the bus company is able to explain itself well, at least according to the details of the news item.  what one may wonder about is why the denr gave the permit, why the local barangay council wasn't consulted, and why a bus terminal operates within a residential area.  but that's manila.  we can only wonder why there seems to be no enforcement of zoning laws. 

our address here is supposedly a residential building.  right beside it is a stripper's club.  less than 50 meters away are a school and the city hall.  whoever gave this stripper's club the permit to operate must be rotting in hell.  but again that's manila.  it's far from being a well-planned metropolis.
