I am against the CON ASS. Ilang gibuhat  para magpabilin sila sa pwesto. Kadtong last terrn na nga dili na makakandidato sa 2010, mobalik sila pagkandidato kay usabon man ang Constitution.

Ang utak , si Gloria, ang presidente nga walay "gloria".

ok raman nga naay changes..  kung buot huna-hunaon dapat man jud naay mga amendments nga buhaton sa atong constitution.. daghan man gud ang applicable sauna but d na applicable karon.. But the thing is given the kind of president that we have, makapaduda kung unsa jud ang tinuod niyang motibo.  d mawala sa huna2x sa mga katawhan nga naay jud ni binuang labi na sa mga issues nga gilambigitan sa atong presidente.. kay mahulog man gud nga ang main purpose ani kay para magdugay pa ang presidente sa iyang gahum nga gihuptan karon ug para dili mahibaw-an sa katawhan ang lain pang mga tikas nga gibuhat sa iyang administrasyon.. mao na nga para sa tanan dli pa karon ang sakto nga panahon nga naay change sa constitution..

cguro ok na if naa nay napili nga laing presidente..

changes is constant in this ever changing world. pero wrong timing at parang pinilit nila ang con ass(wang) kos these kinkoy congressmen does have a dark personal interest o hidden agenda. tapos ingon si gloria dia nya lam ito?

 :o    Naa unta consultation sa publiko labina sa mga constituents aneng mga politiko before mag una una sila.  Ma uwaw unta sila.  Nagboto nila ang mga katawhan, busa mo konsulta unta sila.

Dapat karon ang Supreme Court magpagawas ug ruling if CON ASS without SEnate participation is legal or illegal.

Kon legal man, atong dawaton  ug ibawal ang mga protest and rally. Kon illegal, ang gibuhat sa Congress,  walaon nila ang CON ASS.

Dba dapat separate man na ang judiciary, legislative ug executive nga branch sa government and dapat equal sila. Now, the sad thing is ang executive kay nanginlabot na siya sa judiciary, sort of ni-rule over na siya sa judiciary.. so sa karon kay d ta makasalig nga molihok ang supreme court nga walay gilabanan.. like sa nahitabo sa katong nag-ilis ug head ang supreme court, diba nanginlabot man ato ang atong matahum nga presidente... so good luck nlang jud ani.. hinaot lang mahuna-huna sa atong mga maayong congressman ang ilang mga apo nga pwede mag-antos tungod ani ilang way nahut nga desisyon.

ang cha-cha ay hindi sagot sa kasalukuyang hinaharap kundi nasa bawat isa sa atin kung paano sundin ang ating batas kaya hanggang ngayon usad pagong pa rin tayo at napag-iwanan na sa ibang bansa ng Asya.  ang kahirapan ng sambayanang Pilipino ngayon ay dapat pagtounan ng pansin ng ating gobyerno dahil yan ang ugat kung bakit maraming krimen ang nagaganap saan mang sulok ng Pilipinas.

Joaquin Bernas SJ, nga usa sa mga nagsulat sa 1987 Constitution, ang proposed amendments kinahanglan man muagi sa Senado ug pinaagi sa joint session, isugo ug ipatuman sa Commission on Elections ang plebisito ayha ma-ratify.

Nagpasumangil ra diay ni si Gloria ug gawas sa nasud aron ingnon nga wa siya'y kalambigitan aning kalihukan. Ang tinuod, sa listahan pa lang sa nagpanukala ani, duha ka Arroyo ug usa ka in-law ang nagpasiuna sa likod.

Ang dakong agenda mao ang pagbag-o sa sistema gikan sa presidential paingon parliamentary form of government. Kay sa parliamentary sytem, ang mupili sa Prime Minister dili na ang ordinaryong Pinoy kundi ang mga magbabalaod lang. Kung kusog ug lig-on imong party machinery, sigurado na ang kadaugan, bisag dili ikaw ang pinili sa mayorya sa Pilipino. Bisag sa presidential system, nga angay tabla ra ang gahom sa executive ug legislative branch, dali ra man gani kaayo ni Gloria imaniobra ang iyang mga "manok" pinaagi sa "pork" barrel (grabe gyud sa Congreso ang avian ug swine flu), labi na gyud ug mahimo ng parliamentary system.

