ULAP, Sigaw officials to face 'plunder' case
Oct. 29, 2006 - Bohol Standard

For allegedly spending millions in pushing the failed people’s initiative, backers of the movement are to face plunder cases.

A legal team from the camp of ousted former president Joseph Estrada is to file tomorrow graft charges at the Office of the Ombudsman against Union of Local Authorities of the Philippines (ULAP) officials and private individuals like Sigaw ng Bayan leader Atty. Raul Lambino for allegedly spending public funds amounting to millions of pesos for the signature campaign that was to pave the way for the government-backed charter change.

“They have spent so much since February (when the information campaign and signature gathering drivefor people’s initiative started),” Atty. Rufus Rodriguez, legal counsel of Estrada said.

The former president will ask the special division of the Sandiganbayan trying his own plunder case to allow him to personally file the graft complaint before the Ombudsman office tomorrow.

Rodriguez said ULAP had spent P181,000 each for one page ad in newspapers while at least P261,865 was paid for a 30-second television or radio advertisements.

“Who spent for all these? Being public officials they knew from the start that people’s initiative is illegal, ass the Supreme Court ruled that there is no implementing law or it,” Rodriguez said.

Romans 10:9-10
"If you declare with your mouth, Jesus is Lord, and believe in your heart that God raised him from the dead, you will be saved. For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved."
