Matters attended to incclude: the presentation of the draft plan on the eco-tourism development master plan of Panglao Island by Palafox Associateso on June 3, venue of the term-end assessment and transition planning on June 4-6, and initial discussion on the transition of administration.

Great pictures, Mr. Lagunay. How was your stay in South Korea when you were there?

In regards to your work, I am so very happy to see the eco-friendly initiatives that are happening in Bohol Island Province. I believe that with this continued direction, Bohol Island will be a leading example for the rest of the Philippines how to conduct future environmental-economic programs. Additionally, it is also interesting to read that there is open discussion on the governmental level on the feasibility of the Bohol-Cebu Bridge.

Thank You for sharing your thoughts with us here in Tubag Bohol Dot Com.

It was springtime when we went to Korea. The air was still a bit chilly. So, yeah. Panuhot juD kon mag barong. Also, the Koreans usually wear western business attire. I guess most Asian countries are wearing business suits in their day-to-day affairs.

It was a great experience on the food culture side, and interesting insights, albeit briefly, on how they conduct their election campaign. It was election time when we got there.

I bet you had a great time in Korea, Mr. Lagunay, I myself have always wanted to visit Korea. I trust you had fair share/sampling of their famous Kimchee and Kimbap. :)

Korean election campaign

More on my impressions while in Korea...

It was at the height of the election campaign for local officials when we visited South Korea. The candidates and their campaign staff are readily identifiable because they wear jackets (looks more like windbreakers) of their party color, i.e., yellow green, yellow, red, light blue. They had huge campaign posters on their headquarters, colored streamers on strategic location. And yes, they strictly adhere to common poster areas.

On the day we motored from Suncheon City to Yeosu Airport, we passed through a huge intersection in the heart of the city and there, along the side of the street, female campaign staff from the different political parties wearing their party jackets were dancing to the tune of the same music and chanting to vote for their candidates. Looks like a cheerdance simultaneous performed by different groups but without the tossing and acrobatics. I wonder if something like this can be possible in Philippine politics.

South Korean local officials who run for reelection have to resign two months before election day. Employees and officials of the local government made it a point not the be seen together with the candidates. Our local hosts from Goheung County had to excuse themselves and apologized that they cannot accompany us when we visited Mayor Park (who resigned to run for reelection as Mayor).

Thank you for sharing that interesting cultural aspect of the Koreans. I could not help but link it to their Confucian Culture (something that they were introduced to by way of the Chinese Confucian Scholars, thousands of years ago), this sense of filial piety in action, and obeissance to popular demand is something that is quite intrinsic to East-Asian (namely Confucian societies; ergo. China, Japan, Korea and to an extent, Vietnam..)

The notion of honor seen in the Korean politicians and campaigners should be exported to the Philippines.

Question lang, is vote buying as prolific in Korea (or does it even exist at all?) as it does in the Philippines?

Confucius wrote a treatise on The Necessity of Filial Piety for Dynamic Harmony. He expounds how it is necessary, this notion of filial piety, for the harmony of nature as well as in society.

"Just as the leaves and grass bow before the will of the Wind, so does the wind bow before the Will of Heaven whom sent it. So shall the children bow before their parents, the wife bows before the husband, the soldiers before the general, the lawmakers before the lawgiver, the ministers before the king, the king before the Emperor, and the Emperor before the Emperor of Heaven."

This notion of the mandate of Heaven was integral to Confucian societies, and was the essential factor for the blossoming of Confucianism and Honest Work Ethic and Honor that has retained in East Asian Societies.

The Philippine government and politicians can learn alot from them, and I believe that the inter-national exchanges between the Philippines and the Koreans in terms of economics, political discourse, and environmental initiatives is, definitely, a step forward.

The Master Plan is commissioned by the Provincial Government of Bohol, The Municipalities of Panglao and Dauis, Department of Tourism, Office of the Second Congressional District of Bohol, Manila International Airport Authority, and the Philippine Tourism Authority./

Our afternoon session in our term-end assessment and transition planning dealt on sharing our experiences as Department Heads under the administration of Gov. Aumentado.

In the days before I joined the Aumentado Administration, I was "working wounded" as a legal counsel of a defeated mayoralty candidate in the 2004 elections. I suffered through 3 sleepless nights at the city board of canvassers and then proceeded to the provincial board of canvassers where I was a member of the legal panel of the dominant majority party. The canvassing was hotly contested. Gov. Aumentado was running for his second term. His closest rival was former governor Rene Relampagos. 2004 was also a presidential election year and lawyers from Manila representing the late presidential candidate Fernando Poe succeeded to convince the provincial board of canvassers to suspend the canvassing on some legal issue. After arguing before the board that the canvassing should resume, the board relented and the winners were proclaimed.

My term as City Legal Officer ended on June 30, 2004. In August that year, Gov. Aumentado appointed me as Legal Officer IV. I preferred a position that is co-terminus with the appointing authority. Thus, when Atty. Tomas Abapo, Jr. was appointed as Provincial Administrator (vice Atty. Antonio Amora, Jr.), I accepted the appointment as Provincial Legal Officer.
