SHE is the countrya's President, but she remains the dutiful wife to First Gentleman Jose Miguel Arroyo who recently underwent open-heart surgery for dissecting aortic aneurysm.

As such, she set up temporary office at the St. Luke's Hospital, cut short her investment promotion trip to China to 12 hours only, and moved her visit to Bohol to inaugurate the P2-billion Bohol Circumferential Road Improvement Project Phase 2 (BCRIP 2) and the P64-million Jagna Roll on-Roll off Port Improvement Project from May 5 to May 9.

Gov. Erico Aumentado who Tuesday had dinner with the President in Malacañang said barring unforeseen circumstances, she will arrive in Jagna by chopper at 10 a.m. for a private meeting with Bohol leaders at the Jagna Central Elementary School (JCES), unveil the marker for the Jagna port, drive through the BCRIP 2 until Barangay Pangdan and back to the Jagna Cultural Center for the program, and have lunch at the town hall courtesy of Mayor Exuperio Lloren.

Aumentado said expected to be with her are Public Works and Highways Secretary Manuel Bonoan, Japanese Ambassador to the Philippines Ryuichiro Yamazaki and Manila chief representative Hiroshi Togo of the Japan Bank for International Cooperation (JBIC), among others. To note, JBIC funded funded the project through a loan extended to the Philippines.

In the audience will be the mayors and some constituents of Jagna, Candijay, Guindulman, Duero , Garcia-Hernandez , Valencia and Dimiao - the towns traversed by Package 2 of the project undertaken by C.M. Pancho Construction.

By 2 pm, the governor said she will fly back to Cebu for other commitments while Yamasaki, Togo, Bonoan and the other guests will drive to Tagbilaran to unveil Kilometer Zero “ the marker for BCRIP 2" and speak during the ensuing short program.

This time, in the audience will be the mayors and constituents of Lila, Loay, Albur, Baclayon, Tagbilaran, Cortes, Maribojoc, Loon and Calape, which are traversed by Package 1 of the project undertaken by Hanjin Heavy Industries Construction Co., Ltd.

Meanwhile, Aumentado said, inauguration for the Bayongan Dam of the P3.2 billion Bohol Irrigation Project Stage 2 (BHIP 2) has been deferred upon the suggestion of Malacañang’s Protocol Office.
Although the dam itself has been completed, the water collected has not risen enough to the level that will allow its flowing to the main and lateral canals upon opening of the gate valve.

Besides, the ricelands near the main and lateral canals are still being leveled by the farmers, but are not yet ready for planting, hence the water from the dam, if released for the inauguration rites on May 9, will only be wasted.

The Protocol Office advised that the opening of the gate valve is the President’s main activity in inauguration irrigation projects. Considering the water level however, a May 9 inauguration of BHIP 2 will not be as impressive.

We failed to consider that because we believed that the rains we experienced already marked the advent of the rainy season. Since it did not turn out to be such, we will move the inauguration to after the election, perhaps in June,” the governor said.

Meanwhile, the inauguration of the Welcome Center at the Tagbilaran City Tourism Port will be held earlier: at 10 a.m. today. On hand to lead the rites are Tourism Secretary Joseph Ace Durano, Philippine Ports Authority (PPA) Assistant General Manager Raul Santos who is the concurrent district manager. He was among those bullish for the construction of the Welcome Center , Aumentado added.

Among others, the Bohol Tourism Office, the Provincial Tourism Council will hold office at the center while the Department of Tourism Region 7 office will set up a soft office there too.

The Presidential Visit Committee headed by my Chief of Staff, Engr. Emmanuel Caberte will preside over the final meeting Monday at breakfast at the Bohol Tropics Resort. Expected at the meeting are key personnel of the Office of the President-Special Operations Group (OP-SOG) composed of Protocol, Presidential Management Staff (PMS) and the Presidential Security Group (PSG) to inspect the various sites to be visited by the President, he said.
