Appeals court orders passers’ oath taking

THE Court of Appeals the other day ordered a “selective retaking” of the test by the 1,687 examinees whose names were added to the list of passers after rejecting a formula for re-computing the results of the tainted June nursing licensure test.

THE COURT also ordered the Professional Regulation Commission to allow the passers to take their oath, but it said their license would be revoked once it was proved that they benefited from the test questions leaked before the exam.

Some 41,000 nursing graduates took the licensure test in June and 17,000 passed it. But the results have been held in doubt because test questions had been leaked to some examinees before the test.

The court said the new exam would cover only medical and surgical nursing and neuro-psychiatry, the areas where test questions had been leaked.

It also ordered the commission “to restore the names of the 1,186 successful examinees and include them in the list of the 41.24 percent who actually passed the June test.

Meanwhile, Malacañang yesterday warned commission chairman Leonor Tripon Rosero to stop defying the administration’s stand favoring a retake of the June test or face sanctions.

Rosero has said she intends to proceed with the oathtaking of the successful nursing examinees once a court order stopping her from doing so lapses.

“I do not know where Chairperson Rosero is coming from, but I think she should abide by the order of the President and the Cabinet for a retake of the exam,” presidential chief-of-staff Michael Defensor said. He made the statement even as a group criticized the National Bureau of Investigation’s report on the cheating.

On Wednesday, the bureau said it was filing charges against 17 people for leaking questions covered by the June licensure test.

But the Health Alliance for Democracy insisted that the bureau also charge the officials of the Professional Regulation Commission for the tainted test.

“What is surprising is that the NBI virtually exonerated [the commission despite suspicions] that the leak may have been going on for years,” group head Gene Alzona Nisperos said.