Former ConCon delegate lambasts ConAss

SCHEMING, DECEITFUL, SHAMEFUL is how Natalio “Chito” Castillo Jr., former delegate to the 1971 Constitutional Convention (ConCon), describes the act of Congress whose members loyal to Gloria Macapagal-Arroyo approved last week in record time a resolution pushing for a constituent assembly (ConAss) that will amend the 1987 constitution. 

          The move to change the fundamental law of the land was included in Arroyo’s campaign platform during the 2004 elections and was considered as a high priority. Immediately after her victory the president issued Executive Order No. 453 creating a consultative commission whose task was to propose the "necessary" revisions on the charter.

          After about a year of consultations, the commission came up with proposals that included, among others, a shift to a unicameral parliamentary form of government.  This has been met with storms of protest from various sectors.  As a matter of record, then Speaker Jose de Venecia, alarmed by the enormity of such public outrage, announced in Malacañang that the House of Representatives will no longer pursue ChaCha. 

          Subsequent turn of events, however, prove that the much abhorred ChaCha is not dead. It has been resurrected by scheming members of Congress whose terms of office will end in 2010.  Majority of the Filipinos, however, are opposed to any amendment of the constitution claiming that these cunning legislators connived for the passing of the ConAss resolution.
 
          Having similar sentiment as that of countless Arroyo critics, Castillo warns that in countries where a unicameral parliamentary system is adopted there are no term limits of elected officials.  Thus, what he describes as the indecent haste by which the president’s minions passed House Resolution 1109 last Tuesday will pave the way for Charter Change (ChaCha) the primary aim of which is to lift the term limits of incumbent officials, specifically that of the president.

          The feisty defender of the constitution condemns the insistence of the officials of the Arroyo administration to push for ChaCha. “They do everything in their power to maliciously and immorally extend their positions in government,” he states.

          Arroyo has visited her district in Pampanga at least 16 times since January of this year to, according to her critics, ensure her election in 2010 as assemblyman under the amended constitution and to be elected as prime minister by her bootlickers in Parliament. Castillo views this as a ploy that will allow her to remain in control of the reins of government and continue to evade prosecution for the reported scams hounding her administration.

          Passing the ConAss resolution in just one day and half-a-night is, according to Castillo, an insult to the intellect of the majority of Filipinos who strongly believe that a ready-made version of a new constitution is, at any time, ready to be shoved to the public in a plebiscite before the scheduled 2010 elections. 

          “Why force the issue?” Castillo remarked, citing that past and current surveys reveal that a good three-fourths of the Filipinos are against changing the constitution.

          As regards economic development, the former ConCon delegate asserts that ChaCha will not immediately nor for the next ten to 15 years eradicate poverty and hunger which most of our brother Filipinos are mired in today.  According to him, amending the constitution will not build 40,000 school buildings nor generate enough jobs for the burgeoning number of unemployed college graduates. Above all, it will not give dignity back to the long-abandoned farmers and fisherfolks.

          Castillo then appeals to the three congressmen of Bohol to convince Arroyo, just this once and for the higher interest of the majority of the Filipino people, to reconsider the very unpopular move that is ChaCha.

          “Our representatives in Congress should persuade their president to leave ChaCha to the next administration and abandon this road to perdition or they themselves will face the wrath of an angry constituency,” he stresses.

          A son of Natalio Sr., former congressman and executive secretary of Pres. Carlos P. Garcia, Castillo also appeals to all Boholanos to stand up and be counted at this point in time more than ever in the past to stop the president and her political allies from “gang-raping” the constitution after having filched the national coffers through their reported scams and shady deals.

          “We should not forever be deceived and muted like clowns seemingly enjoying the mockery done to our revered constitution,” Castillo advises his “paisanos”.
 
          Lastly, the former ConCon delegate calls on every Boholano to pray for his country that it be spared from a dreadful catastrophe should the present leadership insists on the folly to extend the terms in office of elected government officials.

