence. i do not think it is right to blame it on any one if there is no proof. what our government should do is make a thorough investigation of this case so the blame will be on the proper person.

it is not a matter of culture differences whatever... this notion just sucks...

Of course. I am totally against this 'blame game', which always seems to be a pragmatic and statist condition when regarding the situation in Bohol. I'm tired of it. The fact is, as evidence and witnesses declares, the blame is on the truck driver, Mr. Peter Blanco, who is a worker of the Municipal government. By that right, it is in the peripheral responsibility of the municipal government to have done something after the immediate pronunciation of Zachary's death.

The right thing to do would have been to offer condolences to the bereaved family, and not staying quiet, as if that would help.

We, members of Bohol and foreign based Boholanos, only know about this because of Mike posting it here on Tubag Bohol and Precious writing about it in the chronicle. I would like to give my thanks to them both to sharing the news with us here. Either than that, the bulk of us, who are stationed and living abroad, would have never known of the said situation.

It is always EASIER for us to know vis-a-vis a hindsight view. Its always easy for us to say "oh we should have done this, done that." In all reality, one cannot simply go back in time to remediate a said error. Be responsible, take responsibility when it is due. People will respect you more that way. Despite the hardships that fall your way.

It is clear who is at fault in this case. That is still not going to bring Zachary back to life, who was only 24 years old, bata pa na (he is 2 years older than I am).

I give my sincere condolences to the family, and to Zach himself.
One thing is clear. He loved Bohol. Bless him for that.

Lorenzo...................I really like the way you put that. It was allot of work to do the write up, and it was really terrible as Zachary knew how to handle Filipino even in his business in Manila he was stiffed by the management whom he had trusted to run it.
Even tho it happend he kept giving to the people here and to his fiance the beautiful Boholana and for her family to live better as well.

I had her here this afternoon to read the kind messages of condolences from others here in tubag but she teared up and shuttered when she had read the blog that says the insensitive text that "It was the Americans fault........."

I was also insulted by some one here who does not have an aviator picture nor does he go by his real name but he thinks he knows such confident things about me that are not true? (Whats her name is in my picture)
He has comments that are bad but he hides?

The fianci was hurt as I said earlier this morning I was going to have her over to show her that people here cared?

I am so ashamed to what she has read?

Often people try to paint Bohol as a pretty picture they tend to hide and hide and really white wash things when they go bad.

If things are good I say so if bad I also say so.

I say what I see and my publisher is the one handling her case. (Iwrite with The Bohol Standard not in the Chronicle, correction my friend, also Mike has a column in there.)

He is a great atty. and he knows right and wrong also.

He is family to Mike and I as well, (WE are all close to each other).

Lorenzo I can not express myself enough for your thoughtfull insight.

Hey, wait a minute!  This is the first time I have seen this thread and I read from the very beginning.  But towards the middle, I couldn't understand how this became a Filipino against American thing!  Somebody's dead here and this dead person has family who mourns for their dead loved one, a family who is broken and torn to pieces because of the loss of their loved one!  This is not about the dead being American.  This is about life of a person, a person who has a small girl who is not going to see her father for the rest of her life.  Irregardless of reace, we should feel for the loss of this person's life and not fight over what and who we are.

Wowboholphilippines, I haven't even welcome you yet in Tubag Bohol but please be calm.  This is not about Precious being banned or whatever, this is about a dead person she reported.  If she stirred the government in writing this case, let it be.  It's her job.  If she wasn't reporting well in this case, let the police and other agencies who should be involved in this take care of this case and their job as they are paid for.  I can't believe you had turned this thread into a hate thread between us Filipinos and them Americans. 

If the driver was DUI, he should be punished and punished according to the law and not according to his connections!

Mike, I had done a follow up but June never put it on the web site. It was at the back page titled just before deadline.

June should of pasted it also made me mad.

Fred Amora really liked the story and said it was also allot of help.

It had two sides the couples side and the city government side.

They do not even put my name on my writing or post up my columns lately?

The write up in regards to the Mayor's reaction was a good one.

