Weather Update: 6:23 PM, August 12, 2013

Si Labuyo karon naa na sa dagat sa West Philippine Sea, west of Pangasinan Province. Si Labuyo mibangga sa bukid sa Sierra Madre ug tungo niana, mihinay sija karon ug usa na ka Category 2 Typhoon gikan sa usa ka Category 4 Typhoon.

Si Labuyo karon nagdagan padung northwest nga direksiyon sa gikusgong 24 kph.

Unjang gabii o ugma sa kaadlawon, August 13, 2013, expected nga si Labuyo makagawas nas PAR.

Nagsige pa ug uwan Bay Mike pero hinay hinay ra unja panagsa ra. Ganina ganing buntag hapit moinit pero milandung ug balik. Wa namay storm warning signal ang Manila ug pagawas na pud si Labuyo. Depende sa mga airlines kung magpalupad ba ug idru.

Uwan gikan sa Habagat maoy peligro ani kay gibitad mang Labuyo ang Habagat. Untag hinay ra nga habagat.

1 killed in Benguet landslide; Kennon Road closed

(Updated 4:18 p.m.) One person was killed in a landslide blamed on Typhoon Labuyo (Utor) in Benguet province, the Office of Civil Defense in Cordillera said Monday.

OCD Cordillera director Andrew Alex Uy also said bad weather conditions forced the closure of Kennon Road, which many motorists take when heading to Baguio City.

"(May) lalaki naglilinis ng kanal at tinamaan ng landslide," Uy said in an interview on dzBB radio.

Citing initial information reaching the OCD, Uy identified the fatality as Jomar Salicong, 22.

In a text message to reporters, Supt. Davy Vicente Lim-mong, spokesman of the Cordillera regional police, said the incident happened around 8:30 am at Km 14, Kabuyao Poblacion, Tuba, Benguet. Salicong was rescued by his companions and brought to the hospital but died while being treated.

A separate report on dzBB said a second landslide occurred in Benguet but there was no initial report of casualties.

Uy said Kennon Road was closed to traffic due to powerful winds. "Open ang Marcos Highway (pero ang) abiso namin kung maaari huwag muna mag-travel," he said.

He also said at least 71 families or 841 people in Cordillera were evacuated. He added some parts of Baguio City are without electricity, with business establishments using generators.

Missing fishermen

Meanwhile, the National Disaster Risk Reduction and Management Council's (NDRRMC) noon update said 42 of 51 fishermen earlier listed as missing in Catanduanes had returned home safely.

However, this left nine still missing, even as 14 were still missing in Camarines Norte, the NDRRMC added.

In Pangasinan, at least 25 fishermen, on board three boats, have been reported missing since last week.
 
Senior Insp. Ryan Manongdo, spokesman of the Pangasinan provincial police, said the nine crew of boat Bon-Bon and 10 crew of boat Super Boy left Brgy. Cato in Infanta on August 5 and 8 respectively.
 
He said there was still no sign of Typhoon Labuyo (Utor) when the fishermen went to the sea. The 19 fishermen, however, have yet to return as of this date.
 
Also, six fishermen from Bolinao have been reported missing.

As of 8 a.m. Monday, the NDRRMC said Labuyo affected 244 families or 1,003 people in Central Luzon and Bicol.

As of 8 a.m. Monday, 8,927 people were stranded, along with 34 vessels, 669 rolling cargos and 10 motor bancas, the NDRRMC said.

A blackout was also reported in Aurora, where Labuyo made landfall.

PAGASA had said Typhoon Labuyo is expected to exit the Philippine area of responsibility early Tuesday.

As of 5:00 AM today, August 13, 2013, duha na ang kumpirmadong patay tungod sa pagkuso kuso ni Labuyo sa Luzon. Ang usa kadtong taga Baguio City nga natabunan ug lanslide ug ang ikaduha gikan sa Nueva Vizcaya nga naanod sa baha sa dihang nagkuha sa kabaw nga gitugway.

Sa mga missing nga mangingisda, 9 na lamang ang nabilin. 3 ani ang gikan sa Bicol (original count was 32) samtang ang 6 gikan sa Pangasinan.

A low-pressure area off Batanes intensified into a tropical depression early Saturday, with state weather forecasters locally codenaming it Maring.
 
But PAGASA forecaster Manny Mendoza said Maring has little chance of making landfall over the Philippines as it is moving east.

The Japan Meteorological Agency also considers both weather systems as tropical depressions.
 
