Lawmakers welcomed the appointment of Associate Justice Maria Lourdes Sereno as next Supreme Court Chief Justice.

Speaker Feliciano Belmonte Jr. said Sereno was "a good choice" to be the next chief magistrate of the country.

"Associate Justice Maria Lourdes Sereno is a good choice. A new face yet an insider with a reputation for competence and independence. She will prove to be an effective leader of the Judiciary," said Belmonte in a statement.

"Let us all give our full support for the new Chief Justice," he said.

Eastern Samar Rep.Ben Evardone said he hopes Sereno can "infuse new ideas and fresh start for the Supreme Court."

"All sectors should rally behind her as she embarks on new reform measures and initiatives in the Judiciary," he said.

Quezon City Rep. Winston "Winnie" Castelo, for his part, also said that Sereno was "a wise choice."

"Newly designated Ma. Lourdes Sereno will certainly bring a fresh wind of change to the Judiciary. She will lead the reforms in the Judiciary to rid it of corruption and congestion of cases,"he said.

As the Ideological partner of President Benigno S. Aquino III, the Quezon City solon said Sereno is expected "to bring the reform agenda to the Judiciary."

President Aquino on Friday chose Associate Justice Lourdes Sereno, 52, as the country's 24th Supreme Court Chief Justice, replacing Renato Corona who was convicted by the Senate impeachment court in May.

Sereno is one of the President's three appointees to the SC. The two others are Associate Justices Bienvenido Reyes and Estela Perlas-Bernabe.

Before becoming Associate Justice, Sereno was executive director of the Asian Institute of Management (AIM), consultant for judicial reform of the United Nations Development Program (UNDP), and legal counsel of various government agencies including the Office of the President, Office of the Solicitor-General, Manila International Airport Authority (MIAA), Department of Agriculture (DA), Department of Trade and Industry (DTI), WTO-AFTA Commission, and the Philippine Coconut Authority (PCA).

She earned her undergraduate degree from Ateneo de Manila University and her law degree from the University of the Philippines Diliman, where she graduated cum laude and valedictorian.

Sereno thanked the President for appointing her as the country's top magistrate.

"I would like to thank the President for the trust that he has reposed in me," she said.

Sereno vowed reforms in the Judiciary.

President Benigno S. Aquino III appointed on Friday Supreme Court Associate Justice Maria Lourdes P. Aranal Sereno as the 24th Chief Justice of the Republic of the Philippines.

Sereno is the first woman chief magistrate of the highest court of the land and will be the longest-serving one because her term will expire on Aug. 16, 2030.

The appointment of Sereno was confirmed by Executive Secretary Paquino N. Ochoa Jr. in a two-page transmittal letter sent to the SC Clerk of Court on Friday.

Sereno replaced former Chief Justice Renato C. Corona who was impeached and removed from office on May 29, 2012 for culpable violation of the Constitution and betrayal of public trust.

Sereno was born on July 2, 1960. She was appointed by President Aquino to the SC on Aug. 16, 2010.

She was the first appointee of President Aquino in the Judiciary.

Sereno finished her A.B. from the Ateneo De Manila University in 1980, LL.B. from the University of the Philippines as valedictorian and cum laude in 1984 and LL.M. from the University of Michigan (United States) in 1993.

She was an associate professor of the UP College of Law from 1986 to 2006 and executive director of the Asian Institute of Management Policy Center from 2009 to 2010. (PNA)

Palace brushes off Sereno’s psych test

MANILA, Philippines -- Malacanang brushed off a report saying newly installed Chief Justice Ma. Lourdes Sereno flunked a psychiatric and psychological report.

In an interview with radio dzRB, deputy presidential spokesperson Abigail Valte said: “We will not comment anymore on the supposed results. The report had unverified sources.”

Nevertheless, Sereno was included in the shortlist passed by the Judicial and Bar Council (JBC), she said.

A Manila Times report on Friday said: “Based on an 11-page Psychiatric and Psychological Report submitted to the JBC by a group of two medical psychiatrists and two psychologists, Sereno and [Solicitor General Francis Jardeleza] got a grade of ‘four’ after the tests.”

A grade of 1 is the highest score, while 5 is the failing mark.

The Manila Times story also went on to quote the supposed report, which further said that Sereno is “dramatic and emotional, she appears energetic and all smiles and agreeable, but with religious preoccupation in almost all significant aspects of her life.”

The report also alleged Sereno “projects a happy mood but has depressive markers too. There is a strong tendency to make decisions based on current mood thus, outcome is highly subjective and self-righteous.”

An applicant to a position in the judiciary who gets a score of 4 shall not be recommended. The JBC, however, included Sereno’s name in the shortlist.

Joker Arroyo: Is Sereno now infallible like the Pope?

Senator Joker Arroyo hopes Chief Justice Lourdes Sereno will not mistake “God’s will” for infallibility.

A born-again Christian, the 52-year-old Sereno in her first flag ceremony on Monday in the Supreme Court with half of the 14 magistrates in attendance invoked divine intervention in her appointment by President Aquino to replace ousted Chief Justice Renato Corona.

“After the Chief Justice expressed her belief that she was anointed by the Good Lord as chief magistrate, I hope she would not think she has now the infallibility in her judicial opinions,” Arroyo said, tongue-in-cheek.

Arroyo, who voted against Corona’s conviction during his impeachment trial in the Senate, said the newly appointed Chief Justice might mistake her so-called divinely inspired appointment as authority to speak, like the Pope, ex cathedra “because she has angelical status, she crowned herself … the anointee of God!”

“When the Pope talks of matters about faith and morals, you cannot challenge that.  She was anointed by God! Isn’t that what she said?”

Trying to look serious, Arroyo recalled Sereno’s statement at the flag-raising ceremony and quoted newspaper accounts of the Chief Justice saying “she is there because of God’s will, not Malacañang’s will or the President’s.”

“Can you imagine that? When we talk about ex cathedra, that means infallibility, I hope (Sereno)  doesn’t think that way because that’s not good.  That doesn’t allow for dissent,” he warned.

Sereno, whose appointment broke the seniority rule in the tradition-minded third branch of government, also asked colleagues to shun intrigues.
