Participants in the recently-concluded Sangguiang Kabataan National Congress 2010 held in Panglao island are in quandary
because of the failure of its president Jane Censoria Cajes to present the financial statements during the affair.
In their e-mail message sent to Bohol media outlets, they said, "Sa kanyang talumpati kanina sa Panglao Island Nature Resort (PINR) sa harap ng mga kabataang Pilipino, na nagtiisniis sa mala-impiyernong venue ng proper program, ni katiting ay hindi niya binanggit ang tungkol sa status ng financial statements." (In her speech before the SK members held at the Panglao Island Nature Resort, Cajes, SK national president, did not mention anything relative to the status of the financial statements.)
They claimed that since the last National Congress held in Subic, they already demanded for the financial report which Cajes failed to present, and up this time when the same annual event was held here.
These alleged unaccounted money include (a) PhP10 million provided in 2008 by presidential fund; (b) PhP10 million given in 2009 by DENR; (c) financial statement (FS) of 2008 regarding congress in Cebu; (d) FS of 2009 congress held in Subic Bay; and (e) FS of National Convention and launching of Sama-sama Para sa Kalikasan held in
Bohol.
The participants also insisted that Cajes should likewise render her report on the donations coming from the Philippines Charity Sweepstakes Office, Philippine Amusement and Gaming Corporation, Department of National Defense and other private donors such as The Bar.
CAJES' REPLY
SK Pres. Cajes said the financial statements are ready.
The SKNF has commissioned an external bookkeeper and auditor who checked, verified, and helped the federation to prepare the financial statements. All documents (receipts, invoices, vouchers) are intact and they are in proper order in the custody of our office.
Cajes produced a certification from an accountant identified as Maria Annabelle Honculada certifying that the SKNF has commissioned her to perform bookkeeping and auditing/accounting of the funds of the federation and their respective disbursements and expenditures to constitute the Financial Statement of the federation.
On the request that it be published in Facebook, Cajes said she's afraid the website is not the official venue to publish such official documents.
In her two-page statement issued, Cajes retorted saying the malicious accusations spread thru e-mail were plain and simple political black propaganda.
She suspected that the derogatory statement posted in Facebook was orchestrated by people or group who are desperately opting to start chaos, since the congress that has recently been concluded was a tremendous success.
Answering the allegations hurled against her, Cajes said "I have never hidden anything from the people, most especially the SK sector which I am serving with all the best I can".