The next day he slammed me and the paper on the radio over Mayor's report......when he said he would not.

I am use to persons who try to discredit or hide or white wash what is the truth.

One of those persons who has something mean to say but has to hide?
If they are so opionated and know about things said between my cheif editor and i and that person is complaining is one person only?
I am not banned I am not allowed to write about elections, and that kind of stuff. I am not banned.
Everyone was treated terribly by Manila media the last two times ago when she had come to visit.

Not just me.
local media was being shoved and pushed around and pulled away when Manila media was hounding her.

You can ask Chito Visarra how we the local media was treated in the past when Gloria came to Bohol.

My editor at the time was too sick not to show up for the two days up untill the last hour when he had seen me in the corner crying because the woman at the PIA was hounding me about some wrong news she had received from some crab mentality media person who was jealous I had a picture taken with Ate Glo.
So many media here complain that they never had a picture taken with her and it was unfair.
Thats what it boils down too.

We call it an inside job nice to my face and bad at my back?

A total 360 on the original meaning of this thread. WowBohol, if you have any problems, please deal with it professionally, and respectfully and talk to Precious vis-a-vis PM. You don't have to spread and spill personal affairs here on the forum. Not all of us want to hear and read such garbage.

Please have some kind of respect pood. If not for us, at least for Zachary.

He at least deserves that.

I have nothing against the West, but a person who writes a column with the hope of shaping the opinion of others, that person must make it a point to capture the nuance of the language and keep in mind the sensibility of its captive audience.

Goodness! The way things are said sometimes draws the thin line between bigotry and prejudice!

I admire preciousandpolite's upfront and confrontational way of doing things but aren't other things supposed to be considered--like getting the other side of the story and all? It's trivial to discuss why BOMBO RADYO is not accredited by the Kapisanan ng mga Brodkaster ng Pilipinas.

Lets us stop drawing conclusive findings if the case has not been resolved yet. Then, should there be one already, let's discuss things as civilized, mature earthlings. And this is not trying to sound preachy!

provided that the truck driver was drunk while driving, then, by all means, full extent of the law! But that's for the court to decide. But aren't "just and fair" all in the books only? And that's another story.

If you are reading her column in a local newspaper in Bohol, she sounds a bitch saying nasty things on Bohol and its people. How you will know when in fact, I believe, you are not reading it online? I'm not judgmental, but you see how this woman is spreading malicious stories that she is maltreated by her editor Fred Amora. And she writes as a hubby because she has no intention to grab the salary for the Boholanos. See, how stupid she is?

Thanks for pointing that out Sir. But that's the other side of the story. My esteemed professor told us that Bombo is not a member of KBP because it rules of engagement, so to speak, violates the organization's rules.

My 2 cents opinion:

Seems to me this wowbohol is more concern about precious masscom degree than sympathizing with the boholana who just lost her husband.

How insensitive. I wonder if he is a speaker for the mayor or by the truck driver.?

That the public officials in tagbilaran didnt even care to send their condolences and visit the bereaved family is a big scandal.

To me it doesnt matter if Precious is not so well verse in the language she is writing..important thing to me is that she shows compassion and she is after in telling us what the  other media people failed to do. (kay nahadlok)

Remember the sex scandal in one of the school there? Precious was also there to help and console the poor victims where our public officials failed to do.

First off I would like to say that I really wish that the editors son would of printed inside the web site the follow up I had with Mayor Dan neri Lim last Friday even after hours.

He is a friend of mine do not get me wrong. I just keep my private and my professional separate and report about issues that need to be shared for the public to be awakened on.
I know at times I may come across shrewd or what some one refers to as a name that my mom never wants me to say *****,  (Read female dog.).
Some times media persons come out that way, I usually consider them the shakers and the movers who wake the average persons up from living in a Barbie world.
Look at Bill O'reily he is popular and he is to the direct point.
Look at Geraldo Rivera another hard hitting to the point media man who some years ago got a chair thrown at his nose for saying it out right.....ouch!?
My columns are reviewed by one of the nicest smartest and best attorney's around before they are put to print so as not to be taken as liable and slanderous to persons.

