Roundly eight of every 10 Boholanos are satisfied by the leadership and services of Gov. Edgar Chatto, according to the latest survey done by the Holy Name University (HNU) Research Center.
Results of the Bohol Poll 2011 of the public pulsing institution in this part of the country show that Chatto, whose administration turns exactly 10 months today, garnered a telling net satisfaction rating of 77%.
The trust score attributed by his government fellows to what they call Chatto's "selfless servant leadership" is reputed to be highest given to a sitting Bohol governor ever.
They noted that the governor instituted not just institutional reforms but positive transformation as well in the work attitudes and service ways in the rank and file of capitol upon assuming post in July last year.
The results of the survey done from April 2 to 19 were released by the HNU Research Center, which is mastered by the Social Weather Station (SW#S), just on Thursday.
Chatto polled highest in the First District at 86%, followed by 79% in the Second District and 69% in the Third District, the province's biggest congressional district with 19 towns.
Seventy-one percent (71%) of the Tagbilaranons gave the governor a satisfaction rating of 71%, which is 28% higher than their score for City Mayor Dan Lim. Lim only got 43% in the people's satisfaction survey for the top city hall tenant.
Survey respondents were asked if they are satisfied, dissatisified or not satisfied at all by their elective leaders' execution of official mandates.
Excluding Tagbilaran City, the rest of the First District comprised by 14 towns gave the governor a record net trust card of 91%.
Also Bohol-wide, Vice Gov. Concepcion Lim earned 50% net satisfaction, and garnered even higher at an identical 60% among the class E and 35 to 44 years old survey respondents.
Chatto, in tandem with the first Bohol vice governor, has introduced unprecedented initiatives in provincial governance, including the HEAT Bohol Caravan which delivers capitol programs and services right to the constituent doorstep.
He is also the first and only provincial chief executive to hold four governor's offices, three of them being his main office at capitol building, his extension office at the Governor's Mansion, and his governor's sub-office in Talibon.
Chatto also holds office at a devolved hospital depending on schedule. There are 10 hospitals managed by the provincial government as an offshoot of the devolution mandated by the Local Government Code of 1991.
In addition, he has instituted every Monday as the People's Day at capitol, allowing his constituents from all walks of life to see their governors on varied concerns, even including confidential personal problems.
Only six percent (6%) said they were dissatisfied while 11% were undecided, said the same survey.
Urban centers gave the governor a net satisfaction score of 79%, just two points higher than his rural rating.
Across brackets, the class ABC rated him 88%; class D, 79%; and class E, 71%.
Eight of every 10 Boholanas said Chatto satisfied them while the male sector gave him 75%.
The governor also polled highest at 90% satisfaction rating among those aged between 35 and 44 while he got 74% from among the younger people of ages 25-34.
Younger Boholanos of ages 18-24 gave him 62% while he polled 67% among the elders between ages 45 and up.
The net total Bohol satisfaction rating of 77% for the governor is 28% higher than his 43% rating in the last round of the HNU Bohol Poll for the election period last year.
But the said survey was intended to determine who among the gubernatorial bets was most preferred by the electorate.
Chatto had the highest voters' preference, which was ultimately more than fully confirmed by his winning vote margin unprecedented in the history of Bohol's hotly-contested gubernatorial polls. (Ven rebo Arigo.)
