Bohol Police Fund Misused by a Tagbilaran Kagawad?

A city kagawad who is a member of the Integrated Bar of the Philippines (IBP) will be investigated by the Sangguniang Panlalawigan (SP) for the alleged utilization of funds for legal services to policemen who are counter-charged by persons they arrested.

Provincial Board Member Aster Apalisok-Piollo, chairman of the SP committee on public accountability, said she will set meetings this week to investigate on alleged anomalous and improper spending of funds of the Legal Assistance for Effective Law Enforcement Program (LAELEP).

Resolution No. 17, Series of 2009, of the Integrated Bar of the Philippines (IBP) Bohol Chapter, endorsed to the provincial government and the SP a Special Committee report, which found some financial transactions of a former chairman of the LAELEP to be "improper" and "anomalous" involving "amounts spent without authority or remained unliquidated".
          
The special committee report named city councilor and lawyer Danilo Bantugan for failure to prepare proper liquidation of "combat pay deductions" taken from salaries of policemen on a quarterly basis.

Bantugan was chairman of the LAELEP committee in 2005 and allegedly received the collections from policemen.

The report likewise contained other transactions made by Bantugan which utilized LAELEP funds but does not have supporting liquidation documents submitted to the LAELEP office.

The LEALEP program is an agreement between the IBP-Bohol and the provincial government to help policemen in the filing of cases against persons they arrest.

The LAELEP fund also takes care of lawyer's fees and other expenses of policemen who, in the course of the performance of their duties, are slapped with counter-charges by suspects they arrest.

During its creation, the provincial government initially funded the project in the amount of P450,000.

The IBP report endorsed to the provincial lawmakers likewise demanded for an accounting of a trip to Singapore.

BANTUGAN'S REPLY

City kagawad Bantugan said the issue is a retaliation after he exposed the alleged Bingo extortion involving a member of the city Sangguniang and his verbal tussle with Vice Mayor Jose Antonio Veloso.

He branded the news as "political character assassination aimed to decimate our reported plan to run for board member in the first district." Bantugan even announced that at least two gubernatorial bets are seriously considering him in their tickets.
