Risky Areas in Bohol Mapped Out

Operating on the belief that disaster risk management is better addressed by communities, the disaster and civil defense teams at the Provincial Disaster Coordinating Council (PDCC) are now mapping areas across the island that are in the path of danger of natural and possible man-made calamities, says PDCC executive officer Lt. Col. Raul Mendez at the Kapihan sa PIA.

The maps have been based on scientific projections, historical traces of disasters and global positioning system coordinated to exact pin-point accuracy on areas.

By so doing, communities within the identified areas can pre-plan their action so they can integrate emergency responses, hinted Office of the Civil Defense Provincial Coordinator Engr. Ver Neil Balaba.

Known as Hazards Mapping and Assessment for Effective Community-based Disaster Risk Management otherwise nationally known as READY project, it aims to address disaster risk management at the local levels by institutionalizing standardized DRM measures and processes and empowering the most vulnerable communities on DRM, the READY concept plan states.

READY program components include Multi-hazard identification and disaster risk assessment, community based risk disaster preparedness and maintaining risk reduction into local development planning processes.

Engr. Nolan Evangelista, research analyst of the Philippine Volcanology and Seismology (PHILVOLCS) said they have initiated hazard mapping which includes identifying potential areas for ground rupture caused by faults, ground shaking, liquefaction hazard, earthquake induced landslides and tsunami hazards.

Meanwhile, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAG-ASA) have accordingly prepared the map for potential risk communities on threats of rainfall-induced landslides, floods and flashfloods as well as storm surge hazards, PAG-ASA’s chief meteorologist Emmanuel Oronan reported.

In Bohol, identified as with risk of ground rupture are those within the Tayong fault in Loay which extends to Lila and the Sierra Bullones faults.

Named rainfall-induced landslide areas are the mountain barangays of Jagna, Sierra Bullones and Loboc.

While floods and flashfloods are identified in Loboc and Loay river basins as well as Inabanga’s Wahig river catch-ment areas. Many still believe the Abatan River could deal in disaster to residents along the riverbanks.

Storm surge areas in Bohol are the Southeastern coasts of Bohol including Garcia Hernandez, Jagna, Duero and Anda.

After completing the map, planners said they would proceed to the component on community based disaster preparedness which would establish the community based early warning systems and its educational components, Balaba said.

it nice to hear the sensitivity of the government to establish emergency or disaster preparedness to the community to minimize effects.
