Temperatures begin to cool, says Pagasa

MANILA, Philippines—Temperatures are starting to cool as rainy season nears, the state weather bureau said.
In Metro Manila, the highest temperature on Thursday was recorded at 29.2 degrees Celsius at 8:30 a.m., the Philippine Atmospheric Geophysical and Astronomical Services Administration said.

The highest temperature for summer this year in Metro Manila was recorded at 36.6 degrees Celsius last April.
But Alvin Pura, weather forecaster of Pagasa, said the easterlies is still the prevailing weather system. The easterlies is the weather system for summer.

He said the rains experienced all over the country is only part of the transition to the rainy season.

The southwest monsoon or hanging habagat is the dominant weather system during the rainy season.

Pura said the rainy season may be declared as early as first week of June provided the criteria for the rainy season have been met, which includes a  rainfall of 25 millimeters over five days, with three successive days of at least 1 millimeter of rain.

Meanwhile, an intertropical convergence zone in Palawan and Mindanao will bring light to moderate rains and thunderstorms in Central Luzon, Metro Manila, Calabarzon, Mimaropa, Western Visayas and Mindanao, Pagasa’s bulletin said.
The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly over the western section, it added.

Light to moderate winds blowing from the east to southeast will prevail over Luzon and Visayas and from the south to southeast over Mindanao. The coastal waters throughout the archipelago will be light to moderate, it also said.

PAGASA: Potential cyclone nears PHL, poses threat to Mindanao

A potential cyclone—a low-pressure area—is now inside the Philippine area of responsibility and may pose a threat to Mindanao, state weather forecasters said Thursday.
 
PAGASA forecaster Alvin Pura said the LPA formed inside the Philippine area of responsibility Thursday morning and is embedded in the inter-tropical convergence zone.
 
"'Yung inaasahang LPA nabuo na. Nariyan nakapaloob sa ITCZ ... sa loob na ito," Pura said in an interview on dzBB radio.
 
But he said there is still no storm signal raised yet, though the LPA has a good chance of intensifying into a cyclone.
 
Should it become a cyclone, it will be locally codenamed Dante. However, PAGASA forecaster Joey Figuracion earlier said their models show the cyclone may veer north toward the Taiwan area.
 
"Kung napunta sa area ng Pacific papuntang Japan, pwede maging ganap na bagyo," Pura said.
 
Threat to Mindanao
 
Meanwhile, PAGASA's 11 a.m. advisory said the LPA and the ITCZ may trigger flash floods and landslides in Mindanao.
 
It said that as of 8 a.m., the LPA was estimated at 580 km east of Hinatuan, Surigao Del Sur, embedded in the ITCZ.
 
"These weather systems will affect Bicol region, Visayas and Mindanao," it said, adding the whole Mindanao "will experience cloudy skies with moderate to heavy rains and thunderstorms which may trigger flash floods and landslides."
 
"Residents in these areas are advised to take all the necessary precautionary measures," it added.

Davao floods

Some residents of Davao City were preemptively evacuated from their homes Wednesday night as heavy rain caused floods in several parts of the city.
 
The water level at Balusong River started to overflow as of 10:30 p.m., said the city government's disaster risk reduction and management council in a post on its Facebook page.
 
It also noted persistent rain in the uplands.
 
No one was initially reported injured or missing in the wake of the floods.
 
PAGASA had said the rainy season has not officially begun, but added a low-pressure area approaching from the east may enter the Philippine area of responsibility this weekend and likely trigger the rainy season.

‘Dante’ racing out of PH

MANILA, Philippines – Tropical storm “Dante” (international name: Yagi) increased its speed as it continued to move away from the Philippine territory on Monday, the state weather bureau said.

The center of storm “Dante” was last observed 1,030 kilometers northeast of Basco, Batanes as of 4a.m., the Philippine Atmospheric Geophysical and Astronomical Services Administration said.

“Dante” packed maximum sustained winds of 75 kilometers per hour near the center and gusts of up to 90 kph. It is forecast to move north northeast at 15 kph.

Although too far to directly affect any part of the country, “Dante” will continue to enhance the southwest windflow that will bring rains and thunderstorms particularly over the western sections of Southern Luzon, Visayas and Mindanao.
Pagasa clarified, however, that it is not officially rainy season yet.

“Mimaropa, Bicol region and Western Visayas will experience cloudy skies with light to moderate rainshowers and thunderstorms. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening,” Pagasa said in its weather bulletin.

Moderate to strong winds blowing from the southwest to west will prevail over Extreme Northern Luzon and its coastal waters will be moderate to rough. Elsewhere, winds will be moderate to occasionally strong coming from the southwest with moderate to occasionally rough seas, it added.

PAGASA: Potential cyclone threatens west Luzon, Visayas with floods, landslides

Flash floods and landslides threaten the western parts of Luzon and Visayas Thursday as a  low-pressure area, just outside the Philippine area of responsibility enhances the southwest monsoon, state weather forecasters said.

PAGASA forecaster Gener Quitlong said their models show the LPA intensifying into a cyclone. However, it is not likely to enter the Philippine area of responsibility and may instead move toward Vietnam.

"Nagpapalakas ito ng habagat," Quitlong said in an interview on dzBB radio.

But if the LPA intensifies into a cyclone and enters the Philippine Area of Responsibility, it will be codenamed Emong, he said.

Thursday outlook

For Thursday, PAGASA said the southwest monsoon is affecting the western sections of Luzon and Visayas.

