2Go Boat Collides With Sulpicio Cargo; 17 Dead, Many Missing

Divers from the Armed Forces of the Philippines (AFP) Central Command and the Coast Guard are now aiding rescuers looking for survivors in the aftermath of the collision between two ships off the coast of Talisay City, Cebu Friday night.

At least 17 people were reported killed in the maritime mishap.

Lt. Jim Alagao, AFP Central Command spokesperson, said that their divers and those of the Coast Guard are now helping in the ongoing search-and-rescue efforts.

He added that around 321 passengers are still missing and unaccounted for.

Coast Guard officials identified the two ships involved in the collision as the passenger vessel M/V St. Thomas Aquinas of 2GO and the cargo ship Sulpicio Express 7.

The collision occurred at Lawis Ledge off Talisay City at around 8:45 p.m. Friday.

Hundreds of passengers of the M/V St. Thomas Aquinas had to jump into the water as the ship began to sink.

A total of 692 passengers and crew members were reportedly on board the vessel.

Authorities said 575 passengers have been rescued, as of 12:35 a.m. Saturday.

The survivors were brought to different hospitals in Talisay City and Cebu City for treatment.

The M/V St. Thomas Aquinas came from Agusan Del Norte and was headed for Manila via Cebu.

Official Statement from 2Go Company:

At around 9pm of August 16, in the vicinity of Lawis Ledge, Talisay, Cebu, M/V St. Thomas Aquinas, a roro passenger vessel owned by 2GO Group was reportedly hit by M/V Sulcon Express 7, a cargo vessel owned by PSACC (formerly Sulpicio Lines) resulting in major damage that led to its sinking.

Immediately after the collision, the crew of the M/V St. Thomas distributed life jackets to the passengers and carried out emergency abandon-ship procedures. At the same time, the ship’s officers sent a distress signal to the nearest Philippine Coast Guard Station to alert them for immediate rescue operations.

The official passenger manifest of St. Thomas was 723 passengers and 118 crew or a total of 841 people and 104 equivalent 20 footer container units (TEUS). The vessel has an authorized capacity of 1,010 passengers and crew and 160 units 20 footer containers.

While the number of survivors and casualties are still being determined by proper government authorities and shipping officials, rescue operations by the Philippine Navy, Coast Guard, PSACC and 2GO Group are ongoing. 2GO Group has dispatched 2 of its fast crafts and passenger ship M/V St. John Paul which was in the immediate vicinity. Local fishing boats are also helping in the ongoing rescue operations.

The vessel came from Surigao and Nasipit Port bound for Cebu as a stopover port and then to Manila. It was estimated to arrive Cebu at 10 p.m.

2GO Group has activated its emergency onsite operations center at port to address all possible requirements for emergencies like this including providing assistance to survivors and coordinating other activities to attend to all the concerns of the passengers.

Meal packs and dry clothes have been distributed to passengers. Those needing medical attention have been attended to by onsite medical personnel while others have already been brought to nearby hospitals. The rest of the passengers have been offered accommodations at a nearby hotel.

The Vector M/T Vector, owned by Vector Shipping, Inc., at that time was on a charter voyage for Caltex Philippines, now Chevron.

The Vector's cargo ignited and caused a fire that rapidly spread onto the Doña Paz, which sank within minutes. Two of the 13 crew members aboard the Vector survived but all 58 crew of the Doña Paz died.

Ferry disaster is fifth tragedy for Philippine firm

A company whose cargo ship was involved in the Philippines' latest ferry disaster confirmed Saturday its vessels were involved in four other tragedies that claimed more than 5,000 lives.

The first of those accidents occurred in 1987 when the firm's Dona Paz ferry collided with an oil tanker, leaving more than 4,300 dead in the world's worst peacetime maritime disaster.

Philippine Span Asia Carrier Corp. chief executive and president Jordan Go told AFP his family's company owned the Dona Paz as well as the ships involved in the four other accidents.

But he insisted the company's track record had nothing to do with the accident on Friday night, when his firm's cargo vessel collided with a ferry that quickly sank, leaving 31 people dead and 171 missing.

"It's immaterial to what happened right now," Go told AFP when asked to comment about the firm's history of accidents.

In Friday's incident, the Sulpicio Express 7 cargo ship was trying to leave the central city of Cebu's port via a narrow channel while the St Thomas Aquinas ferry was trying to sail in the opposite direction, authorities said.

After the vessels collided, the ferry sank within 10 minutes while the cargo vessel was able to reach dock with its steel bow crushed in.

Maximo Mejia, head of government regulatory body the Maritime Industry Authority, said both vessels had previously passed safety inspections and were seaworthy.