Because election fever is already in the air since three years ago, the negative reaction on HR 1109 is understandable.

But let us not be lost under all the emotionally-charged criticisms against the congressmen who voted the Con-Ass resolution and PGMA.

There is a logic and purpose to HR 1109 albeit it is a given it is open to attack. It is intended to prepare the scenario for the Supreme Court to rule whether or not in the method to amend the constitution by constituent  assembly the house of representatives and the senate should vote jointly (as one) or separately.

Never mind the contention that in a passage of law the house and the senate should vote separately, thus, in a more important measure of changing the constitution, with more reason that such manner of voting should also be observed.

The fact remains that in the language of the specific constitutional provision all it says is that "Congress" (contemplating both house and senate) will vote on the proposed amendment. And this needs to be resolved.

And the timing? Why must it be rushed now? Why not after 2010?  My bold forecast is that if this issue will not be brought to the Supreme Court now, it will just be forgotten after 2010. There is always an excuse to delay the amendments. We've seen this more too often since Pres. Ramos' time.

The unicameral parliamentary system makes economic sense to the politicians, because they need to campaign and spend only within their district or local constituency during the parliamentary election. And then the president of the dominant party among the elected lawmakers is almost certain to be chosen as prime minister.

There is no need to have a nationwide campaign for any single candidate as in a presidential sytem. There is also no need to incur the gargantuan cost that he or she will later recover through backdoor ties to favored businessmen or cronies (as Marcos did) or jueteng lords (as Erap did) or through paddings to foreign-funded projects like North Rail, ZTE, national road projects, dams (as Gloria does or attempted to do).

Still, parliamentary system is not the cure-all to our social ills. Given the institutional instability of our ever infantile democracy, legislative deadlock may result in an endless cycle of the parliament instigating a vote of no confidence against the prime minister or the prime minister dissolving the parliament. The parliamentary system has inherent instability that is only mitigated by a strong, efficient bureaucracy which is capable of operating the day-to-day business of government even when there is legislative impasse. Parliamentary systems are also stabilized by the ceremonial, non-political role of a monarch, emperor or royalty, which our country does not have (although it has a lot of royal wannabes.)  Likewise, given the current state of our bureaucracy which is corrupt, ridden with redtape and kowtows to the incumbent political leaders, I don't think the bureaucracy can function as a stabilizing force either.

Look at Thailand, a parliamentary system with a well-respected monarchy. Just as we've all thought it has zoomed past us in terms of democratic progress, it's back in a political morass.

I still believe that it's not the constitution, it's not the presidential system of government, it's not the bicameral congress, it's not the opposition and whatnot that's binding us from governing this divided polity. The fault, dear Brutus, is not in the stars or the forces outside us, but in ourselves.

I have seen pictures, posters, and other remnants of where the rally was heldand it did not appear much had gone on.

Never the same when election time comes around the hand will be out to accept monies for votes from the same persons awho are against con-ass.

I know so many want her ass-out of office and so many want here to stay in so I think it may be a 50/50 balance on whether she goes or stays.

Beware of those who sneak in at night! While the Filipino people were deeply asleep on the evening of June 2, 2009, sinister forces, consisting of Gloria Macapagal-Arroyo’s allies in Congress, once again launched a sneak attack to steal what was left of the little democratic space that the people still enjoyed. Under the leadership of Speaker Prospero Nograles, the House of Representatives forcibly rushed the passage of House Resolution 1109, thus paving the way for the convening of a constituent assembly to effect “Charter carnage.”

In spite of loud protests from the people, Ms Arroyo, through her cohorts, stubbornly maneuvers to pursue Charter change. Cha-cha is meant just to perpetuate an immoral and illegitimate regime. Ms Arroyo should instead pursue as her priorities genuine agrarian reform, employment generation, liveable wage, affordable education and services and all the other popular issues.

Ms Arroyo’s and her minions’ insistence on forcing Cha-cha clearly manifests their dictatorial bent. True sovereignty emanates from the people, not from mercenaries.

