MANILA, Philippines — Tropical Storm “Domeng” (international name Peipah), which entered the Philippine area of responsibility Sunday night, is expected to bring rains over parts of the Visayas and Mindanao on Monday.

Forecasters of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said that “Domeng” could still intensify into a typhoon before making landfall on Wednesday.

Weather forecaster Meno Mendoza said that as of 4 p.m. Sunday, “Domeng” was at 1,020 kilometers east of General Santos City, moving west-northwest at 20 kilometers per hour, with maximum sustained winds of 65 kilometers per hour and gustiness of up to 80 kilometers per hour.

Mendoza said that moderate to heavy rains (5 mm to 15 mm per hour) would fall within the 400-kilometer diameter of the storm.

According to the weather forecaster, should the tropical storm maintain its current speed and track, it will be at 570 kilometers east of Davao City by Monday afternoon and 180 kilometers east of Surigao City by Tuesday. On Wednesday afternoon, it is expected to be in the vicinity of Cebu City.

He said that they were expecting “Domeng” to make landfall on Wednesday somewhere in the Eastern Visayas.

“If it changes track, it could go higher and pass through Southern Luzon and even Metro Manila,” Mendoza pointed out.

He said that the weather bureau has not discounted the possibility that the storm could further gain strength while over water.

In its forecast for Monday, Pagasa said that Mindanao and the regions of the Cagayan Valley as well as the Eastern and Central Visayas would have cloudy skies with scattered rainshowers and thunderstorms while Metro Manila and the rest of the archipelago would be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening.

Moderate to strong winds will prevail over the northern and eastern sections of the country where coastal waters will be moderate to rough. Elsewhere, winds will be light to moderate with slight to moderate seas. With a report from Frances Mangosing

Low Pressure Area or TD 98W sa may Western Pacific has become better organized while moving west. Though wa pay mga weather models nga nag ingon nga mahimo ni sijang bagjo. Its quite unusual, nga bisan summer daghang weather disturbance nga nahimugso sa Western Pacific. Mao ni ang location karon ni 98W:

MANILA -- Typhoon "Florita" (international name: Neoguri) has entered the Philippine Area of Responsibility (PAR), said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) on Sunday.

Pagasa weather forecaster Connie Dadivas said that as of 6 a.m. Sunday, the eye of the typhoon -- the sixth tropical cyclone to affect the country this year -- was located based on all available data at 1,150 kilometers east of Tuguegarao City, Cagayan.

Florita was packing maximum winds of 165 kilometers per hour (kph) and gustiness of up to 200 kph. It was forecast to move west-northwest at 24 kph, but was not expected to hit landmass.

Dadivas said that with its speed, Florita is expected to be out of PAR by Tuesday. It will head toward Taiwan as it moves northward.

Florita, though, will enhance the southwest monsoon that will induce light to moderate rains over the Visayas, the Bicol region, Mimaropa (Mindoro, Marinduque, Romblon and Palawan), Caraga and Northern Mindanao.

Pagasa said that as the typhoon will enhance the "habagat," rough sea conditions can be expected and a gale warning may be issued later in the day.

For Sunday forecast, Metro Manila and the rest of Luzon will have cloudy skies with occasional rains while the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Moderate to strong winds coming from the southwest will prevail over Southern Luzon, the Visayas and Mindanao and the coastal waters along these areas will be moderate to rough, the weather bureau said.

Light to moderate winds blowing from the southwest will prevail over the rest of the country with slight to moderate seas, it added. (PNA/Sunnex)

(UPDATED 11:48 a.m., July 16) At 11:00 a.m. today,  Wednesday, July 16, Typhoon "Glenda" passed over Subic Bay, at 25 kph northwest moving towards southern Zambales. It packed maximum winds of 140 kph, with a gustiness 170 kph.

The slightly weakened, "Glenda" is now moving toward the West Philippine Sea. It is expected to exit the Luzon landmass via Zambales by Wednesday noon.

By Thursday morning, July 17, "Glenda" will be outside the Philippine Area of Responsibility (PAR).

State of calamity

Camarines Sur and Albay are now under a state of calamity after taking the brunt of 'Glenda.'

Albay was the first to feel the wrath of Glenda as strong winds began battering the province, Tuesday afternoon.

