Phil Liayao who is a known media personality in the Bohol community has tragically lost his life last night in a motorcycle head on collision with passenger bus as he was coming back from Panglao Despiritis.

Phil was confimed dead at Celestino Galleras Memorial Hospital at or around 8:O'clock PM in the evening on August 27th, 2009.

Phil was known in the media family and to the community mostly for his mascot name as the "Hitman" on the spot reporter, Phil could be heard as an on the spot radio reporter for DYRD. Phil was very active in Bohol Tri Media and a very active mediaman always willing to give a hand and had a big heart of gold for caring about his fellow mediamen.

I had heard reports on both AM radio stations here last night and had called several mediamen after confirming it with Cesar Compangon another media news reporter from DYTR.

According to Cesar Ben Areigo was suppose to go with Phil back to Tagbilaran but Ben said to the media that he was just too scared to travel with Phil as he said Phil was under intoxicants when leaving Panglao.

There are too many tragic vehicular accidents in Bohol. Just the other day, the subject of increasing motorcycle accidents was discussed on DYRD. Who would have known that DYRD's Phil himself would fall victim to this tragedy? It is media's responsibility to warn against drunk driving.

I just came from Funeraria Gomez located along CPG Avenue and I stayed there for nearly two hours. I was talking to Bob Galero and Richard Bompat, media colleagues and friends of Fil Layao.

One of the things that we talked about was the rising number of motorcycle-related accidents in Tagbilaran and in Bohol.

A mandatory wearing of helmets should be imposed.

Mike you were to call me buddy i would have gone there with you. Today Min2 from CAP/DYTR and I plan to go also to funeria Gomez.

About this helmet thing.....it has been tried here and Philippine persons always complain it is to hot to wear so instead i guess it is better to get your head smashed in and die instead of being hot.

How long will they be keeping his remains in repose at Funeria Gomez?
Some media have gone to Panglao to enjoy fiesta and maybe are planning to give respects later today.

Yeah' truly sad indeed and yes I agree that media is the one to advocate the laws and rules to get along and be safe in this place.

In my columns versus my write ups I think I have more fatality write ups due to accidents on motor bikes versus the numerous times tha i have warned persons who get intoxicated not to drink and that police should enforce and impliment the law more so due to the high number of motorcycle fatalities as well as injuries.

I get so irked when I see parents letting their small babies and children stand up on the seat or the motor when cruising down the road? What the heck how ignorant some are here.

Maybe this thread is a good start and should be used as an example to enforce such laws and for people here to not be so hard headed before they end up with more than just a labad ulu!!!

Its good that you two are pointing this out here.
Here in New Jersey and all over the 'states, there is a high fatality rate among teens and young adults due to drunk driving and uncontrollable speeding.

It should be mandatory to wear a helmet when driving in highways.

It isn't mandatory here in the 'states, some states allow no helmets, whereas there are some states like New Jersey that mandates helmets be worn in any motorcycle-vehicles.  Punishable by a hefty fine if broken.

Drunk Driving should be criminalized in bohol. or at least, be made punishable by suspending the driver's license, for example.

traffic signs should be improved. speed limits imposed. i was in bohol, not very long ago, and i noticed how our roads are poorly regulated. an example, a portion of the main highway was marked with "broken white lines" (meaning, you can pass other vehicles) EVEN if it is in a blind curve.

with our Highways in BOhol vastly improved,  road accident can understandably become a common scene. mostly speed related, because our traffic is poorly regulated. what does helmet do in a 80kph (or more) motorcycle?

i know it's crazy. but our being lax about traffic regulation has caused an "envy" to some of my co-workers here.

in the philippines, i said, you can drink and you can drive. it's all about personal responsibility.  just don't hit anyone and you'll be fine. should you hit someone, you have to pay. should you hit yourself against a bus or bridge, and you die, our cops would be more then willing to cover you with newspaper or a sack.

they want to try. hahahaha

“Fel” Layao, Dedicated Media Man,
 killed in fatal head-on accident

Fel “The Hitman” Layao, 49, a long-time dedicated and well known media personality and father of three (3) ended his life unexpectedly in a road mishap between him and a passenger vehicle driven by Alvin Malmis last Thursday night August 27th, 2009 in Barangay Tinago, Dauis around 8: 00 in the evening and was pronounced dead on arrival at Celestino Gallares Memorial Hospital.
Fel’ was born as Filoteo Rollenas Layao on November 5th, 1959 to he was born to Leona Rollenas and Agustin Layao from Barangay San Isidro, Bohol.
 
Layao attended elementary school at Balilihan Elementary School, and attended secondary school at Our Lady of Mt. Carmel High School and his college days where he graduated from Bohol institute of Technology with a Bachelor in Science with in Electronics and Communication Engineering (ECS).

Last Friday, the Association of Writers and Radio Announcers Foundation, INC. and Bohol LITERARY ARTS CIRCLE/ LUBAS SA DAGANG BISAYA CHAPTER held of the Metro Tagbilaran-Bohol Chapter Tagbilaran City held an important meeting and joint resolution expressing the profound condolences to the bereaved family of family of the late Filoteo “Fel” R. Layao.

