A Malabon councilor has proposed before the city council seeking to prohibit students from entering internet cafes or other similar establishments during school hours.
Malabon first district councilor Ma. Anna Lizza G. Yambao said that she filed the proposed ordinance after noting that some students cut class just to surf the net or play on-line games to the detriment of their studies.
She also said that this proposal is in-line with the Constitution’s Article III Section 12 which explicitly states “that the state recognize the vital role of the youth in nation building and shall promote and protect their physical, moral and spiritual, intellectual and social well being.â€
Should this proposal be approved by Malabon’s city council, Yambao said that students 18 years old and below shall be prohibited from entering any establishments offering internet or gaming services starting 6 a.m. to 9 p.m.
She said that net cafes or internet shops caught violating this provision will be fined P1,000 for the first time, P2,000 for the second, and P5,000 and cancellation of
business permit for the third time offenders.
Likewise, students caught defying this local law for the first time shall be remanded to their school or parents for proper action while second time offenders shall be fined P200 and third timers shall be slapped a P500 fine aside from serving a two-day community service sentence where he or she will be under the care and jurisdiction of the city social welfare and development department (CSWDD).
Implementing this ordinance will be the Philippine National Police (PNP) unit in Malabon, city business permit licensing office (BPLO) and barangay police. - PNA
