TY Pablo update: Typhoon Pablo has made its third and hopefully final landfall in the Philippines in Roxas, Palawan Province. Ang mga lungsod sa Roxas, San Vicente, Dumaran, Araceli, Taytay, and the northern and central portions of Puerto Princesa makasinati ug stormy weather nga may hangin nga may gikusgon nga 120 kp/hr.

Wa jud intawon ni maanand ug Bagyo ning lugara ni. Dili gyud mga typhoon proof ilang mga balay ug bisan ang evacuation center kay lagi way bagyo maabot aning lugara. Nakaanhi man jud ko aning mga dapita ug sa tinuod lang kinadaghanan jud ug walang wala diri. Gagmay ilang mga balay didto ug puro pa jud kahoy maong mag expect jud ta hagsa tanan.

Weather Update: 9:47 a.m. December 6, 2012

Sa pagkakaron si Typhoon Pablo naa na sa West Philippine Sea o approximately 370 km west of Coron, Palawan. May gikusgon kini nga 120 kph ug nagdagan pa NorthWest sa gikusgon nga 9 kph.

Ang storm warning signal number 1 nakataas pa gihapon karon sa Calamian Group of Islands.

325 dead, hundreds still missing due to 'Pablo'

NEW BATAAN, Philippines (UPDATE) - The death toll from a typhoon that ravaged the Philippines jumped to 325 on Thursday with hundreds more missing, as rescuers battled to reach areas cut off by floods and mudslides due to typhoon "Pablo" (international codename, Bopha).

"We have 325 dead and this is expected to rise because many more are missing," civil defense chief Benito Ramos told a news conference.

Ramos noted that figures on the fatalities and missing persons were "rising rapidly from single- to triple-digits" as rescuers reach more remote areas.

In a report released Thursday morning, the National Disaster Risk Reduction and Management Council (NDRRMC) said 379 were missing and 411 were injured.

"Communications are bogged down, there is no electricity, roads and bridges have been destroyed," Ramos said.

"We're still on a search-and-rescue mode," he added.

Ramos meanwhile warned seafarers to exercise caution even though Bopha blew out to the South China Sea overnight Wednesday.

"It does not mean that our waters are safe now," he said.

Typhoon Pablo slammed into the southern island of Mindanao Tuesday, toppling trees and blowing away thousands of homes with 210-kilometer (130-mile) per hour gusts before easing and heading towards the South China Sea.

Most of the deaths were in the gold-rush mountain towns of New Bataan and Monkayo due to typhoon-spawned landslides and flash floods there, Ramos earlier said.

Twenty-one people were killed in other parts of the southern island of Mindanao and the central islands, he added.

Cabinet members Mar Roxas and Corazon Soliman, who flew to the south to inspect the damage, described scenes of utter devastation with thousands of houses ripped apart and corpses lying on the ground.

"These are whole families, six or seven names with the same surnames. It is saddening to think entire families have been washed away," Interior Secretary Roxas said.

"There is hardly any structure that is undamaged," he said in an interview over ABS-CBN television.

"We need to rush to these areas body bags, medicines, dry clothes and most importantly tents, because survivors are living out in the open," Social Welfare Secretary Soliman told AFP.

Bodies caked in mud were being transported on the back of army trucks and laid out in rows on tarpaulins where relatives searching for missing family members broke down as they identified the shrouded corpses of loved ones.

Shell-shocked survivors scrabbled through the rubble of their homes to find anything that could be recovered among a surrounding wasteland of flattened banana and coconut trees.

Ramos said over 250 other people were still missing, while 401 others were treated for injuries.

About 167,000 people remained huddled in evacuation centers, mostly crowded schoolhouses, gyms and other government buildings, officials said.

Meanwhile, rescue personnel still struggled to reach areas cut off by the storm where many more casualties might be found.

President Benigno Aquino said he hoped the country was learning from its frequent natural disasters, including the roughly 20 cyclones that hit each year.