The following is the history of “Fel” Layao’s media trail that he leaves behind but not forgotten in his home place of Bohol according to his colleagues;

JOINT RESOLUTION NO. 01, SERIES of 2009

“WHEREAS, Filoteo R. Layao was an exemplary public servant, having served for almost thirty (30) years as a casual employee and regular employee of the Provincial Government of Bohol assigned at the Bohol Law Enforcement Communications System (BLECS) until his untimely demise on August 27th, 2009:

WHEREAS, Filoteo R. Layao was also active in radio broadcasting, having been a radio announcer and radio reporter of stations DYXT and DYRD;

WHEREAS, Filoteo R. Layao fondly called “Fel” by his friends was an active member of the Association Writers and Radio Foundation, Inc. (AWARFI), had been as Assistant Treasurer from 2003-2004 and its Vice President from 1999-2000 and from 2008-2009;

WHEREAS, Filoteo R. Layao served the as Public Relations Officer of the Bohol Literary Arts Circle (BLAC) from 2006-2007;

WHEREAS, Filoteo R. Layao was also active in the Lubas sa Dagang Bisaya, inc. (LUDABI). Metro Tagbilaran-Bohol Chapter, having served as its executive Vice President from 2004-2005, and Public Relations Officer from 2006-2007;

WHEREAS, the demise of Filoteo R. Layao has left a deep void in the hearts and minds of his friends and acquaintances in general and was a deep loss to the broadcast journalism in particular;

NOW THEREFORE, be it resolved as it is hereby resolved by the joint General Assembly of the Association of Writers and Radio Announcers Foundation, Inc. (AWARFI), Bohol Literary Arts Circle (BLAC), and the Lubas sa Dagang Bisaya, Inc. (LUDABI), Metro Tagbilaran-Bohol Chapter in a special meeting to express profound condolences to the bereaved family of the late Filoteo R. Layao.

UNANIMOUSLY ADOPTED   City of Tagbilaran, Philippines August 28th, 2009.
Bob Galero a co-worker of “Fel” from radio station DYRD AM said to his listeners over his program Democracy in Action last Friday night that no one can out do “Fel” as the best Police Beat Reporter in Bohol because of his very special techniques in how he handled his duties as a reporter.
His children said that their father was not a selfish man and proved it by giving his family all his earnings and never buying anything for himself. He knew his kids would spend his hard earned money wisely and not end up putting any of it to waste.

Fel's surviving family members include his loving wife Bibiana, his children Anna, Gerald, Angelie, Judylyn-Dante: His grandchildren are Lucille Grace and Dan Jenu amongst his other surviving relatives is two (2) nieces, and numerous other relatives and friends.

Aside from his other media membership affiliations include The Bohol Tri Media Association (BTMA) and licensed KBP national member.

Fel’s remains lay in repose at Funeral Gomez until later on this week; the family said they will announce the schedule of the interment later.

sa thailand, naay mga police nga mag-atang sa dalan starting midnight. pahunongon ang mga sakyanan. naay silay gamay nga apparatus nga paginhawon lang ang driver. automatic motug-an pilay alcohol level ang driver. dretso priso ug multa basta ang level above sa normal.

Sa kadaghang palahubog sa atua pila kaha ka breathalyzer kinahanglanon aron dakpon ning mga palahubog magdrive.Problema na gyud ni nga dako sa atua kay di lang hubog magdrive ug motor apil mga minor de edad. Last December akong great nephew naligsan sa among silingan ug motor perting pakusog ayo gani kay wala mamatay akong nephew.

Standard procedure pud na diri Mike to ensure compliance with the law, naa'y campaign ug random road checks. I don't think the alcohol test equipment is that expensive. Pila na unta'y kinabuhi nga naluwas if we made this investment and regularly ask the police to implement such checks.

gawas sa breathalyzer, and if our law enforcers are really serious in enforcing this law, naa may laing matang unsaon pag check jud kon hubog ba jud ang driver - kana kon ang rason jud di ta ka afford.  pero, ka afford gani palit mamahaling sakyanan, kana pa bang breathalyzer ang di man na kaayo jud mahal. 

pero bag-o lagi sila mag enforce ani, manilhig sa una ang mga kapolisan kay sumala pa si gi ingon ni tita lee, labaw pa man ka palahubog ang mga polis.

i know it's crazy. but our being lax about traffic regulation has caused an "envy" to some of my co-workers here.

in the philippines, i said, you can drink and you can drive. it's all about personal responsibility.  just don't hit anyone and you'll be fine. should you hit someone, you have to pay. should you hit yourself against a bus or bridge, and you die, our cops would be more then willing to cover you with newspaper or a sack.

they want to try. hahahaha

No jail or fine or any warning? :)

Since we use the licence by points and that drive drunk is a cause of beeing in jail mortal crashes dropped in a huge amount year by year.

I just remember when I was in Bohol, I missed a bus and we waited to the next. After 5 km we saw the bus destroyed in the back cause was hit by a truck. My gf told me that people said the truck driver was drunk, but I am not really sure, cause is a rumour.

