Bohol Rep. Edgar Chatto has been invited to the global climate change conference in Spain next month as a Philippine delegation’s necessary part coming from the country’s legislature.

The congressman of the First District of Bohol is the chairman of the special Committee on Climate Change of the House of Representatives.

The important gathering will be the 25th Session of the Conference of Parties (COP 25) taking place in the Spanish capital of Madrid on December 2-13.

Chatto said this is a “very important opportunity for learning, engaging with relevant stakeholders on climate change, and ensuring that the legislative agenda of the committee remains true to its international commitments.”

The delegation will be headed by the Climate Change Commission (CCC), which is the National Focal Point of the Philippines to the United Nations Framework Convention on Climate Change (UNFCCC).

“I personally like to focus on possible policies and legislative interventions resulting from the conference so that the Philippines can better prepare for climate change adaptation and mitigation,” Chatto said.

According to the solon, climate change being a worldwide phenomenon, it is very crucial to know what are the latest occurrences and dreaded indicators at the global level now.

Key issues of negotiations at the COP 25 include cooperative approaches and international carbon market mechanism; international mechanism for loss and damage; guidance to the
Green Climate Fund and Global Environment Facility regarding the policies and programme and eligibility criteria; long-term climate finance; and Adaptation Fund.

Other critical issues to be dealt with are the clean development mechanism; effectiveness and enhancement of the Committee on capacity-building; development and transfer of technologies; public registries under the Paris Agreement which ensure transparency; common timeframes for nationally-determined contributions; biennial transparency reports; adaptation; joint work on agriculture; and work programme on gender. 

Prior to the Spain conference, Chatto is poised to deliver a House privilege speech on climate change in observance of November as Climate Change Awareness Month. (Ven rebo Arigo)
