Massive Vote-Buying, Intimidation in Tagbilaran Elections

A massive vote buying wave and intimidation punctuated last Monday's election in the city.

Atoy Torralba, a balikbayan-son of former Mayor Joe Torralba was shocked on how fear engulfed the city on Election Day. He reported to the city PNP the indiscriminate firing done by armed men he identified as members of the dreaded task force of Mayor Dan Lim.

Torralba identified the task force members on board a white adventure owned by the city government as Guido Lopena, Jongjong Garcia and Filbert Ingles, the drug suspect who escaped during a raid conducted by SWAT members.
         
"I know some of them. But, I was shocked hearing how these (task force) men of the city mayor act," Torralba told radio listeners when he went live from the city police headquarters where he personally filed his complaint.

Reacting to the incident where armed task force members were allegedly involved in the indiscriminate firing, Vice Mayor Jose Antonio Veloso expressed surprise why the PNP could not arrest the armed task force members when they were seen roaming around the city since dawn of Election Day.

"It is public knowledge that these armed task force members are out to intimidate voters," Veloso said.

"It is surprising why PNP Prov'l. Director Rodolfo Llorca could not effect the arrest under a hot pursuit principle since they were identified by witnesses of the firing incidents," Veloso questioned.

Llorca, for his part said arresting the alleged armed men needs due process since the police was not present during the firing incident. Instead, he asked radio listeners to inform his men based at Camp Dagohoy the whereabouts of the vehicle as he assured to immediately dispatch a team to arrest the armed task force members.

The newly installed PNP prov'l director warned "police characters in the city which he vowed to eradicate sooner than the public expects."
