TAGBILARAN CITY – A Special court for drugs cases for this city has been granted by the Supreme Court per request of Executive Judge Suceso A. Arcamo of Regional Trial Court (RTC) here.

The office of Judge Arcamo has issued this clarification following the receipt of high court’s “Notice”even before any body could make a unified similar request for the establishment of a special drugs court.

The said “Notice” informed Judge Arcamo that the “court en banc issued a Resolution dated June 18, 2013, which reads as follows: “A. M. No. 13-6-92-RTC (RE: Request of Executive Judge Suceso A. Arcamo, RTC, Tagbilaran City, for the creation of a special court for drugs cases in Tagbilaran City, Bohol). The Court Resolved, upon the recommendation of the Office of the Court Administrator.”

The Court administrator is tasked to “note” the letter dated August 1, 2012 of Arcamo and to “designate”branch 4 of RTC of this city as the Special Court for Drugs cases, the “Notice”received by Judge Arcamo and signed by Clerk of Court Enriqueta E. Vidal, pointed out.

Along with the “Notice” was the guidelines that mandated RTC 4 which “shall continue trying and deciding the cases pending thereat.” For such purpose, “trial has begun where the accused or any of the accused in a criminal case has been arraigned or where the pre-trial stage is not yet terminated in civil cases.”

The guidelines also mandated the branch clerk of court to forward the records of the cases, other than drugs cases, where trial has not begun to the RTC, Office of the Clerk of Court, Tagbilaran City, Bohol, for raffle among the other RTC branches.

Other RTC branches 1, 2, 4, 47, 48, and 49 shall continue trying and deciding drugs cases already pending at their respective courts. The clerks of courts of these branches shall also forward the records of drugs cases where the trial has not begun to the RTC, office of the clerk of court here.
The guidelines also set forth in the Supreme Court Resolution dated August 1, 2000 (RE: Designation of certain branches of the RTCs as drug courts) shall be observed insofar as they are applicable, the high court said in its “Notice.” The said “Notice” was furnished to the other RTCs for their information and action, the high court said.