Office of Civil Defense Regional Director Bernardo Alejandro says Albay suffered moderate damage and that they have yet to receive any report of casualties and injuries. Alejandro also says all roads in the province remain passable and most parts are flood free.

Suspensions caused by storm

Work has been suspended for all government offices in the Metro, except agencies involved in the delivery of basic and health services, response to disasters, and security.

MRT and LRT operations have also been suspended.

Trading at the Philippine Stock Exchange has also been suspended, while dozens of international and domestic flights have been cancelled.

As of 11:45 a.m. on Wednesday, July 16, at least five deaths have been reported due to the typhoon.

Areas of Eastern Samar worst hit by super typhoon Yolanda have so far been spared by Typhoon Glenda. But Eastern Samar Vice-Governor Marcelo Picardal tells ANC, they will determine this morning if they will declare a state of calamity.

For now, Picardal says, residents from communities along rivers have been evacuated. Power is down in most areas.
Camarines Sur and Albay are now under a state of calamity after taking the brunt of 'Glenda.'

Thousands have already been evacuated in different provinces, while forced evacuations have been called in Pampanga and Navotas where floods are expected to hit at high tide.

Over 6,000 passengers are stranded in various sea ports across the country, while some roads are not passable due to floods.   

Power and communication have also been affected.

Govt: 56 provinces ‘critical’ as Hagupit approaches PHL

At least 56 provinces in parts of Southern Luzon, Visayas and Mindanao have been deemed critical areas as Typhoon Hagupit approaches the country.
 
The list was disclosed during a meeting of the National Disaster Risk Reduction and Management Council and PAGASA on Wednesday afternoon.
 
Of the 56 provinces, 44 are in Alert Level C, and may suffer heavy damage to agriculture and disruption of travel and electrical power.

Provinces under Alert Level B are expected to suffer moderate damage to agriculture with of five to 10 mm/hr (moderate to heavy) and winds of 30 to 60 kph.
 
Metro Manila is in the list under Alert Level A, with rain of 5 to 10 mm/hr (moderate to heavy), and winds of 30 to 45 kph.
 
Alert Level C: rain of 10 to 20 mm/hr (heavy to intense), winds of 95 to 110 kph. Heavy damage to agriculture expected; travel by land and sea is dangerous. Some trees may be uprooted, moderate to heavy disruption of electrical power (44 areas)

A separate report by radio dzBB's Divine Reyes said the Department of Social Welfare and Development has set aside a standby fund of P18,000,771.68 in its field offices.
 
NDRRMC executive director Alexander Pama said the agency would adopt a twinning system, wherein the the authorities would designate twin regions to take over affected regional operations.

MANILA, Philippines -- (UPDATE 3 - 11:30 a.m.) “Hagupit” (local name: “Ruby”) has been officially declared a "super typhoon" after it slowed down slightly early Friday morning but gained more strength as it continued to move west-northwest towards Eastern Visayas.

Interior Secretary Manuel Roxas II, at a briefing at the National Disaster Risk Reduction and Management Council Friday morning, said Hagupit had become a "super typhoon" and areas directly in its path, or within a 30-kilometer radius of its central line, are likely to be placed under Public Storm Warning Signal No. 4, the highest level, once the storm makes landfall.

Signal No. 4 is raised in areas where winds of more than 185 kilometers per hour and upwards are expected.

Hagupit was last tracked 435 kilometers east of Borongan, Eastern Samar moving west-northwest at 13 kph with winds of 215 kph gusting up to 250 kph.

PAGASA warned of storm surges of 4-5 meters, aside from strong winds and heavy to intense rainfall of 7.5-20 millimeters per hour in the area where Hagupit is expected to make landfall Saturday afternoon or evening, in the Eastern Samar-Northern Samar area.

Roxas cautioned against underestimating Hagupit's strength, which he said is "close" to the 240-300 kph of last year's super typhoon "Yolanda," and urged people to be "serious" in their preparations and heed orders to evacuate to safer ground.

Currently, 34 have been placed under Public Storm Warning Signals 1 and 2.

Roxas said the latest projections forecast Hagupit making landfall over the northern part of Samar Island Saturday evening and then cutting through Eastern Visayas and other central Philippine regions.

PAGASA said areas within the 700-km diameter of Hagupit can expect heavy to intense rains of 7.5-20 mm per hour.