PAGASA's 5 a.m. advisory said Maring was estimated at 230 km northeast of Itbayat, Batanes as of 4 a.m., with maximum winds of 55 kph near the center.

It is forecast to move east at 7 kph and is forecast to be 390 km northeast of Itbayat, Batanes Sunday morning and 560 km northeast of Itbayat Monday morning.
 
By Tuesday morning, it is expected to be at 790 km northeast of Itbayat, Batanes.

PAGASA said Maring may bring rainfall of 5 to 10 mm per hour (moderate to heavy) within its 200-km diameter.
 
It added Maring may enhance the southwest monsoon, which will bring light to moderate rainshowers and thunderstorms over the western section of Northern and Central Luzon.

Mendoza said their models indicate Maring and Nando may eventually interact as they head south of Japan, but may do so after exiting the Philippine area of responsibility.
 
"Ang isa moving east at ang isa moving west-northwest. Pwede maghilahan at pwede magsama, at lalakas yan (One is moving east and the other is moving west-northwest. There is a chance they can interact and intensify and even merge)," he said.

PAGASA's 5 a.m. bulletin said Batanes will have rains and gusty winds with moderate to rough seas.
 
It added Ilocos, Cordillera, Cagayan Valley, CARAGA, and Northern Mindanao will experience cloudy skies with moderate to occasionally heavy rainshowers and thunderstorms which may trigger flash floods and landslides.
 
Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms, it added.

Also, PAGASA said moderate to strong winds blowing from the southwest will prevail over the rest of Luzon and the coastal waters along this area will be moderate to rough.

Si Maring sa pagkakaron naa na dapit sa may 230 km east of Itbayat, Batanes kay ang dagan ani ni Maring pa East-NorthEast padung sa Okinawa, Japan. As of the 11:00 AM bulletin sa PAG-ASA wa na mahimutang sa storm warning signal number 1 ang Batanes.

Nagdali nis Maring ug ngadto sa Japan kay tagbuon nija ang usa ka LPA pud (LPA 99W) ug matud pa sa taho ni Taga Tigbotoy, may posibilidad nga magsANIB PUwersa ni si Maring (TD98W) ug si LPA 99W.

Weather Update: 9:42 AM, August 18, 2013

Si TD Maring napadajun sa ijang dagan pa east-northeast sa gikusgon nga 11 kph. Wa nay storm warning karon pero kusog ang pagbira ni Maring sa habagat mao nga nagsige ug uwan ang tibuok Luzon specially sa western ug southern sections.

Gibana bana nga si Maring mo-uturn na pa saka inig abot nija dapit sa Okinawa ug mosumbalik ngadtus Taiwan ug China.

Mao ni karon ang latest satellite picture ni Maring gikan sa PAG-ASA:

Tungod ni sa ijang interaction sa usa pud ka Tropical Depression 13W (LPA 99W nga karon usa na ka bagjo) nga tua sa Japan dapit. Mao ni gitawag ug Fujiwara Effect or Direct Cyclone Interaction.

Mao ni pud karon ang forecast track ni TD 13W although di na ni mosud pas PAR:

MANILA, Philippines—The state weather bureau re-issued a red rainfall alert in Metro Manila and several provinces in Luzon at the first hour of Monday.

With the red alert, severe flooding is expected as heavy to intense rains continued to affect Metro Manila, Bataan, Zambales, Bulacan, Pampanga, Tarlac, Rizal, Cavite, Laguna, Batangas and Northern Quezon for the next three hours, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said at 12:10 a.m.

Moderate to heavy rains were also monitored over Nueva Ecija and the rest of Quezon.

The incessant heavy rains were caused by the southwest monsoon (hanging habagat) enhanced by tropical storm Maring (international name: Trami).

Earlier at 9 p.m. Sunday, Pagasa issued the red rainfall alert in Metro Manila and the provinces of Bataan, Zambales, Bulacan, Pampanga, Tarlac, Nueva Ecija, Rizal, Cavite, Laguna and Batangas.

After enhancing the southwest monsoon that has dumped rain over a wide swath of Luzon in the past several days, Tropical Storm Maring (Trami) is moving erratically and may linger inside the Philippine area of responsibility until Thursday.

Large parts of Metro Manila are already flooded, with classes suspended in most areas.
 
PAGASA forecaster Manny Mendoza said Maring is interacting with another weather system outside the Philippine area of responsibility and has repeatedly changed direction.
