The Sangguniang Panlalawigan has frozen its action in aid-of-legislation, whether favorable or not, to the complainant-group called the Boholano Against Corruption, Oppression and Social Harassment (BACOSH) about the latter’s complaint filed with the Ombudsman Visayas against regional director Engr. Modesto Membreve of the National Irrigation Administration on graft and corruption and nepotism charges.
In its report, board member Engr. Gerardo Garcia, chairman of the SP Committee on Public Accountability, rendered the report during the regular session last Friday regarding the said recommendation to defer action on said complaint.
“The Body (the Committee) agreed to defer action of the said matter inasmuch as the said case has already been filed in the Office of the Ombudsman-Visayas,†said Garcia in his committee report signed by Committee vice-chairman and senior board member Atty. Dionisio D. Balite and member Atty. Abeleon Damalerio.
The said committee report as adopted by the SP did not say when it is going to act on BACOSH complaint. But it vowed to be always on guard as “watchdog to any complaints, grievances and concerns involving any office, employees and public personalities in the province of Bohol,†said the provincial lawmaker from President Carlos P. Garcia town.
The SP adopted and approved the said committee recommendation without much ado during the session.
The Committee on public Accountability was created by virtue of an approved Provincial Ordinance to consider complaints against non-elective officials and employees in government service. SP’s Committee on Good Government, on the othr hand, provides under the Local Government Code entertains only sworn complaints lodged against elective local officials.
