Top Bohol Officials United Against LTO's Olaivar

The supposed reassignment of a dismissed Land Transportation Office officer-in-charge to his former post at LTO-Jagna was met with strong objection by four officials led by Gov. Erico Aumentado.

Leonardo Olaivar was supposed to start holding office as OIC of LTO-Jagna last July 2.

The Office of the Ombudsman Visayas recommended the dismissal of Olaivar after he was accused of violating the Anti-Graft and Practices Act.

He appealed the Ombudsman recommendation and obtained a Temporary Restraining Order.

Two years ago, Olaivar was OIC of LTO-Tagbilaran when Gov. Aumentado sought his transfer for alleged widespread anomaly during his watch. He was immediately placed on a floating status at the LTO regional office after his Tagbilaran assignment.
          
Upon learning that he was up for reassignment in Jagna by virtue of an office order issued by Assistant Secretary Reynaldo Berroya of the LTO, Gov. Aumentado lost no time in mustering support from Jagna Mayor Exuperio Llloren.

Earlier, former Cong. Eladio Jala along with his successor-son, Adam, made known their objection to Olaivar's redeployment here.

When Mayor Lloren learned of Olaivar's comeback bid effective last Monday, he sought the permission of the governor to padlock the LTO office. The building is owned by the local government.

In a letter dated July 2, Olaivar told the Jagna mayor that he regretted having known that the LTO office was padlocked. He was asking for its key because he was ready to reassume office as head of LTO-Jagna.

Three days after his scheduled reassignment, Berroya issued a recall order and reappointed Joel Maloloy-om as OIC of LTO-Jagna. He used to be the OIC of the same office until the reassignment of Olaivar was announced.

Olaivar not only faced stiff opposition from the four Bohol officials.

The Jagna Sangguniang Bayan in a resolution passed last June 13, also protested Olaivar's reassignment.

Authored by Kagawad Senen Lloren, the resolution said that sometime in year 2000, a spot audit was conducted by the Commission on Audit. A subsequent audit the following year formed the basis for the filing of charges against Olaivar for malversation of public funds before the Office of the Ombusdman-Visayas.

According to the same resolution, the LGU-Jagna was not against the status of Olaivar's employment in the agency but its utmost concern was his reassignment to the LTO-Jagna which will probably defeat the purpose of this new administration advocating the essence for good governance.