Often what my columns are about are what persons our readers bring to my attention and often i set up a realistic drama in how it can suck in an audience and let them see and feel what i see that hapens here.

I also write about my own convictions how you all do in here as Oaf's abroad and how you feel  and I do not say that your saying mean things about my place.
If thats how you you feel I respect that and I have to understand it as well.
I am not lamenting anyone for how they feel when they are away from home and living in a country that is hard to adopt at times.
We have what is known as democracy and a freedom of speech, as well as a freedom of the press (JOKEX3.)

Even tho I have been at odds with my editor but we are getting along and he is the one who told me on New Years day that one of my fellow Americans has been killed by a city dump truck and to go to the funeral home and talk to the common law wife.
When I reached the funeral home I was heart sickend that it was my American friend from our foereign circle here in Tagbilaran.

I have also discussed crab mentality in my columns here and advised readers it is better to encourage everyone and that you want them to do better always instead of not allowing anyone to be happy in life and move along in life for doing better things.

My goodness people who are so against me in here I have lived here 6 years i know what I am talking about my kids have been in both the public school systems and the private school systems here.

I have many friends in the local city government, and the provincail and the National and when they see me they wellcome me with open arm's.

I am not perfect but here I am darn to to and darn to do not and lately it is just over whelming and confussing on which way is up and which way is down?

I am often asked to encode write ups coming from organizations who want me to get the point out and across.

I actually write for two papers here in Bohol.

I have five years of school journalism from the old school, and that was many moons ago.

I am not into black mail and bribery as a media man here like most here are.


I am not paid to do write ups I do it as my love for the art's to tell it straight and how it really is.

I do not believe in stealing another one's works and encoding it to satisfy my  thoughts.

I write off the top of my head, from what is my heart, and my head.

I did notify PIA today and informed them that wrong information was being given about me and that they were being used for the reference.

My friend at the PIA office was not so happy and wanted to know what to log into so he could make a comment.

He also told me i have no problems with them and I know how he is and he is always good to me.

About the baby girl of the victim and his Fancie, we are friends and because i went beyond being a journalist and a media man I spent time getting to know the family more at the final days at the funeral home.

We are always in touch and are almost neighbors in fact. She is a sweet Boholana lady, who has been what I would have to say one of the hardest times and has been one of the strongest and youngest persons to go through what her and her baby are going through right now and it is awful.

I am also receiving emails from Zach's mother and she is ever so thankfull that there is a story such as this and persons here who are Zach's friends who care.

She wants justice for what has happend to her son.

The name of the Zach's mother is Patricia Gibson, they have forwarded me an address in the states.

His remains will be buried this coming Monday at Chapel Hill Memorial Gardens, located in Grand Rapids Michigan.
The mother also stated it will be a close immediate family gathering for his service as well.

She plans to have the story I have written that speaks of her sons goodness just before he was killed during the service.

I feel so homored that she liked the story and the good things said about her son enough to have it read out loud this Monday when he is being buried.
I am also sad for the entire situation and everyone involved.

If anyone wants to do what Lyndy has suggested it's a sweet and kind ideal.

The fiance told me yesterday that her funds remaining are not enough to get her thru the next month, and that she will have to sell her furniture that Zachary bought last month when he had come back from his work

She has no other work but has worked in the past. She loves her baby and says "Even tho Zachary is no longer here....(pause).......My baby makes me happy!"

Vendetta?  It's not my language lorenzo. But I am just telling here the true story of priscilla. If you are reading her column in a local newspaper in Bohol, she sounds a bitch saying nasty things on Bohol and its people. How you will know when in fact, I believe, you are not reading it online? I'm not judgmental, but you see how this woman is spreading malicious stories that she is maltreated by her editor Fred Amora. And she writes as a hubby because she has no intention to grab the salary for the Boholanos. See, how stupid she is?

I think TubagbOhol members should know that irrational this woman is.

If she claimed that they were hardly treated by the Manila media, it's a fallacy: THE TRUTH IS SHE IS BANNED TO COVER PRESIDENTIAL VISITS BECAUSE OF HER BEHAVIOR. SHE HAS NO RESPECT OF AUTHORITY.

