The Land Transportation Office (LTO) chief has recalled Friday the re-instatement of a former LTO registrar still saddled with charges of graft and corruption.

LTO Chief Reynaldo Berroya recalled the appointment of Leonardo Olayvar whom he designated to head the LTO Jagna extension office after residents of said town led by Mayor Exuperio Lloren padlocked the office last Monday to deny Olayvar from assuming his new post.

Upon knowing the resistance met by Olayvar, Berroya re-instated the former to the LTO regional operations section.

LTO Jagna registrar Joel Maloloy-on was retained on his post.

LTO Regional Director Alex Leyson told the Chronicle last Friday that "to break the tension," Berroya decided to withdraw the appointment of Olayvar.

Maloloy-on, in a separate interview with the Chronicle said that Olayvar allegedly presented the town officials his assumption papers signed by Berroya.

The Sangguniang Bayan of Jagna adopted a resolution objecting Olayvar's appointment which was addressed to LTO regional officer Atty. Alex Leyson, Lloren.

"As early as last week, the SB has crafted a resolution calling the LTO to block the Olayvar reinstatement but instead of acting on the resolution, the LTO has revved on the reinstatement by granting Olayvar his resumption papers," Lloren said.

Olayvar has been accused of graft and corruption while occupying the Tagbilaran Field Office. He was criticized for alleged giving of undue advantage to a brother in operating a monopoly of fixers and accredited motor and car insurance agencies within the LTO compound.

Leyson said operations of the LTO-Jagna office has resumed to normal last Friday.

Meanwhile, Leyson said another extension office will soon be opened in Tubigon as the Tagbilaran, Jagna and Talibon offices are now in full operations.

The LTO has consistently figured in the top corrupt government agencies as shown in the Holy Name University social weather surveys. This, many ascribe to the incorrigible practices at the LTO local offices that has contributed to the negative perception.
