PCSO suggests raising bail
for “illegal lotto” suspects

THE final nail to seal the coffin for illegal numbers game may just be legislation, hinted Philippine Charity Sweepstakes Office VisMin Department Manager William Medici Thursday.

During a press conference at the Bohol Tropics resort, the PCSO authorities including Medici agree that illegal numbers game has dented on their operations.

The PCSO, a government mandated office to deliver charity assistance to poor patients run the traditional sweepstakes draws and daily lottos, its proceeds going to the common fund for the agency’s medical assistance and medical mission programs.

Their draws however provide a venue for illegal numbers game operators to ride on their draws to perpetuate an illegal small town lotto operation, robbing the government of revenues it can use for its service programs.

Stressing the need for coordinated efforts among local government executives’, their political will and sustained crackdown by law enforcement can make a difference, Medici added that PCSO intends to lobby separately for legislators to go for an increase in bail bonds for those apprehended.

In the government’s sustained drive against illegal gambling and the directive issued by the regional police chief to go hard on illegal gambling, police operatives here have sacked many persons suspected of collecting, coordinating and financing the illegal swertres, cockfights and card games.

Oftentimes however, it’s the swertres guys who often get out on bail immediately.

Over this, the PCSO Vismin manager said that a bail bond for suspects temporary liberty pegged at a measly P200 would be easy to put up by a financier.

He then suggested a legislation raising the bail bond as a solution to stop the vicious cycle of arrests and posting bail.

He said he also wants every police officer apprehending a bet collector to legally keep half of the confiscated bet money and gets the other half as soon as he sends the suspect to jail or puts him on a penalty.

That way, police officers would keep the enthusiasm in pursuing the case.

This as the PCSO could not yet assure the people that the entry of small town lotto could kill the illegal numbers betting victimizing the poor people on the towns.