As a parliamentary form of government does not guarantee a solution to the sickening political crisis, Cha-cha will only make our economy and patrimony more vulnerable to unbridled foreign exploitation and plunder, thus further degrading our nation’s sovereignty and trampling the constitutional provisions on human rights and civil liberties. Therefore, the claim that Cha-cha will lead to substantial change is an outright lie meant to deceive the people.

Cha-cha, like its dance version which is performed with forward-backward steps, has been attempted in the past but ended up in failure due to massive protests. It is destined to fail again this time.

We, in the Promotion of Church People’s Response, call on all faithful to stand firm and defend our democratic rights and sovereignty.

This is not a guarantee.

There are those in the opposition who wants to change the Constitution, such as Sen. Pimentel and many others who are critical to the PGMA administration.

So long as the Constitution is not amended, even if all the administration candidates are junked, the Charter Change issue will be here to stay.

Ok kaayo ko nga naay mga kausaban sa atong Batakang Balaod, basta kini ipahigayon lamang sa tukmang panahon ug paga-apilan natong mga katawhan. Kon karon, labi na nga dili nila paapilon ang Senado, tataw kaayo nga may mga nagpahipi nga mga hinungdan ang mga sakop sa Kongreso nga hangul, buhaton ang bisan unsa basta magpabilin lang sa poder.

I would particularly advocate for changes in the language policy, nga unta hatagan og pagtagad ang pagpalambo sa mga regional languages aron dili mawala sa dayon. Maluoy ko sa mga beginners karon sa elementary kay gawas nga magkalisud pa sila sa subject (for example, Science), maglisud pa pud sila sa language kay Tinagalog man. That's two concerns in one classroom setting. Unlike sa una nga ang mga subjects sa Grade 1 and 2 were taught in the mother tongue, which resulted in better comprehension. UNICEF declared last year that the mother tongue should be used in teaching beginners as this will give them a chance to learn more and fast.

Mao ni ang mga ulohan sa mga libro sa dihang nagtungha pa ako nga Binisaya ang pagtudlo sa Grade 1 ug Grade 2:

"Nagkita na Gayod"
"Sa Kaumahan ug Kabaybayonan"
"Sa Sulod ug Gawas sa Panimalay"

And these are the lines that I can remember:

"Ligid, ligid . . .  pak!"  (The children were playing mudballs, nagpa contest kon kang kinsang bola ang mapusgay inig bangga.)

"Apil diri Inday. Inday apil diri." ( A reading and comprehension exercise. Sukdon ang paminsar sa bata kon mao ba gihapon ang iyang pagsabot kon balihon ang sentence.)

"Tiring-ting-ting! . . . Tiring-ting-ting! Pak! Pak! Pak! . . . Pak! Pak! Pak!" (This is that part of the reading exercise book nga ang setting nagtapok ang banay human sa panihapon, unya nag program-program, which was what our family also did sa una especially kon magpasiga si Tatay og Petromax bisan kon dili manu'o sa dagat.)

Kon moadto ka'g Baguio, gamay na lang ang maggamit sa ilang native language kay mas daghan na ang magTinagalog. 

Busa, kon naay pagbag-o sa atong Batakang Balaod, ipaapil gyud ang pag-ugmad, pagpalambo ug pagmatuto sa atong mga regional languages.

from what i remember, pimentel is partial to a shift from presidential to federal form of government... the present initiative of congress to change the constitution is obviously choreographed by malacanang in such a way that there will be a shift from presidential to parliamentary form. in fact, many people believe that this is the real objective of the attempt to change the charter to provide an option for GMA's continuing political ambition. all other reasons cited for the charter change initiative are mere justifications for this action to cloak their real intentions. if anyone can remember, the issue of charter change only came about after GMA's reelection. obviously, she is looking too far ahead than most people have been.

I am okay if foreigners can invest in properties to build business here to create livelihood here for the people who are barely getting any food put on the table.

I do not agree with CONN ASS when it is for making her stay in her reign as president.

I just want to see her sail out with grace and a more safe election being done here in the Philippines.

Elections are not worth killing or being killed over, and democracy means having a right to your own opinion.

I would like to say good luck for any new wonderful happenings for a new coming election.