THE MARO, WHICH IS ASSIGNED TO GIVE ACCREDITATION TO LOCAL MEDIA BANNED HER BECAUSE FOR 3 TIMES SHE BEHAVED UNPROFESSIONALLY AS A MEDIAWOMAN.

This morning I received an email reply from Michigan state, the home town of Patricia Gibson, who is the mother of the Downed tourist victim Zachary Raczok.
I want that it be known for everyone what is really going on here.
I have pasted her email here and how she feels.
Please read this and remember this is being said to a mother who's one sons life was taken away from him at such a young stage in his life.
Taken away and also mishandled negligently by local city government who has accepted that they wee negligent already.

Precious, thank you for asking about us. We as you can imagine are devastated by Zach's death. I can't believe he is gone.
I was so upset at the length of time he had to lie there waiting for an autopsy that I was told he had to have. I never requested it.
I think that if I wanted more info I could have gotten it by calling the
Dr. but did not because I just haven't been able to face it.
Most of all I am alarmed and appalled at the poor care my son received. By what I have heard, he was not even touched for 40 minutes after the accident! I also heard he was conscious, I wonder if he had been in USA if he could have been saved.
I realized he made a choice to be there and I guess that is just a consequence of that choice unfortunately.
I am so sad because I think he was just starting to settle down, he had a beautiful baby and fiancee. Because of this drunk driver, he was robbed of his life, as was his family.
Words can't express how bad his whole family feels, I just am sick over his loss. He was  my first born, he had so many dreams and aspirations. It is a tragedy.
Thank you for caring for him, although it will not bring him back.
Give Pie my love and Christine as well.

I have just read this thread.  My condolences to the whole Family of Mr. Zachary. The whole incident is sad enough for the parties/Fam. involved and it seems that the discussion is  overwhelmed with hatred emotions towards the writer.  Please...try to show respect to the dead one, let's beheave as matured and educated as we are.

First off thank you to all of you who have sent condolences out to both sides of Zachary's family.

I heard from the Attorney handling the case on Zachary's side that there is already a scheduled hearing for the third week of this month some time around the 21st or the 23rd.

I will let you all know about any further up dates.

Until now the Mayor of the city has made no plans as far as contacting the victims families on either side.
The victims Fancie see me on regular basis when ever she needs a shoulder to lean on when having to cope with her common in laws sudden death.
I will do my best to keep all of you up dated any time I know there are steps being made toward justice.

Last Thursday the fiance of the victim and i went to cityhall to visit the mayor.
He was said to be in Manila.

I was given a letter that the mayor had written about the case to the American Consulate in manila explaining why he was not the one to notify them that a city owned water works dump truck and their driver had committed a fatal driver homicide, case.

Mayor wrote the letter to the consulate last January 22nd. 2008.

He also briefed the embassy on the discipline actions taken by him to the ones in charge who should of told him about the death to begin with.

In todays edition of the Bantay Balita newspaper I wrote a story demanding that the mayor help this fiance and 6 months old daughter.

The request I have written were then put into visaya and and it is made into the front page news.

I hope Mike will be able to post it when it comes out in the net in a couple of days.

Mayor was bragging to everyone on the mayor's report that he has been of assistance to both the mother in  the states and to his baby daughter her in Bohol as well as the fiance?

According to the words of Mayor it is all not true, He has not done a thing for them and I have emails from the mom proofing so.

The personal belongings are not yet delivered from the Philippines either, and in that luggage was the lap top and Rolex Watch and many other expensive things of the victim being returned back to his mother in the states.

The victims mother also thanked my friends in here for contacting them and she said she was happy that i have nice friends who care and you know who you are, its the lady with the handsome cat and the parakeet...he he he he!!!

Okay thats the up to date so far and the first trial will be on the 23rd, and the victims Atty, is Atty. Lim.

I am not going to spell check this as i have been up all night thinking of the strategy i will use to approach mayor with the victim and the baby and get those requests that i have asked for.
