Bohol Shabu supply coming from Ozamis, Cebu

The supply of shabu circulating in the province comes from suppliers based in Ozamis City and Cebu City passing through the various ports where monitoring is reportedly presumed to be weak.

He said that these regular supplies are brought in by couriers who take the boats docking at the Tagbilaran City port as well as in the ports of Jagna, Tubigon, Loay, Talibon, Bien Unido, Loon and Getafe towns.

The PDEA officer admitted there is lack of coordination between the port police and the law enforcement agencies which makes drug trafficking "easy and smooth" even as he likewise complained on the lack of manpower to monitor all these ports of entry.

Valles likewise reported on existing Marijuana plantations in the province wherein some are being cultivated on movable containers and some on pots.

This had been monitored in the municipalities of Maribojoc, Loon, Bilar, Inabanga, Pilar, Danao, Sagbayan, Guindulman, Carmen, Garcia-Hernandez, and other mountain barangays in the province, based on the PDEA records.

However, the PDEA official denied reports that there are some drug manufacturing activities in the province.
         

During the months of September and October this year, PDEA-Bohol had recorded eight drug-related arrests, three of them involved possessors and five pushers.

During the period, there had been no much remarkable change in the price of illegal drugs, Valles added.

Valles, however, said that the prices of illegal drugs in Bohol, especially shabu, had "slightly went down" which he said can be attributed to the constant operation towards narcotics supply reduction and demand reduction of PDEA-Bohol.

The drugs supply and demand reduction programs of PDEA-Bohol has the support of other law enforcement units and the participation of concerned populace, he added
While he confirms zero presence of cocaine in the province, PDEA is having the problem in controlling the sale of Nubain since this is not classified as "dangerous drugs."

"There is no existing local ordinance that penalizes Nubain abusers," according to the PDEA official.

PDEA monitoring showed that Hydrochloride Methamphetamine, more popular as shabu, still remains as the favorite of drug users and pushers, while Cannabis Sativa or Marijuana ranks second.

Nubain, an injectible drug, remains the third choice of drug users.

"The street price of shabu ranges from P7,500 to P9,000 per gram, while a marijuana stick commands a street price of P10-P15," Valles reported.

On the prevailing drug situation here, PDEA-Bohol recommended the need to launch an anti-narcotics operation against high-profile targets, port interdiction by a joint team of law enforcement units, and province-wide drug prevention education seminars and symposia in schools and barangays.

PDEA also recommended Drug Detection and Information Gathering trainings for barangay police (tanods) with the aim of organizing our barangay intelligence network and to activate BADAC.

To also improve awareness on drug prevention efforts, PDEA proposed the institutionalization of on-the-spot essay writing and poster or slogan-making contests for secondary schools in every congressional district.

In the past two months, PDEA-Bohol had conducted one drug symposium participated in by 255 students, and had supervised the drug testing of the 41 graduating Criminology students.