"Any single casualty is a cause for distress. Our aim must always be about finding ways to lessen them," he told reporters in Manila, while pointing out the "big difference" in casualty counts compared with previous storms.

The more than 500 dead or missing in Pablo was still below the 1,200 deaths from tropical storm Sendong (Washi), which hit in December 2011, leaving hundreds of thousands homeless in Mindanao, he said.

Aquino said the government was investigating why an army patrol base in New Bataan, which was washed away in the flash floods, had been located in a flood-prone area.

Officials were also checking reports that an evacuation centre there was among the structures wiped out in the floods, the president added.

"According to (survivors), there is a small lake on the mountain that gave way so the waters flowed down, not just along the rivers... but all across, like a waterfall, bringing a slurry that covered the whole town," Roxas said.

One shelter there had caved in during the typhoon, forcing the people inside to flee to an even smaller building, he said.

Pablo was the most powerful of the 16 storms to pummel the Philippines this year, though Mindanao is not usually on the front line.

Regional military spokesman Lieutenant Colonel Paniza said three soldiers taking part in rescue operations were killed in New Bataan, with eight others from the same unit among the missing.

"It is quite sad and tragic. They were actually there to be ready to help our countrymen who may be in trouble," Roxas said.

A group of rescue volunteers lifted Carlos Agang to safety after they found him, in a tattered shirt with a fractured leg and bruises, clinging to a boulder by a river in this town in Compostela Valley, the province worst hit by Typhoon Pablo [Bopha].
 
"I can't believe it. I didn't expect to see people survive two days after they were swept by flood and mud," fire volunteer Mark Roman Jumilla told Reuters.
 
"For two days, he survived on coconut and water. He lost his family when floodwaters swept a temporary shelter area where he and his family sought refuge," Jumilla said.
 
Rescuers also found alive a pregnant woman on the other side of the river with her one-year son who escaped floods that swamped their house after Pablo hit land on Tuesday.
 
"It happened so fast. Water came rushing to us while we were leaving our house to move to safer grounds," Lenlen Medrano, 23, told Reuters as she was being carried by soldiers in a stretcher.
 
"I prayed hard over and over until we found ourselves on the riverbank," she added.
 
A Reuters photographer saw four bodies near the spot where Agang was rescued. The river's current was strong, making it hard for rescue teams to reach other survivors.
 
Typhoon Pablo, with central winds of up to 115 kph (71 mph) and gusts of up to 145 kph (90 mph), was moving west-northwest of the central Philippines and was expected to be over the South China Sea on Friday.
 
Hundreds missing
 
The head of the national disaster agency said 332 people were killed and 379 were missing after Pablo triggered landslides and floods along the coast and in farming and mining towns inland in the southern Mindanao region.
 
The death toll could rise further, with local government officials reporting higher numbers of missing and dead.
 
About 20 typhoons hit the Philippines every year, often causing death and destruction. Almost exactly a year ago, Storm Sendong killed 1,500 people in Mindanao.
 
Arturo "Arthur" Uy, governor of Compostela Valley, said the latest estimates show 200 died and almost 600 remained missing in his province. Official tally by the disaster agency earlier on Thursday show 184 died and 356 missing in Compostela Valley.
 
Uy said search and rescue operations were continuing, particularly in far-flung areas in New Bataan town, where a three-year old child was plucked from under a crumpled house on Wednesday, more than 24 hours after the typhoon made landfall. The child's mother and a sibling are missing.
 
"I believe we can rescue more people," Uy told Reuters.
 
"This is the first time a typhoon with signal number 3 crossed our province. We evacuated people from riverbanks and shorelines. But the floods and strong winds battered not just the riverbanks but also places where residents were supposed to be safe."
 
Uy said a village hall, health centre and covered court in New Bataan, where residents took shelter ahead of the typhoon, were completely washed away by floods and mud.
 