I was lucky but maybe others not. I just hope even if no laws people get common sense and this won´t happen any more.

Here are some things you do not know that had taken place at the scene of the crime according to Anna his daughter my good friend in AHAPI medical in where we go out and do medical missions.

(Fil, and I were both doing the media coverage for this organization he was the broadcaster and me the print.)

Anyways,

Getting back to the point,

After the driver had crashed into Fil, he had ordered his 28 passengers to get out of the jeepney leaving them beside the already deceased man who was pinned under his bike with a busted wide open head (I need not go into exact details as we all have our own imagination on this.).

He the driver who is living in BRGY. Tinago was scared and went home with-out hailing for any help.

The daughter is so frustrated in this matter and after telling me this information last night at the funeral parlor of Gomez she said in these exact words "Why did he even bother to surrender what is his point my dad was already dead.

In America in my county and state that's a big no-no for not staying at the crime scene and that's a big trouble in itself.

Tonight (Tuesday) will be the last vigil before he will be put to rest after a 1PM in The City of Tagbilaran Dampas cemetery.

Last night a few members of the Bohol Tri Media gathered around at the mass of Fil Layao at Funeria Gomez and we all had the same question posed at one another?

That question is "Why is it that our BTMA President Carlito Responte has not gathered the members to a meeting to come up with a final resolution for our family media member Layao?"

I suggested to Jerry Pabe's Tagbilaran by Night anchorman that (DYRD) he needed to get on the horn with President Responte and get a meeting going amongst our members to give and assist help for the bereaved family of "Fil Layao.

Unfortunately i was unable to follow up with Jerry regarding this matter as I had overstayed at the funeral parlor with media colleauges who are there for a good friend the late Fil Layao.

More information that you may not know about regarding Layao's final media broadcast and print contribution for this last Sundays publication of the Bohol Chronicle.

Two days prior to his own demise media man Fil Layao had done a news write up on a fatality accident involving two deaths involving two different motorbike operators that happened in Dauis Panglao also.

I do not know think he knew he would also be a victim of his own advocating against drunk driving.

i was able to ask my father-in-law about this incident since he was here to pay a visit to his dead relative in kalunasan. he said that fel was so drunk when he went home from panglao where he apparently went their since it's the eve of panglao's fiesta. in short namisperas sa panglao. he was told not go home because he's too drunk and might not be able to manage it since he's driving his motorbike. but he insisted to go home because he said he's ok.
before the incident last thursday, my father-in-law asked a favor from him when the met somewhere in tagbilaran to make a public service announcement to the members of the farmer's group where my fatherinlaw is the leader since they will be having a meeting the following sunday.

What is the name of the relative and what is the organization?

I hope they can help the bereaved family if possible the entire funeral package cost them 90thousand pesos.

It was to bad that Lito Responte area Representative  of the KBP informed the family that Layao's KBP license expired on or around sometime last year or the family could of qualified for around some amount of 150thousand pesos.

it was just a small farmer group in balilihan. i think some of them might know fel specially people from san isidro where fel came from. it's very sad that KBP can no longer extend some assistance since his license already expired. it's the station where he's working who should give him assistance allowing to work as a broadcaster even if his license is long overdue.

Good point.

I would rather see money being given instead in lieu of flowers. Sure his many flowers are beautiful and thoughtful but I would honestly like to see the money during these times be given to the family instead of people advertising their names on sashes that cover the flowers.

That was very kind gesture for those farmers to help the family of Fil.

I know that the one organization that I am in on last Friday we gathered with about four of us and came up with an amount for the family to help them.

you know for example my state in America will mail out license renewal policies when they are about to expire.

being that we have a guy here who claims the title of KBP Rep he needs to take some action as well on this small group of broadcasters and help remind these members to re-new when the time comes.

Bohol has no chapter in the KBP we need to organize one here even I am a member.

sorry, but i hope i don't send you a wrong signal, keko, about our traffic rules. i believe there's always a punishment for drunk driving. but due to inadequate resources of our Police force to catch and punish the violators, especially in remote areas, it is just impossible to implement it.

but still, YES, you can drive with mouth fuming like a dragon due to the liquor, and may end up in your bedroom with no demerit or problem to tackle next morning at all, except your headache and your wife's fury. sorry, because i did it more than once.

Some media did not even bother to show up at all because some of us find it hard that Fil was heavily intoxicated unless he was pressured to drink more by one of our agressive alcoholic pushers whose name I will with hold since he is working for a high profile respected congressman.

I have partied with this guy that is going around saying he was with Fil and that he was scared to go with Fil and this same guy got mad at me during a brotherhood drinking session in where he was irrate that I had cut him off after about 12 bottles of beer.

All the other media had gone home and he just kept on sucking it down must have been nice since I was left holding the bill!

Fil normally would have two straight shots at the most.

Fil was a media man who did not ask for trouble neither did he make trouble amongst his colleagues.

Today BTMA members laid to rest a dearly loved media man/ Family man who we already miss very much.
