Bohol media firm accuses mayor of harassment

CEBU CITY—A media institution in Bohol has accused the mayor of Tagbilaran City of harassment by not issuing its business permit since last year.

Peter Dejaresco, general manager of Bohol Chronicle Radio Corp. (BCRC), said Mayor Dan Lim had also refused to accept the company’s tax payment. BCRC owns the community newspaper Bohol Chronicle and radio station dyRD.

Lim, who was elected to a third term on May 10, countered that the owners of the media company were just playing “God” to avoid paying the correct taxes even before he became mayor in 2004.

He said he discovered this only two years ago when he applied the matrix system in the tax collection or comparing the tax payments of the different establishments.

But Dejaresco said his company’s plight had nothing to do with tax issues but of Lim getting back for its critical reports.

He claimed that City Hall started harassing the media company when it criticized Lim for the opening of the drainage outfall along the shorelines of Graham Avenue near the port as it would endanger the environment.

Since then, Dejaresco said, BCRC was surprised to receive in 2009 a letter from city treasurer Visitacion Acero stating nonpayment of taxes. Acero, who died in late 2009, had signed the previous mayor’s permits issued to BCRC.

Dejaresco said BCRC had been “religiously” paying its taxes based on the city’s assessment.

It tried to pay its taxes in 2009 twice, but Lim refused to accept the payment, he said.

To show good faith and willingness to pay, he added, the tax amount was deposited in court.

Dejaresco said BCRC also filed a harassment case against Lim, the city treasurer and an accountant at the Ombudsman in the Visayas.

Lim said BCRC was found to be paying even less taxes than Sunday Post, a weekly newspaper smaller than Dejaresco’s company.

To prove that he did not favor anyone, the mayor said he even ordered his own sibling who runs the resort-hotel Bohol Tropics to pay taxes at least three times higher than its previous tax payments.

Lim said BCRC got angry with the city government and refused to have its books scrutinized to prevent City Hall from making the correct assessment of taxes.

He denied refusing to accept the tax payment of BCRC.

But Dejaresco said records would show that BCRC had been paying taxes based on the city’s assessment.

He denied that the company refused to open its financial records for review, saying it was Lim who withheld its documents when it applied for permit.

Lim said Dejaresco’s newspaper and radio had been attacking him for two years, but he added that he just kept silent.

Lim said he was even the target of unfounded accusations, such as being the protector of illegal gambling, drugs and prostitution.

This is just one case of media abusing a politician, claiming that the Dejarescos are playing “God” by ordering their people to attack him, he said.

Lim said he was collating evidence for libel and damage complaints that he planned to file against BCRC and its people.

Again no comments I suppose those who know better keep silent since they allegedly accepted his money to vote for him during last May's election.....(or was that just rumors that he paid any amount?)...

Foreigners are discussing amongst themselves if it is worth it to go into business here? Does anyone really want to fight the mayor for a business permit? The words for the past few years of several business owners are that they are operating for some time with-out permits.

It seems you can only get a business permit unless your licking this guys ______ royally and literally!

I have seen and heard with my own eyes how this man operates sometimes I think I am living in the old New York days when the mob would rule and control the place no mater how thuggish and rugged they were.

I am not sure if any of you recall when an American man was run over and killed by a city owned water truck whose driver was drunk and coming home from a company Christmas party on the evening of December 21st.

The American had lost too much blood and time had run out on trying to save his life as the blood bank was also closed at the time of the accident.

The city police, the water truck driver and the city water department engineer had also failed responsibility to notify the city mayor about the fatality caused by his city driver.

The run over dead beaten corpse of the American laid in state over the holidays with out a flowers, or offers of condolences from the mayor or his staff to the Americans fiancee or to his child born to his fiancee from Mabini, neither a sorry went to the young American victims mother back home in the states.

In fact it was a media person who had waited all day to present the death certificate and pictures of the naked and very dead American who laid atop the morgue table,to what is known as "Little Mayor" Mark Monton.

Nothing was done but the next day the mayor had suspended the dakbayan''s water engineer, The mayor was interviewed on the day that he suspended the engineer for his failing to notify the Mayor of the internationals fatality.

The mayor told the media that he planned to help the family of the victim but later it turned out to be all lies as he never did a thing for the family in the states or the fiancee with her 3 month old baby at the time or ever until this day has never done anything.

The couple were planning at the time to conceal their wedding vows in January but do to uncontrollable circumstances of being fatally killed by a drunk driver of the city in city owned property (the blue truck still sits in front of the police station today.... It is growing over with weeds by now.....

Nothing has been done until now for the young lady and her baby. It was by the heart of a good ATTY. here who helped the two victims with getting legal paperwork done, and getting a dual citizenship for the baby since the father was an American.

The baby is now receiving her late fathers American benefits. If not for the Atty. with a good heart this two Mom and BB would have been out on the street living....

Many attempts were made personally to Mark Monton and the Mayor to help give assistance....but they refused with cold heats and lack of compassion........

Does not seem like my kind of person to qualify as the peoples choice mayor....how anyone could want a person who treats people bad when they are down even at their worst is not good enough to be qualified as a mayor in my common sense head.

I guess people here like yucky tasting birthday cake and a few dollars to tolerate this type of mayor.

He has done good things as well but it is the bad that you do or the people say you do in how you are remembered.

It is already over a month since the elections took place the city looks awful and there are gangs everywhere standing by... to do just god knows what next?

The man lacks compassion for the type of job he is voted in to do. He lacks fairness and is biased to people who do not worship him.

I have witnessed so much bad here in Bohol I question this place as being a conservative and well known Catholic/Christian province that it is known to be when you have this kind of people as local and provincial government persons.

During a media event in medicines were being burned at the time the mayor and deputy Uy told the media that "WE OWE NOTHING TO THE FIANCEE AND THE BABY SINCE THEY ARE NOT MARRIED!" Grabe attitude for a mayor.

I suppose if it was your son this had happened to maybe you would see it different? If it was your daughter and your grandchild I guess you would see it different than you care to see anymore than you have to right now.

I guess selling yourselves as cheap (sort of like prostituting) you glory will last a few minutes or fast couple of seconds when you have spent the money supposedly paid for your vote.

I would really like to read here why someone would honestly vote for someone who operates a public office the way he is accused and known for doing?

There are reasons why Philippines is a third world country..... Keep voting those type of politicians and the country will never progress unless you vote with compassion for a mayor who is good and fair and one who does not play games and one who has compassion for all his fellow brothers and sisters.

Tomorrow is Philippine Independence Day and there is no flag or any sort of decorations on or near to city hall that even patronizes the country or the holiday itself?

A follow up from two days ago. yesterday during the Mayor's normal weekly radio reports the mayor was insulting the media and putting them down in the chroncle/dyrd. Saying that they did not have anyone working there with journalism degrees.... :o  Think again!

I must have to take this time to remind people that my friends who have contributed or been employed at Chronicle I know two of these guys pursued Journalism and mass media degrees at Stilleman University and University of the Philippines when the times of City'Hall's exposure had been raised in the twice weekly newspaper.

Now both these fine intelligent men are no longer with this outfit but one of them is still having stories submitted in the Chronicle. The most recent one who left the Chronicle is now writing for Inquirer from Manila and doing other simulated news across the country...he last worked at Chronicle around the beginning of campaign time.

One media writer even refused to be the writer for Mayor Lim during his campaign because he did not want to be paid to make someone look so good when he knows they are not...

I am not a hard butt I am an honest to the point butt head!!!

I have asked a question and until now no-one can answer it?
