MANILA, Philippines - The state-run weather bureau on Saturday said the low pressure area earlier spotted is now estimated to be at 680 kilometers east of General Santos City.

The bad weather brought about by the LPA prompted Cebu Pacific Air to cancel six domestic flights, the Philippine News Agency reported.

A northeast monsoon, meantime, is affecting Luzon.

"The regions of CARAGA and Davao will experience cloudy skies with moderate to heavy rainshowers and thunderstorms which may trigger flashfloods and landslides," the Philippine Atmospheric and Astronomical Services Administration said in its latest weather update.

Visayas and the rest of Mindanao, on the other hand, will have cloudy skies with light to moderate rainshowers and thunderstorms.

"Cagayan Valley and the province of Aurora will be cloudy with light rains. Metro Manila and the rest of Luzon will have partly cloudy to cloudy with isolated rainshowers or thunderstorms," PAGASA added.

Moderate to strong winds will prevail over the country and coastal waters will be moderate to rough.

Cancelled flights

The PNA, citing a report of the airport's Media Affairs Division, said the grounded flights were 5J-381/382 Manila-Cagayan de Oro City-Manila, which was supposed to depart at 4:40 a.m. and arrive back to Manila at 8:10 a.m.

Other flights that were called off are: 5J-781/782 and 5J-939/940 both having Manila-Ozamiz-Manila routes.

Also cancelled were Manila-Butuan-Manila flights and Manila-Tagbilaran-Manila flights of Cebu Pacific Air.

Update: Tungod sa way undang uwan dire sa Mindanao (sukad pa Biyernes ang ulan until now) daghang lugar ang apektado karon ug baha, landslide.. COMVAL, DAVAO DEL NORTE, BUTUAN (state of emergency na didto) DAVAO CITY, SURIGAO, DAVAO ORIENTAL and some parts of DAVAO DEL SUR.. dire sa Digos City, pasalamat mi nga niundang na ang ulan gahapon pero wa gyud mopakita ang haring adlaw, sige lang ug dag-um pero dili gihapon kumpyansa.. Unya kagabie, nakabati pod mi ug Magnitude 3 earthquake..

2014's first cyclone develops near Yolanda-hit Eastern Visayas

MANILA, Philippines - The low pressure area (LPA) that has brought rains in the Visayas and Mindanao has intensified into Tropical Depression "Agaton," the state weather bureau said before Friday noon.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Agaton was spotted at 260 kilometers southeast of Guiuan, Eastern Samar or 130 kilometers northeast of Hinatuan, Surigao del Sur.

Agaton is packed with maximum winds of 55 kilometers per hour near the center and is projected to move southwest at five kilometers per hour.

PAGASA has raised public storm warning signal no. 1 over Surigao del Norte including Siargao Island, Surigao del Sur, Dinagat Province, Agusan del Norte, Agusan del Sur, Davao Oriental and Compostella Valley.

The agency said winds of 30 to 60 kilometers per hour is expected in at least 36 hours in these areas.

Moderate to heavy rainfall (five to 15 millimeters per hour) is also expected within the 300-kilometer of the first tropical depression to hit the country this year.

The weather bureau warned that Agaton will bring moderate to occasionally heavy rains and thunderstorms over the Eastern and Central Visayas.

Sea travel is risky over the seaboards of Luzon, Visayas and the Caraga region, PAGASA said.

 Agaton is expected to be at 40 kilometers east of Hinatuan, Surigao del Sur tomorrow morning.

By Sunday morning, it will be at 13 kilometers northeast of Davao City and at 45 kilometers northwest of General Santos City by Monday morning.

Residents living in low lying and mountainous areas under Signal No.1 were alerted against possible flashfloods and landslides.

Basyang intensified into a tropical depression before it entered the Philippine area of responsibility. It now packed maximum sustained winds of 55 kph  near the center and moved west at 30 kph.

It was last located 768 kilometers east northeast of Hinatuan, Surigao del Sur. It was forecast to make landfall over Surigao provinces late Friday or early Saturday.

Moderate to heavy rains were forecast due to the weather disturbance.

Basyang was expected to exit PAR on Monday.

Meanwhile, fishing boats and other small seacraft were advised not to venture out into the eastern seaboards of Central and Southern Luzon and of Visayas due to Basyang and the prevailing northeast monsoon.

MANILA, Philippines–Over 5,000 passengers were stranded in ports due to Tropical Storm “Basyang,” the Philippine Coast Guard said on Friday.

The Coast Guard said over social media that there were 5,178 passengers stranded as of 3 p.m. in some ports of Central Visayas, Eastern Visayas, Bicol, Northern Mindanao and National Capital Region.

Most of the stranded passengers were from Manila, with 3,035.

Thirteen areas in the Visayas and Mindanao were placed under Signal No. 2, while 19 were placed under Signal No. 1 due to the storm.