"Calabarzon, Mimaropa, Western Visayas and the provinces of Zambales and Bataan will experience cloudy skies with moderate to occasionally heavy rain showers and thunderstorms which may trigger flash floods and landslides," it said in its 5 a.m. bulletin.

It added Zamboanga Peninsula, Northern Mindanao and the rest of Luzon and of Visayas will be cloudy with light to moderate rain showers and thunderstorms.

The rest of Mindanao will have partly cloudy skies with isolated rain showers or thunderstorms, it added.

Also, moderate to strong winds from the southwest to south will prevail over the western sections of Luzon and Visayas and the coastal waters along these areas will be moderate to rough.

Light to moderate winds coming from the southeast to south will prevail over the rest of Luzon and Visayas and from the northeast to north over Mindanao with slight to moderate seas. — DVM/ELR, GMA News

Classes suspended in major Manila universities

MANILA, Philippines —Torrential rains prompted the suspension of classes in major schools and universities in Metro Manila Thursday.

The Pamantasan ng Lungsod ng Maynila (PLM) announced the suspension of classes in its twitter account @AngPamantasan.
“Due to heavy rains and extreme flooding, classes and admin works in PLM are suspended effective 4 PM. PLM-CEP” it said.
Dr. Bryan Bustamante, vice dean of College of Arts and Sciences of San Beda College said on Twitter (@TheBedan) that “classes are suspended from 4 p.m. onwards, today, June 13.”

The University of the Philippines Manila said that classes and offices were suspended at 3:30 p.m.

“At 15:30, classes and offices have been suspended at UP Manila due to bad weather. Be safe,” Chancellor Manuel Agulto tweeted using @UPManilaOnline.

The official twitter account of Far Eastern University @FarEasternU announced: “Classes in FEU Manila are suspended due to continuous heavy rainfall and flooding in surrounding areas.”

The University of Santo Thomas, which lies along flood-prone España Boulevard, also suspended its classes as announced by the school’s central student council.

“Due to the continuous rainfall and flooding inside UST, all classes are suspended from 3PM onwards today,” the council said, quoting the Office of the Secretary General.

Adamson University also suspended classes according to the official twitter account Adamson University (@AdamsonUni).
“Classes and work today are suspended effective 4 p.m. due to inclement weather. Stay safe, Adamsonians,” it said.
De La Salle University (@DLSUManila) suspended classes on all levels and all campuses including offices.

“DLSU announcement as of 4 p.m.: Classes at all levels and in all campuses (except STC) including office work are suspended from 4:20 p.m. onwards,” it said.

St. Paul University Manila also announced the suspension of classes through the Twitter handle @SPUQC1946.
“Due to excessive rains and flooding in Metro Manila, classes in SPU Manila are suspended today, June 13, from 4 p.m. onwards,” it said.

Colegio de San Juan de Letran, meanwhile, announced in its official Twitter account (@LetranOfficial) that it was not suspending classes in the collegiate level.

“Classes in the collegiate department will go on as usual,” the Manila-based college said.

PAGASA: Tropical depression Emong to affect PHL until Friday

Tropical Depression Emong will affect parts of the Philippines until at least Friday, state weather forecasters said at the start of the week.

PAGASA forecaster Jun Galang also said they are monitoring a cloud formation that could become a low-pressure area off Ilocos later this week.

"[Ang epekto nito] itong buong week hanggang Friday. Kung walang pagbabago by Thursday makakalabas ng Philippine area of responsibility," Galang said in a Monday interview on dzBB radio.

While Tropical Depression Emong was too far to directly affect any part of the country, it would enhance the southwest monsoon, which will bring rain mainly to Luzon and Visayas.

He also said that as Emong moved northward, the weather in Mindanao would gradually improve while Luzon and Visayas can expect more rain.

Meanwhile, Galang said there was a chance a low-pressure area would form off Laoag in Ilocos Norte province later this week.

"Papalabas siya may chance mabuo na LPA west ng Laoag, makakadagdag sa epekto ng habagat," he said.

Emong

PAGASA's 5 a.m. bulletin said that as of 4 a.m. Monday, Emong was estimated to be 300 km east of Virac, Catanduanes.

It had maximum sustained winds of 55 kph near the center and was forecast to move north-northwest at 13 kph.

"Mimaropa, Bicol region, Visayas, northern Mindanao and Caraga will experience cloudy skies with moderate to occasionally heavy rain showers and thunderstorms which may trigger flash floods and landslides," it said.

It added Metro Manila and Ilocos, Calabarzon, Zambales and Bataan and the rest of Mindanao will be cloudy with light to moderate rain showers and thunderstorms.

The rest of Luzon will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms, it said.

PAGASA also said moderate to strong winds from the southwest to southeast will prevail over Luzon and coming from the southwest to west over Visayas and Mindanao.

Weather Update: June 29, 2013

Sorry karon pa ko ka lili ug balik dinhi kay busy sa work. Wa koy connection so dili ko ka update ninjo.

But tinood, naay bagjo karon sa Pilipinas ug usa na kini ka tropical storm ug ginganlan kini ug Gorio. Sa pagkakaron si Gorio naka landfall na sa island of Samar ug naa na sa may 40 km west of Catarman, Northern Samar. Naa na ni sija sa Sorsogon area.

Si Gorio may gikusgon nga 65 kph ug nagdagan sa kakusgon nga 22 kph pa west-northwest.
