Flashfloods in Bohol Kills 3 Boholanos

Three people have perished as hectares of crops and infrastructure were destroyed from the relentless rains triggering flashfloods in several towns across the province.

The flashfloods have placed one municipality under a state of calamity as declared by the National Disaster Risk Reduction and Management Council (NDRRMC).

Armando Buticarlo, 65, of barangay Danicop, Rizalde Angcao, 13 of barangay Nan-od, both of Sierra Bullones and Herminia Curit, 37 of Candijay drowned in the floods.

As of presstime, the Bohol Office of Civil Defense (OCD) reported flashfloods in barangays Mayana, Calabasita and Alejawan in the municipality of Jagna; barangay Bugang Sur in Bilar town; barangays Pondol and Catagbacan Jandig in Loon; barangays Panaytayon, Pandan and Centro in Tubigon; barangays Lungsod-daan, East Canaya-on, West Canaya-on, Candulao, Manaba, Malinao, Antipolo, Datag, Tabuan and Togbongon in Garcia-Hernandez. There were also reported flooding in several areas of Calape, Clarin and Guindulman towns.

An estimated 10 hectares of rice fields were confirmed damaged by flooding while riverside areas have been submersed in water.
         
The OCD and the Provincial Disaster Coordinating Council (PDCC) initially placed the destruction of crops and properties at P10 million.

On Thursday, low-lying portions of the national highway traversing barangays Pondol and Catagbacan-Jandig in Loon had become flooded and impassable to light vehicles.

Likewise, water from the mountainous areas of Loon caused creeks in Pondol and Catagbacan to swell which blocked vehicular traffic in some parts of the highway of said town.

Meanwhile, the OCD also reported the overflowing of water on the banks of Liboron River in Calape.

Calape municipal councilor Marlon Jamila reported that some low-lying areas in Tubigon were also hit by minor flash floods. He said that flash floods were experienced in barangays Panaytayon, Pandan and Centro specifically in Sitio Ingod, as water overflowed in nearby Bateria River.

According to Jamila, the flashfloods damaged some pump boats along the shorelines while some structures have reportedly collapsed in Tubigon.

Heavy and continuous rains also brought flashfloods in barangay Bacani in Clarin, as reported by Clarin civil defense deputized coordinator Isidro Arcales. The area has been hit by flashfloods several times in the past years which claimed the lives of a 74-year old man and his 6-year old grandson in December 2008.

Bohol Civil Defense Coordinator Ver Neil Balaba and a team from the PDCC inspected the affected areas in coordination with municipal disaster teams assessing the damages.

In Garcia Hernandez, Mayor Miguelito Galendez reported at least six barangays with damages in agriculture and waterworks systems as Manaba River and small creeks overflowed from its banks breaching into nearby rice-fields, residential areas. Some parts of the national highway were also rendered impassable to light vehicles.

Galendez said the town planning and agriculture officers have appraised the damages to crops at P5 million and another P1 million for public infrastructure, mostly waterworks systems.

Galendez added that some residents report a missing carabao and some calves, believed to have been washed away by the floods. He named affected barangays as Lungsod-daan, East Canaya-on, West Canaya-on, Candulao, Manaba, Malinao, Antipolo, Datag, Tabuan and Togbongon.

Rice almost ready for harvest was likewise washed out by the unusually huge bulk of water from the mountainous areas inundating creeks and food control dikes, Galendez reported.

Municipal information Officer Lindsey Marie Vismanos shared photos of people treading in waters flooding the national highway at barangay West Canaya-on.

She also said she received reports that waters went as high as neck-deep in some areas.

Mayor Galendez also reported that a barangay road leading to Togbongon from barangay Tabuan has become impassable due to a cut portion of the road caused by minor landslides.

In the neighboring town of Dimiao, hectares of paddies with rice ripe for harvest have been submerged in floodwaters.

A Dimiao resident bared the water level reached to about 4-meter deep in some areas.

The Philippine Atmospheric and Geophysical Services Administration (PAGASA) said the rains were caused by the cold front across Extreme Northern Luzon, while the wind convergence affected the Visayas and Mindanao regions.

The cold front, a complex weather system that brings the rains even in the beginning season of summer has actually heightened the effects of the onset of the La Nina phenomenon, said Engr. Emmanuel Oronan of the local weather station. (With reports from Anthony Aniscal & Rey Anthony Chiu)