Basyang is expected to make landfall late Friday or early Saturday between Southern Leyte and tip of Surigao.

Basyang to make landfall midnight


MANILA -- Tropical storm "Basyang" (international name Kajiki) intensified further on Friday afternoon, placing 34 areas under public storm warning signals, state weather bureau PAGASA said.

In a press briefing, weather forecaster Chris Perez said Basyang was packing maximum sustained winds of 85 kilometers per hour (kph) near the center and gusts of up to 100 kph as it continues to move towards the Southern Leyte-Surigao del Norte area.

Basyang was last spotted 201 kilometers east of Surigao City, Surigao del Norte at 4 p.m.

According to PAGASA, Basyang is forecast to move west at 33 kph.

At this rate, the storm is likely to make landfall over Southern Leyte and the northern tip of Surigao del Norte area around midnight.

Perez said Eastern Visayas, Central Visayas and Caraga regions will experience stormy weather tonight until Saturday.

According to PAGASA officer-in-charge Vicente Malano, the cyclone is not likely to weaken even after it hits land.

"Pag nag-landfall po siya ay hindi po siya gaanong hihina dahil hindi naman malaki yung babanggain niyang bundok sa Siargao Island... Puro katubigan din po yung dadaanan niya," he explained.

But he said the storm is not expected to intensify further due to the presence of the northeast monsoon (amihan).

Storm surge alert

Meanwhile, residents living in coastal areas under storm signal number 2 are alerted against storm surges around 1 to 2 meters high

Residents living in low-lying and mountainous areas under storm signals 1 and 2 should also prepare for possible flash floods and landslides.

"Huwag po tayong kumpiyansa dahil sa dala nitong hangin at pag-ulan. Mag-ingat po tayo," Malano said.

An estimated rainfall amount of 5 to 15 millimeters per hour (moderate to heavy) is expected within the tropical storm's 400-kilometer diameter.

Fishing boats and other small sea craft are advised against venturing out into the eastern seaboards of Central and Southern Luzon due to the surge of northeast monsoon.

PAGASA, meanwhile, said Basyang will not have a direct effect on Metro Manila.

This has caused a couple of correspondents to write to me asking what 'batten down' means. Many people may know what 'batten down the hatches' means, but some clearly don't, so here goes...

'Hatch' is one of those words with dozens of meanings in the dictionary. In this case we are looking at the 'opening in the deck of a ship' meaning. Ships' hatches, more formally called hatchways, were commonplace on sailing ships and were normally either open or covered with a wooden grating to allow for ventilation of the lower decks. When bad weather was imminent, the hatches were covered with tarpaulin and the covering was edged with wooden strips, known as battens, to prevent it from blowing off. Not surprisingly, sailors called this 'battening down'.

The above was explained, probably better than I just have, in the definitive record of history of nautical language, Admiral W H Smyth’s 1867 encyclopaedia The Sailor’s Word Book. He calls it 'battening of the hatches' but it is clearly the same expression:

    “Battens of the hatches: Long narrow laths serving by the help of nailing to confine the edges of the tarpaulins, and keep them close down to the sides of the hatchways in bad weather.”

The first citation of the explicit use of the phrase 'batten down the hatches' is from the 1883 Chambers Journal:

    "Batten down the hatches - quick, men."

MANILA, Philippines – A low pressure area over the Pacific Ocean is expected to bring bands of clouds and rains to Mindanao and parts of the Visayas, the state weather bureau said Tuesday.

As of early morning Tuesday, the weather disturbance was spotted some 530 kilometers east of General Santos City, according to an advisory from the Philippine Atmospheric, Geophysical and Astronomical Services Administration.

Due to the low pressure area, the Caraga and Davao regions of Mindanao will experience cloudy skies with light to moderate rain showers and thunderstorms, the weather bureau said.

“By Wednesday, the estimated center of the LPA is expected to traverse over Southern Mindanao, hence its cloud bands will affect most areas of Mindanao and Visayas which will bring scattered rain showers and thunderstorms,” Pagasa said in its weekly weather outlook.

Meanwhile, the northeast monsoon—cold winds from Sibera—continues to affect Luzon and Visayas.

“Over Metro Manila and the rest of Luzon particularly the eastern section, partly cloudy to cloudy skies will be experienced with some isolated light rains. This weather scenario will persist until Thursday,” Pagasa said.

Moderate to strong winds from the northeast will prevail over Luzon, Visayas and Eastern Mindanao and coastal waters in these areas will be moderate to rough, Pagasa said.

The weather will gradually improve in the country’s southern parts during the weekend.

“On Friday and Saturday, gradual improvement of weather condition is expected over Visayas and Mindanao,” it said.

But the prevailing northeasterly surface wind flow will continue to spawn isolated
light rains over the eastern sections of Luzon, while Metro Manila and the rest of the country will see generally fair weather, Pagasa said.
