as of mid-morning today, monday, 23 september 2013:

The state weather bureau downgraded its rainfall alert from orange to yellow midday Monday, but moderate to heavy rains spawned by the storm-enhanced southwest monsoon were still seen.

Placed under yellow alert by the Philippine Atmospheric Geophysical and Astronomical Services Administration past 11a.m. were Metro Manila, Rizal, Bulacan, Pampanga, Zambales, Bataan and portions of Laguna, Quezon, Cavite and Occidental Mindoro.

â€œModerate to at times heavy rainfall are expected over Metro Manila, Rizal, Bulacan, Pampanga and portions of Laguna, Quezon, Cavite, Batangas and Occidental Mindoro which it persist within three hours,â€ it said.

Flooding was threatening in low-lying areas.

MANILA, Philippines â€” A new low pressure area was spotted near Oriental Mindoro midday Wednesday, the state weather bureau said.

The LPA was last observed 320 kilometers west of Oriental Mindoro, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.

Cloudy skies with light to moderate rains and thunderstorms were forecast over western section of Southern Luzon and Western Visayas.

Moderate to occasionally heavy rains, meanwhile, were seen over Mindoro Provinces and Northern Palawan, including Coron Island which may trigger flashfloods and landslides.

The southwest monsoon is also affecting Central and Southern Luzon and Visayas.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Quedan left the Philippine area of responsibility at around 4 p.m. yesterday as it moved toward the northern part of Taiwan.

PAGASA weather forecaster Aldczar Aurelio said Ramil, another storm from the Pacific Ocean is expected to enter the Philippines, this afternoon.

Ramil (international name Danas) was moving at 30 kilometers per hour (kph) and has maximum sustained winds of 65 kph, PAGASA said.

Aurelio said Ramil was expected to follow the track of Quedan and would not make landfall, although it would affect the country.

Quedan was moving northwest toward southern Japan.

At 5 p.m. yesterday, the eye of the typhoon was spotted at 610 kilometers northeast of Itbayat, Batanes or 410 kilometers east of northern Taiwan.

It has maximum sustained winds of 150 kph near the center and gustiness of 185 kph. It was moving west-northwest at 15 kph.

By this afternoon, Quedan is expected to be 540 kilometers north of Itbayat, Batanes.

Sa dihang hapit na maglandfall si Santi nagbag-o ang ijahang direction. Instead nga west-northwest (padung sa La Union) mius-us pa south. Hapit gani maigo ang Manila. Kung sa Quezon pa to naglandfall, direct hit ang Manila. Mao ning importante kaajo ang preparedness ug communication sa PAG-ASA.