Nearly 200,000 people remained in shelters in more than a dozen provinces in Mindanao, as officials appealed for food, water and clothing.
 
A few residents in Compostela Valley started repairing their houses, while housewives washed mud-drenched clothes and used fallen trees for cooking in makeshift stoves outside homes. But for majority, rebuilding will not be easy.
 
"I don't know what to do now," coconut farmer Roger Calarian told Reuters while queueing for a rice ration at the center of New Bataan town. "I lost my house, I lost my livelihood. I want to rebuild my hut but I don't think I have the energy to do that now."
 
Calarian said he and his wife were lucky to have survived when coconut trees crashed on their house on Tuesday. "We prayed, hugged each other until the winds calmed down, and then we crawled out to safety," he added.
 
Environment Secretary Ramon Paje said small-scale mining is partly to blame for the disaster, adding officials of Compostela Valley gave out mining permits even if the national government has not allowed small scale mining in the area. — Reuters

Most illegal logging 'hot spots' located in 'Pablo'-hit provinces — DENR chief

About 80 percent of the remaining illegal logging “hot spots” in the country are located in the provinces hardest hit by Typhoon Pablo, which left a trail of devastation in the Visayas and Mindanao, Environment Secretary Ramon Paje said Thursday.

Paje said the remaining hot spots are concentrated in Region 13 (Caraga Region) and Region 11 (Davao Region), which includes Compostela Valley, where the highest number of fatalities from Typhoon Pablo was recorded.

“This is now proving that total log ban is right,” Paje said. “Several quarters are criticizing the declaration of a total log ban, but look at what happened?”

He was referring to Executive Order 23 that President Benigno Aquino III issued in February 2011. The order stopped all authorized logging operations in natural forests nationwide, virtually halting timber extraction of about 300 million board feet a year.

Paje said the implementation of EO 23 has drastically reduced the illegal logging hot spots to 31 from a high of 197.

Disaster management officials said over 300 died from “Pablo,” most of them from New Bataan town in Compostela Valley. Hundreds more were still missing as of Thursday afternoon.

Paje said the tragedy shows “that we really must stop timber harvesting especially in our natural forests.”

Task force

Aside from the presence of communist insurgents in the illegal logging hot spots, Paje said they also have to deal with fully-armed groups employed by the illegal loggers.

“That’s why lately, Interior and Local Government Secretary Mar Roxas, Defense Secretary Voltaire Gazmin and myself, and the chiefs of the Armed Forces of the Philippines and the Philippine National Police, signed a resolution converting the anti-illegal logging operations in Mindanao into a military operation,” he said.
 
Resolution No. 2012-005 of the Anti-Illegal Logging Task Force (AILTF) empowers the military to monitor illegal mining in Mindanao. The military-led anti-illegal logging drive will begin this month.
 
“We have requested the military to take the lead because the groups in these areas are armed and we have lost so many employees already in these areas. Good thing the AFP has agreed and starting this month, the anti-illegal logging campaign is now a military operation in Mindanao,” he said. — KBK, GMA News

Sa pagkakaron si TY Pablo mikusog na pud ug balik. Gikan sa usa ka Tropical Storm nahimo na pud sijang usa ka Typhoon ug karon naghulga sa western section of Central and Northern Luzon. Si Pablo karon naa sa 430 km west of Zambales Province and moving north north-east sa gikusgon nga 15 kp/h.

Magbantay ang mga taga Northern ug Central Luzon kay may dakong posibilidad nga ug mabag-o ang dagan ni Pablo maglandfall unja ni sa Central or Northern Luzon. Ang gikusgon sa hangin ni Pablo karon misaka sa 165 kp/h gikan sa 110 kp/h ganihang buntag.

Maglandfall sa tip of Northern Luzon, then mag-u-turn pabalik sa Pilipinas na pud then make landfall again sa Bicol then Southern Luzon.