"There is no reason to believe that the incident has anything to do with questions of stability or structural integrity of the ships," Mejia told reporters, indicating human error may be to blame.

Mejia noted that officials of both firms had been "fully cooperative", with Philippine Span Asia also helping out in the search.

Nonetheless, Mejia said he had temporarily suspended the fleets of Philippine Span Asia as well as that of 2Go Group, which owned the sunken ferry, pending investigations.

In October 1988, Sulpicio's Dona Marilyn ferry sank off Leyte island amid a typhoon, killing more than 250 people. In 1988, another 150 were killed when the firm's Princess of the Orient sank in a port near Manila in similarly bad weather.

It also owned the MV Princess of the Stars, which set sail during a storm in 2008 and sank. Only about 50 of the 850 people on board survived.

Arnie Santiago, head of the maritime authority's enforcement division, said Sulpicio Lines was suspended after the 2008 disaster, then re-emerged with its new name of Philippine Span Asia.

Go said changing the company name in 2009 was unrelated to the previous accidents, but did not explain what the reasons were.

Go is the grandson of Sulpicio Go, a Chinese Filipino businessman who founded the firm in 1973.

It cornered a major chunk of the domestic shipping industry in the 1980s by taking advantage of a law that reserved domestic routes for Filipinos.

Currently, its fleet consists of two passenger ferries and 10 cargo vessels that operate nationwide, Go said.

CEBU City Vice Mayor Edgar Labella called on search and rescue teams not to give up in their efforts to find passengers from the sunken MV St. Thomas Aquinas.

Recalling his own ordeal in the Sept. 8, 1998 sinking of the MV Princess of the Orient of Sulpicio Lines, Labella said he was afloat for 36 hours clad in a life vest until he was found by rescuers.

"I was the last survivor," Labella recalled. The vessel he rode in sailed from the port of Manila even in the middle of a typhoon.

It capsized about 12:55 pm. near Fortune Island in Batangas, leaving 150 of its 388 passengers dead.

Cebu City Mayor Michael Rama called a press conference to allow officials of 2GO to give updates on the search for passengers of their roll-on-roll-off ship which sank at Lawis Ledge in Talisay City last Friday night.

Labella recalled that he wore his life vest and jumped out of the boat when he noticed that it was about to capsize.

He said he never thought that he would survive the night.

He said his faith in God and prayers made him survive his ordeal.

"I am positive that there are more survivors in this sea mishap since the ship sank near the shoreline," he said.

Princess of the Stars 5th to sink, not 4th

MANILA, Philippines – I wonder why the vessel MV Boholana Princess, also owned by Sulpicio Lines, is never mentioned among the Sulpicio vessels that sank. I also wonder why there was no news of the sinking at that time.

I was a passenger on that ill-fated voyage and here’s my first-hand account: MV Boholana Princess left Cebu for Ormoc at 11 p.m. on Dec. 15,1990. Past midnight, the boat suddenly tilted to the left at an angle of 45 degrees. Passengers were startled out of their sleep, wondering what was happening. But there was no announcement through the public address system, or word from the ship’s captain and crew, about what was going on.

The passengers then scrambled to get life jackets. It was so dark outside the boat that jumping into the sea never crossed our minds. We were stranded for hours. Fishermen arrived to rescue us. But up to that point, there was still no announcement from the captain or from any crew member about what was happening. Finally, we started to evacuate the sinking vessel—with help from the fishermen, but none from the crew. Eventually, we all made it out of the ship.

Oh, by the way, before we left the boat, a guy asked us to surrender the vests we were wearing because they belonged to Sulpicio Lines. Yes, this happened many years ago, but everything is still so vivid in my mind because that incident made me scared of riding boats. This may be hearsay: while we were still on board, there was talk that the boat had hit a reef while the crew were in a drinking session. Still, we were all just grateful to God that nobody perished in that accident. It was all that mattered to us then—that we all came out of the accident alive.

In retrospect, we could have filed a suit against Sulpicio Lines because there was no announcement from the captain and crew about what had happened, and there was no rescue effort initiated by Sulpicio Lines.

Maybe the incident was never reported because there was no casualty. But all the passengers felt that the accident was caused by gross negligence. I hope an investigation into this incident will be conducted, because that will establish that MV Princess of the Stars was the fifth—not the fourth—Sulpicio ship to sink.

We checked this account with the Philippine Coast Guard. It is indeed on record that MV Boholana Princess, among 14 Sulpicio vessels that figured in an accident between 1986 and 1998, ran aground in 1990.—Ed. (A Letter from a PDI Reader)
